Decentralization of vehicle registration and license plate issuance is an important part of the roadmap for implementing a two-level local government to ensure “no boundaries” in the implementation of administrative procedures. This work is being actively carried out by the police of wards and communes in Hanoi.

From July 1, individuals or organizations wishing to register cars, motorbikes, and special-purpose vehicles can choose to register their vehicles at the Traffic Police Department or any commune-level police station in the province or city where they reside or have their headquarters. Vehicles that are confiscated must be registered at the Traffic Police Department. Vehicles that win auctions for license plates, in addition to being registered in the province or city where they reside or have their headquarters, individuals and organizations can also register at the Traffic Police Department that manages the license plates of the auctioned vehicles.

To ensure vehicle registration and license plate issuance, the Traffic Police Department of Hanoi City Police has organized many training courses on vehicle registration and the use of vehicle registration system software for officers and soldiers performing this task at the grassroots police. In addition to professional expertise, officers and soldiers of the grassroots police assigned to perform vehicle registration work at the grassroots level are required to have a standard attitude when interacting and working with the people, and to follow the correct procedures and regulations.
The CAND Newspaper reporter's observations this morning (July 16) about the vehicle registration and license plate issuance work at the Cua Nam and Giang Vo Ward Police Stations showed the convenience as well as the satisfaction of the people when coming to work.
Giang Vo Ward Police Station on the morning of July 16, many people came early to register their vehicles. Lieutenant Colonel Do Sy Dung, Chief of Giang Vo Ward Police, said that in order to effectively carry out the decentralization of vehicle registration and license plate issuance procedures, the Ward Police have arranged the most convenient locations such as repairing facilities, preparing equipment, vehicles, transmission lines, etc. to ensure smooth implementation of administrative procedures for people from the first days of the two-level local government coming into operation. "Giang Vo Ward Police have arranged officers to receive and guide people through administrative procedures. Tasks outside of working days during the week can be increased to overtime and holidays to provide maximum support to local people. At the same time, to speed up the procedure, people need to fulfill all tax obligations and prepare complete documents before coming to the Ward Police to register and issue vehicle license plates," said Lieutenant Colonel Do Sy Dung. Sharing about the procedure of vehicle registration and license plate issuance, Mr. Doan Vinh Quang (residing in Giang Vo ward) said that vehicle registration and license plate issuance is a common need, carried out at the ward police station, helping people access public administration conveniently and clearly, increasing transparency and reducing inconvenience for people. The officers performing the procedure were very friendly, enthusiastic, had a firm grasp of skills and procedures, and made no mistakes during the implementation process. According to Giang Vo Ward Police, from July 1 to July 14, the unit has carried out the entire process of new registration, name change, issuance, re-issuance, and revocation of 97 cars and motorbikes, with 100% of cases being carried out on the Ministry of Public Security's Public Service Portal. At the Cua Nam Ward Police Headquarters on the morning of July 16, officers in charge of vehicle registration and license plate issuance continuously checked documents and welcomed people coming to complete procedures. Mr. Nguyen Tuan Anh (residing in Ba Dinh Ward) came to register his vehicle at Cua Nam Ward Police Station and talked about his satisfaction when the officers and soldiers supported him thoughtfully and enthusiastically in guiding him through the registration steps on the Ministry of Public Security's Public Service Portal: "I found the procedure process very simple, easy, and convenient. People can complete the procedure at home before going to the Police Station to receive the license plate and register their vehicle. The implementation of a two-level local government is a major improvement, making it more convenient for people to complete other administrative procedures." People wait their turn to do procedures at Cua Nam Ward Police Station. Speaking to CAND Newspaper reporters, Lieutenant Colonel Dao Thi Bich Lien (officer of Cua Nam Ward Police) said that previously, people only registered their vehicles at the Traffic Police Department or the District Police where they resided. However, with the changes and new regulations, people can now choose to register their cars, motorbikes, and specialized motorbikes at the Traffic Police Department or the Commune or Ward Police within Hanoi City: “The new regulations help expand the choice for people and businesses, increasing publicity, transparency and convenience in accessing public services. The ward police have focused on human resources, infrastructure, and promoted propaganda to each residential group in the area to create the most favorable conditions for people to carry out vehicle registration and license plate issuance procedures.” Mr. Nguyen Tuan Anh received his license plate number after completing the registration procedure.
