Implementing the Prime Minister's Official Dispatch No. 102/CD-TTg dated June 30, 2025 on continuing to take good care of the lives of people with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs' Day; contributing to the effective implementation of the movement "All people take care of families of war invalids, martyrs and people with revolutionary contributions", supporting the "Repaying gratitude" Fund in 2025, the Standing Committee of the Thai Nguyen Provincial Fatherland Front Committee requested agencies, organizations, units, and Fatherland Front Committees of communes and wards to implement a number of contents.

Specifically: Continue to propagate and thoroughly understand the purpose and meaning of the "Repaying gratitude" activities and the peak period of mobilizing the construction of the "Repaying gratitude" Fund in 2025, contributing to raising awareness and responsibility of the entire political system and all classes of people in showing gratitude and caring for those who have contributed to the revolution; demonstrating the morality and tradition of "When drinking water, remember its source", "Repaying gratitude" of the Vietnamese people; demonstrating the responsibility of the entire Party, the entire political system and all people in treating, honoring and showing gratitude to those who have made many contributions and sacrifices in the cause of national liberation, building and defending the Fatherland.

Coordinate the mobilization of resources to support the construction of gratitude houses, repair works honoring martyrs, care for Vietnamese Heroic Mothers, visit, give gifts, and help people with revolutionary contributions.

Focus on completing housing support for relatives of martyrs and people with revolutionary contributions before July 27, 2025 (mobilizing local forces to help with transporting materials, construction, environmental sanitation, etc.)

Coordinate the organization of visiting, gift-giving, and incense-offering activities on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 2025) to ensure solemnity, practicality, and effectiveness. Strengthen information and propaganda work, replicate good models, and good practices in implementation, creating a widespread influence among all classes of people.

Mobilizing support for the establishment of the "Gratitude" Fund in 2025.

Level of support:

Individuals working at party agencies, Vietnam Fatherland Front Committees, political organizations, socio-political organizations, professional socio-political organizations, professional social organizations, social organizations and individuals working at administrative agencies, public service units, military agencies, police, enterprises, entrepreneurs, the mobilization level is 01 day's salary or more.

Individuals belonging to households in the commune level will be considered by the commune-level gratitude fund management board in coordination with the commune-level People's Committee to determine the appropriate level of mobilization.

In addition to the level of mobilization for individuals working at the above-mentioned agencies, units, and enterprises, collectives including agencies, units, enterprises, entrepreneurs... depending on conditions and capabilities, are encouraged to actively participate in supporting the construction of the "Repaying gratitude" Fund.

The campaign period is from July 1 to December 31, 2025, with the peak period from July 1 to July 30. Organizations and individuals can support once or multiple times a year.

The Standing Committee of the Provincial Fatherland Front Committee requests agencies, organizations, units, and Fatherland Front Committees of communes and wards to implement this. The Standing Committee of the Fatherland Front Committee of communes and wards coordinates with the management board of the gratitude fund at the same level to mobilize and urge agencies and units to organize and implement the mobilization of contributions to the Fund; supervise the organization, management, and use of the Fund in the locality to ensure effectiveness.

The results of the peak campaign to build the "Repaying gratitude" Fund will be reported to the Department of Home Affairs and the Standing Committee of the Provincial Fatherland Front Committee before July 30, 2025.
