Promoting global solidarity, elevating relations between Vietnam and the United States and Brazil

From September 17 to 26, Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to attend the High-level General Debate of the 78th session of the United Nations General Assembly, combining bilateral activities in the United States and an official visit to Brazil at the invitation of Brazilian President Lula da Silva.

This is an important foreign activity, continuing to demonstrate that Vietnam is an active and responsible member and makes practical contributions to the common work of the international community; affirming that Vietnam values and wishes to deepen relations with countries and partners.

The recent world situation has been complicated, the geopolitical landscape has changed profoundly, strategic competition has become increasingly fierce, deeply affecting global security, economy, and trade, and posing great challenges to multilateralism and the United Nations. Global issues such as climate change, natural disasters, energy and food security, and epidemics have had a synergistic impact, while resources for development are lacking, negatively affecting the progress of achieving the Sustainable Development Goals.

In that context, the United Nations continues to play a role in global governance, promoting dialogue, cooperation and international commitments in the fields of peace, security, development cooperation and ensuring human rights. The United Nations also plays an important role in creating frameworks and mechanisms through consultation processes to resolve disputes, contain conflicts and guide the future development of the world.

On the journey of participating and cooperating with the United Nations, Vietnam has increasingly affirmed itself as an active, proactive, responsible member with effective contributions, highly appreciated and placed with great expectations by the international community. Vietnam has handled matters in a balanced manner, maintained a peaceful and stable environment, and strengthened the country's position, and has been trusted by international friends to be elected to many important positions and agencies, especially the United Nations Security Council. Vietnam currently holds many important responsibilities, notably as a member of the United Nations Human Rights Council (term 2023-2025), and continues to run for a number of positions and agencies of the United Nations.

After 28 years of establishing diplomatic relations between Vietnam and the United States and 10 years of implementing the Comprehensive Partnership, bilateral cooperation has developed extensively, substantially and comprehensively in all areas and at all levels, contributing to security, peace, cooperation and common development. Vietnam considers the United States one of its strategically important partners. The United States affirms its support for a strong, independent, self-reliant and prosperous Vietnam. Bilateral relations develop according to fundamental principles such as respect for independence, sovereignty, territorial integrity, political institutions and equal and mutually beneficial cooperation, on the basis of international law and the United Nations Charter.

The Vietnam-US relationship has just marked an important historical milestone, when it was upgraded to a Comprehensive Strategic Partnership for Peace, Cooperation and Sustainable Development, during the State visit to Vietnam by US President J. Biden, at the invitation of General Secretary Nguyen Phu Trong. The new stature of the Vietnam-US relationship opens a new stage of development, with a framework and space for sustainable, stable and long-term cooperation, in line with the wishes and interests of the two countries, contributing to peace, stability, cooperation and sustainable development of the region and the world.

The Vietnam-Brazil Comprehensive Partnership continues to develop positively. Brazil is Vietnam's largest trading partner in Latin America, with trade turnover between the two countries reaching 6.78 billion USD in 2022, up 6.6% compared to 2021. The two sides will strengthen cooperation in agriculture, science and technology, culture, sports, and defense; actively exploit cooperation potential in the fields of climate change response, digital transformation, etc., and promote the launch of negotiations on a free trade agreement between Vietnam and the Southern Common Market (MERCOSUR), of which Brazil is a member. The two countries maintain coordination and mutual support at multilateral forums, especially the United Nations.

The high-level General Debate of the 78th session of the United Nations General Assembly has the theme "Rebuilding trust and promoting global solidarity: Scaling up action on the 2030 Agenda and the Sustainable Development Goals towards peace, prosperity, progress and sustainability for all".

Prime Minister Pham Minh Chinh led the Vietnamese high-ranking delegation to the Discussion Session, continuing to affirm Vietnam's proactive and active participation and responsible and effective contribution to common work; emphasizing the message of strengthening trust, enhancing multilateral cooperation to respond to and resolve global challenges, promoting sustainable development with people at the center, for a peaceful, sustainable and prosperous future.

Prime Minister Pham Minh Chinh's working trip to the United States continues to affirm that Vietnam and the United States attach importance to bilateral relations and promote the concretization of agreements and commitments the two countries have just reached, in the spirit of the Joint Statement on upgrading Vietnam-US relations to a Comprehensive Strategic Partnership for Peace, Cooperation and Sustainable Development.

Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to an official visit to Brazil, contributing to strengthening political trust and deepening multifaceted cooperation between the two countries. Towards the 35th anniversary of the establishment of Vietnam-Brazil diplomatic relations (1989-2024), the visit created a new momentum, bringing the Vietnam-Brazil Comprehensive Partnership into a more substantial, effective and profound state.

The working trip of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the High-level Debate of the 78th session of the United Nations General Assembly, combined with activities in the United States and an official visit to Brazil, continues to affirm the Party's 13th National Congress's foreign policy of independence, self-reliance, peace, cooperation and development; multilateralization, diversification, and deepening of relations. The working trip conveys an important message to international friends about a peaceful, cooperative and integrated Vietnam, actively and proactively participating, contributing responsibly and effectively to the common processes and work of the international community, for peace, cooperation and sustainable development.
