DEPLOYMENT RESOLUTION
From the end of 2024 and especially in the first months of 2025 up to now, the Standing Committee and the Standing Committee of Tien Giang Provincial Party Committee have focused on leading and directing the effective implementation of the Resolution of the 11th Central Conference; the Conclusions of the Politburo and the Secretariat; instructions of ministries, departments, branches... on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize 2-level local governments.
Up to now, the contents of the arrangement of administrative units at commune and provincial levels have been basically completed, ensuring quality and progress according to the requirements of the Central Government.

Regarding the implementation of the Central's guidelines, Comrade Ly Van Cam, Provincial Party Committee member, Director of the Department of Home Affairs, said that this unit has deployed to the district-level People's Committee Official Dispatch No. 11 dated June 4, 2025 of the Government Steering Committee guiding the standards and titles of new commune-level civil servants; Official Dispatch No. 12 dated June 20, 2025 of the Government Steering Committee guiding a number of contents for non-professional workers at the commune level when implementing the 2-level local government model; Official Dispatch No. 4168 dated June 23, 2025 of the Ministry of Home Affairs guiding a number of contents on the arrangement of the apparatus and administrative units, including the promulgation of the Operating Regulations of the People's Committee at the commune level, contents on the organizational form of hamlets, neighborhoods, renaming hamlets, neighborhoods... for the new communes and wards to organize and implement.
Currently, the Department of Home Affairs is collecting opinions from agencies and units on the draft document of the Provincial People's Committee providing temporary guidance on the functions, tasks and powers of specialized departments under the Commune People's Committee before submitting it to the Provincial People's Committee for implementation.
Regarding the organizational structure of agencies and units under the Provincial People's Committee, the Department of Home Affairs has advised on the development of the Provincial People's Committee's Project on the organizational structure of agencies and units under the Provincial People's Committee to submit to the Standing Committees of the Provincial Party Committees of Tien Giang and Dong Thap provinces for comments; coordinated with the Department of Home Affairs of Dong Thap province to appraise the draft Project on the establishment of specialized agencies and equivalent agencies under the Provincial People's Committee.
Regarding the trial operation of the two-level local government, on June 23, 2025, Binh Trung commune, Chau Thanh district, conducted a trial operation of the new commune-level government model, thereby comprehensively assessing the ability to organize, lead, operate and serve the people of the local government after the end of the district-level operation; at the same time, assigning specific tasks to each agency and unit and preparing necessary contents to start working as soon as the new commune officially comes into operation from July 1, 2025.
The remaining localities have conducted a trial operation in some communes and wards since June 24, 2025 to evaluate and gain experience when the apparatus officially comes into operation.
ENSURING REGIMES FOR CADRES, CIVIL SERVANTS AND PUBLIC EMPLOYEES
Implementing policies and regimes for cadres, civil servants and public employees (CBCCVC) affected by the restructuring of the apparatus is also a matter of concern for Tien Giang province. Recently, based on Decree 178 and Decree 67 of the Government, the Department of Home Affairs has advised the Provincial People's Committee to consider and resolve requests from individuals who wish to resign, ensuring the goal of restructuring the apparatus, associated with restructuring the team of cadres, civil servants and public employees of the province but still ensuring the principle of retaining qualified and capable people to continue working, contributing to stabilizing the organization and apparatus of the new government after the restructuring.

According to information from the Department of Home Affairs of Tien Giang province, from March 1, 2025 to June 24, 2025, the Department of Home Affairs has appraised and submitted to the Provincial People's Committee for consideration and approval 1,087 cases wishing to resign according to Decree 178 and Decree 67 of the Government. Of these, there are about 500 civil servants, public employees, and workers working at provincial and district-level agencies, and the rest are commune-level cadres and civil servants.
The leader of the Department of Home Affairs said that according to Official Dispatch 4177 of the Ministry of Home Affairs, the payment of benefits to civil servants and employees who quit their jobs according to Decree 178 and Decree 67 must be made before June 30, 2025. This issue has been directed by the Provincial People's Committee. Up to this point, Tien Giang has not recorded or resolved any complaints or denunciations related to the streamlining of the apparatus.
Regarding the arrangement of staff of departments and offices from commune, ward to provincial levels with a 2-level local government model, comrade Ly Van Cam said: "Based on the decentralization of authority to assign tasks and decentralize staff management, after the Provincial Party Committee gave opinions on key personnel of the new commune-level government apparatus, the Department of Home Affairs urgently coordinated with districts, cities and towns to review the list of civil servants and public employees under the current management authority of the district-level People's Committee, including district-level civil servants and public employees of the local government block and commune-level civil servants and public employees with about 3,200 civil servants and public employees needing to be reviewed and transferred to the new government to ensure the standards and conditions of the new government's civil servants and public employees in accordance with the instructions of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government in Official Dispatch 11 dated June 4, 2025".
For the commune level, the district People's Committee has so far developed a personnel plan to allocate to the commune and ward governments formed after the reorganization. For the provincial level, the leaders of agencies and units of Tien Giang and Dong Thap provinces have met and discussed organization and personnel and proactively drafted a project to establish agencies and units according to legal regulations. In addition, the Department of Home Affairs has advised the Provincial People's Committee on the document of the Party Committee of the People's Committee submitted to the Standing Committee of the Provincial Party Committee on the staffing of civil servants when implementing the two-level local government.
