Tien Giang: Thoroughly resolve business recommendations

District Road 87C (from National Highway 50 to SD Company Limited) is being maintained and repaired.

Previously, according to Decision 7247 dated November 29, 2013 of My Tho City on approving the economic and technical report of the project Upgrading the road along Noi Canal, Ward 9, My Tho City (now District Road 87C) with a design load of 12 tons.

With the agreement of My Tho City, SD Company Limited hired a contractor to repair and strengthen the bearing capacity of the Noi Canal road surface (operating load of 12 tons/axle) and completed and put into stable use from 2018 to present. The repair cost was paid by SD Company Limited.

However, in early February 2024, My Tho City posted a sign with a load limit of 12 tons for the section along Noi Canal (from National Highway 50 to SD Company Limited). This affected the production and business activities of SD Company Limited.

In the face of the above situation, at the Business Coffee session held on June 20, 2024, SD Company Limited proposed that Tien Giang province consider supporting to remove difficulties and obstacles. On June 21, 2024, Tien Giang Provincial People's Committee issued Notice 144/TB-UBND on the conclusion of the Chairman of the Provincial People's Committee at the Business Coffee session.

In particular, the Department of Transport of Tien Giang province (now the Department of Construction of Tien Giang province) is assigned to preside over and coordinate with the People's Committee of My Tho city and relevant agencies based on current regulations to consider and resolve according to their authority to remove difficulties and obstacles regarding road load and the production plant of SD Company Limited.

Implementing the direction of the Tien Giang Provincial People's Committee, the Department of Transport has presided over and coordinated with the People's Committee of My Tho City and relevant agencies to conduct a field survey of the district road 87C, from National Highway 50 to the intersection of Nam Vang Canal with a length of about 500 m. The parties agreed on a temporary plan to grant a license for overloaded vehicles on the district road 87C, from National Highway 50 to the intersection of Nam Vang Canal to SD Company Limited for a period of 3 months. At the same time, during this time, the People's Committee of My Tho City and relevant parties plan to inspect and evaluate the process of transporting overloaded vehicles on the above district road 87C of SD Company Limited in terms of traffic safety, the ability to exploit and use the route... to jointly come up with a long-term solution.

Implementing the direction of the People's Committee of Tien Giang province in Official Dispatch 8179/UBNDKT dated December 20, 2024 on assigning the resolution of the proposal to upgrade District Road 87C, from National Highway 50 to SD Company Limited, on December 27, 2024, the Department of Transport presided over and coordinated with the Department of Industry and Trade, Department of Planning and Investment, People's Committee of My Tho City and SD Company Limited to organize a meeting.

Based on the consensus of the Department of Transport, Department of Industry and Trade, Department of Planning and Investment and the presentation of SD Company Limited at the meeting, the Department of Transport proposed that the Provincial People's Committee consider and approve the policy of supporting overloaded vehicles to continue transporting goods according to the proposal of SD Company Limited, placing a 10-ton/axle load sign on District Road 87C (from National Highway 50 to SD Company Limited).

It is required that the company's transport vehicles are not allowed to circulate during rush hours. SD Company Limited will take measures to ensure traffic safety (arrange warning people, guide the way...) and is fully responsible for causing traffic safety problems (if any). At the same time, the company will bear all costs for maintenance and timely repair of this road section when damage occurs.

The Department of Transport also proposed that the Provincial People's Committee assign the People's Committee of My Tho City to restore the 10-ton/axle load sign (instead of the 12-ton/axle load sign) as previously approved by the City People's Committee according to the proposal of SD Company Limited to meet the company's stable and long-term operation needs.

Implementing the direction of the Chairman of Tien Giang Provincial People's Committee, the Department of Construction presided over and coordinated with relevant agencies to survey the actual site and hold a meeting to discuss and reach an agreement. Through the opinions of representatives of relevant agencies and units, Director of the Department of Construction Tran Van Bon concluded to agree with the proposal of SD Company Limited on reinstalling the sign of the allowable axle load of 10 tons for district road 87C (from National Highway 50 to the intersection with Nam Vang canal).

Accordingly, comrade Tran Van Bon assigned the Infrastructure and Urban Department under the Department of Construction to urgently preside over and support SD Company Limited to coordinate with the design consultant, conduct a field survey to establish a volume profile and estimate the cost of maintenance and repair of the 87C district road section. At the same time, assigned the Traffic Management Section to support the maintenance and repair construction to ensure the requirements of technical standards and regulations to serve the vehicles in circulation after reinstalling the 10-ton axle load sign.

After the parties have completed the coordination, the Department of Economics, Infrastructure and Urban Areas of My Tho City is requested to re-install the 10-ton vehicle weight limit sign on District Road 87C (from National Highway 50 to SD Company Limited). Accordingly, the cost of maintenance and repair is 313 million VND, paid by SD Company Limited. The project was implemented from June 11 and is expected to be completed on July 5, 2025.

According to Mr. Nguyen Minh Dang, Sales Director of SD Company Limited, in the past, the company had to transfer goods from the company to a yard next to Highway 50, in My Tho City, Tien Giang Province to export goods abroad. The same goes for importing raw materials, having to park the tractor 2 km away from the company, then use a vehicle with a smaller load capacity to transport it to the factory. This has greatly increased the company's production and business costs.

After a period of petitioning, the company was approved by the Provincial People's Committee to repair District Road 87C (from National Highway 50 to the intersection with Nam Vang Canal) to increase the load capacity of this road section. The company is very pleased and excited by the attention and close direction of the Provincial People's Committee leaders as well as relevant functional departments in resolving the enterprise's petition. This will create favorable conditions for the enterprise to develop production and business.
