Prime Minister agrees to raise income threshold to buy social housing

The Prime Minister basically agrees with the proposal of the Ministry of Construction to raise the income threshold for purchasing social housing in a more appropriate direction.

At the conference to review the implementation of development targets social housing Taking place on August 16, the Ministry of Construction proposed amending regulations on income conditions for purchasing or leasing social housing in Decree No. 100/2024 of the Government (detailing a number of articles of the Housing Law on the development and management of social housing).

Accordingly, the Ministry of Construction proposed to raise the income requirement for single people from 15 million to 20 million VND/month. In case the applicant is married, the total income of the couple will be raised from 30 million to 40 million VND/month, calculated according to the wage and salary table.

Concluding the conference, Prime Minister Pham Minh Chinh basically agreed with the proposal of the Ministry of Construction to raise the income threshold for purchasing social housing in a more appropriate direction.

The Head of Government assigned the Ministry of Construction to propose amendments in the simplified order of Decree No. 100/2024.

The Ministry of Construction is also responsible for presiding over and coordinating with the Ministry of Finance to research, develop, and submit to the Government a draft Decree on the national housing fund, to be completed before August 20.

Emphasizing that the program to build 1 million social housing units by 2030 has humane and urgent significance, according to the Prime Minister, this goal is difficult, but no matter how difficult, it must be done.

The Prime Minister affirmed that the target of completing at least 100,000 social housing units by the end of 2025 remains unchanged; the social housing development target for 2025 assigned to localities by the Prime Minister at the beginning of the year remains unchanged.

The Head of Government directed ministries, branches and localities to focus on reviewing and counting cadres, civil servants, public employees and workers facing difficulties in accommodation and travel due to the impact of the organizational restructuring process.

At the same time, focus on reviewing policies related to capital access, purchasing and building social housing, cutting cumbersome administrative procedures, ensuring the most convenience for people, businesses and related entities in accessing social housing.

" Focus on inspection and supervision, absolutely do not let corruption, negativity, waste, or policy profiteering happen when the social housing policy is open ," the Prime Minister noted.

The spirit emphasized by the Prime Minister is to do whatever is beneficial to the people and the country, and avoid whatever is harmful to the people and the country; work within the framework of the Constitution, laws, and Party regulations but with utmost creativity and innovation in thinking.

According to the Prime Minister, it is necessary to ensure "3 yeses" which are beneficial to the country, beneficial to the people, and beneficial to businesses; "2 noes" which are no personal motives, corruption, negativity, and no loss or waste of assets.

For completed projects (36,962 units), the Prime Minister requested investors to urgently ensure the restoration of the environment, green and clean; implement procedures, widely publicize on mass media to proceed with sales to people.

Regarding projects under construction (127,261 apartments), the Prime Minister noted that for projects in the completion stage (about 37,000 apartments), it is necessary to urge investors to focus resources, construct according to the committed schedule, and complete in 2025.

For the remaining projects and projects that have just started construction in 2025 (about 90,200 apartments), prioritize the implementation of administrative procedures, grasp and immediately resolve difficulties and problems..., create all conditions for investors to implement the project; require investors to focus resources, construct with the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 26,000 apartments in 2025 and create the basis for completing the targets in the following years.

For localities where no social housing projects have been started, Prime minister Urgently direct the Departments and branches to hand over the investors, carry out land procedures, hand over clean land, grant construction permits... to the investors of social housing projects to start construction and investment, immediately in 2025.
