The Republic of Estonia is the first leg of Prime Minister Pham Minh Chinh 's working trip to three European countries including Estonia, France, and Sweden.

With a red carpet spread out to the foot of the plane's stairs and two solemn rows of honor guards, welcoming Prime Minister Pham Minh Chinh and his wife along with the Vietnamese delegation at Lennart Meri Tallinn Airport were Estonian Ambassador to Beijing concurrently serving as Vietnam Hannes Hanso; Deputy Director of the Estonian State Protocol Department Sven Tolp; Vietnamese Ambassador to Finland concurrently serving as Estonia Pham Thi Thanh Binh.

This is the first visit by a Vietnamese Prime Minister to Estonia since the two countries established diplomatic relations in 1992, aiming to promote the friendship and multifaceted cooperation between Vietnam and Estonia to a new level of development; affirming Vietnam's consistent policy of always attaching importance to and wishing to strengthen and promote relations with European countries, including Estonia.
Vietnam and Estonia established diplomatic relations one year after Estonia declared independence and separated from the Soviet Union. However, the two countries have not yet established embassies. Currently, the Vietnamese Ambassador to Finland is concurrently serving Estonia, while the Estonian Ambassador to Beijing (China) is concurrently serving Vietnam.

After 33 years, the two countries have held a number of high-level delegation exchanges and contacts; established a political consultation mechanism at the Deputy Minister and Department Head levels. During the exchanges, Estonia repeatedly affirmed that Vietnam is a priority partner in Southeast Asia, wishing to further promote cooperative relations with Vietnam. The two countries also actively coordinate and support each other at multilateral forums.

Economic relations between the two sides remain modest. Trade turnover between the two countries has increased steadily over the years but will only reach 73.8 million USD by 2024. Estonia currently has 5 valid direct investment projects in Vietnam with a total investment capital of 280,000 USD.
Estonia has actively supported Vietnam in signing the Vietnam-European Union Free Trade Agreement (EVFTA) and is one of the first EU countries to ratify the Vietnam-European Union Investment Protection Agreement (EVIPA).

Estonia helped Vietnam train many students and postgraduates during the former Soviet Union period and later continued to have training cooperation with a number of Vietnamese universities.
During the visit, Prime Minister Pham Minh Chinh is expected to hold talks and meetings with senior leaders of Estonia, attend the Vietnam - Estonia business forum, and visit a number of economic, social and cultural establishments of Estonia.
The visit is expected to open up new cooperation opportunities between the two countries, especially in the fields of information technology, digital transformation, artificial intelligence, financial technology, digital economy, cyber security, smart logistics, digital seaports, e-government development, etc.
