Accordingly, the Standing Committee of the Ho Chi Minh City Party Committee chaired the Conference on piloting the two-level local government model, connecting to 168 wards, communes, and special economic zones. Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen chaired and directed the Conference.

The report on the results of the trial operation of the 2-level local government said that as of 10:45 a.m. on June 25, the connection of the 1022 Information Portal system, Document Management and Administrative Procedures was 100% connected to wards, communes and special zones. Although the preparation work was urgent, the units focused and made efforts to ensure that the trial operation achieved the set results. The shared software system was ensured to be smooth so that it could be put into official operation. The city's shared digital platforms will continue to operate and develop on the principle: "A unified system - A single data - A seamless service" in accordance with the 2-level local government model serving people, businesses and direction and administration.

At the end of the session, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested that each person should devote all their mind and strength with the highest effort and determination, and excellently complete the assigned tasks in each position to prepare for a new milestone, a new turning point to build and develop the country and Ho Chi Minh City. The units need to focus on the announcement of the decisions on June 30, regularly review the facilities and transmission infrastructure, promptly detect and handle any shortcomings...

Binh Dinh and Gia Lai provinces also piloted the two-level local government model of the new Gia Lai province. The operation plan will implement the entire process, receiving and processing records of each commune-level unit through the provincial administrative procedure settlement information system (displayed at the provincial Public Administration Service Center). The test results will be provided through information on the successful receipt of administrative procedure records and successful online payments by citizens; results of digitizing records; information on steps to process records according to the electronic process on the iGate System. Along with that are the results of processing and issuing electronic documents (valid or invalid) related to the process of resolving interconnected administrative procedures; results of resolving electronic administrative procedures (including storage in the citizen's data warehouse)...

According to the leaders of Binh Dinh province, the trial operation contents do not affect the current administrative procedure settlement activities of agencies, units, and localities of Binh Dinh and Gia Lai provinces.

All 56 communes, wards and new special zones of Quang Ngai province also simultaneously tested the two-level local government model. The Standing Committee of Quang Ngai Provincial Party Committee organized 6 working groups to inspect the trial operation of the two-level local government model in some new communes and wards after the merger in the province.

Inspecting Binh Son commune, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Quang Ngai province Bui Thi Quynh Van, Head of Working Group No. 1, noted that in addition to properly implementing the direction of the Provincial Party Committee, the locality needs to identify limitations to overcome. The team of one-stop-shop staff is close to the people, enthusiastic, and enthusiastically resolves work for the people. When receiving documents, they must have an appointment and respond on time, avoiding making people go back and forth many times. The new communes manage and store documents in a scientific, safe, and convenient way for exploitation and use, especially documents and data on land, compensation and site clearance, etc.

Reviewing more than 5,000 documents to decentralize and delegate authority to provinces and communes

The reason why localities are actively and proactively operating the new model in the context that there is not much time left from now until July 1 is because the 28 Decrees on decentralization, delegation, and division of authority of local governments at 2 levels in various fields announced on June 12 have decentralized and delegated many tasks and authorities of ministries and branches to localities.

According to Minister of Home Affairs Pham Thi Thanh Tra, the agencies have reviewed 5,076 legal documents, including: 199 laws, 52 ordinances of the National Assembly Standing Committee; 35 resolutions of the National Assembly Standing Committee; 306 decisions of the Prime Minister; 892 Decrees; 3,353 circulars and 239 other documents. As a result, a total of 6,738 tasks and powers of ministries and ministerial-level agencies were stipulated in legal documents in the reviewed sectoral and field management fields. Of these, there were 2,718 tasks and powers to determine decentralization, decentralization and division of authority.

To implement the Decrees on decentralization and delegation of authority, for ministries and branches, Ms. Pham Thi Thanh Tra proposed that ministries and branches continue to review and listen to feedback from subjects affected by the Decrees, listen to local opinions to continue to amend and supplement with the motto: no perfectionism, no haste, edit, supplement and perfect while doing.

In addition, Ministries and branches should immediately review the laws with adjusted authority in 28 Decrees to plan to report to the Government to submit to the National Assembly for inclusion in the Law-making Program in October 2025 and 2026, amend and supplement the decentralization and delegation contents of the Laws that have been adjusted in the Decrees.

Minister Pham Thi Thanh Tra especially noted that local authorities have plans to receive the volume of tasks on decentralization, delegation and division of authority in 28 Decrees and organize training on the adjusted contents of the Decrees.
