Accordingly, implementing the direction of the Politburo , the Secretariat, the Government and the Prime Minister on strengthening decentralization and delegation in state management, the Ministry of Culture, Sports and Tourism has advised the issuance of Decree No. 137/2025/ND-CP and Decree No. 138/2025/ND-CP dated June 12, 2025; at the same time, issued Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025 guiding the division of authority between government levels in the fields of culture, sports and tourism.
Immediately after the above documents were issued, Minister Nguyen Van Hung directly directed and requested functional units to urgently develop a specific, easy-to-understand, easy-to-apply support document to help local authorities, especially at the commune level - the place closest to the people and directly performing the task of state management - effectively implement the new regulations. On that basis, the Ministry of Culture, Sports and Tourism compiled and published the book "Handbook on decentralization and assignment of authority to the People's Committees at the commune level in the fields of culture, sports and tourism " .
The handbook is designed to be concise, clear, closely following the content of Decree 137, Decree 138 and Circular 09; ensuring quick reference, immediate application in practice, directly serving professional work at the grassroots level. This is a testament to the proactive spirit, companionship and support of the Ministry's leaders towards localities in improving the effectiveness and efficiency of state management.
The launching, announcement and awarding ceremony of the Handbook on implementing decentralization tasks and assigning authority to the People's Committees at the commune level in the fields of culture, sports and tourism on the afternoon of August 13.

Receive printed books by post (except for units that received books directly at the Book Launch and Introduction Ceremony on August 13, 2025 at the Ministry of Culture, Sports and Tourism), organize book distribution and widely disseminate book content to specialized departments, People's Committees at commune level, and officials directly performing state management tasks in the fields of culture, sports and tourism.
Integrate training content and professional development for grassroots staff, ensuring understanding and correct application of regulations.
Integrate and disseminate electronic version
Download and post the electronic version of the Handbook (accessed via QR code in the book's inner cover), disseminate it on the Department's official website and social media platforms.
Encourage grassroots staff to access and look up information anytime, anywhere by phone or computer.
Feedback, suggestions
During the use, if there are any difficulties, problems or suggestions for adjustment or supplementation, the Departments are requested to synthesize and report to the Ministry (through the Legal Department) for timely research and completion.
Media coordination
Actively coordinate with local press and television agencies to inform and introduce the "Handbook on decentralization and assignment of authority to the People's Committees at the commune level in the fields of culture, sports and tourism", ensuring that the handbook is disseminated to the right users.
The Ministry of Culture, Sports and Tourism hopes that with the attention and close direction of the Ministry and the active coordination of localities, the book " Handbook on decentralization and assignment of authority to the People's Committees at the commune level in the fields of culture, sports and tourism" will maximize its value, become a practical tool, supporting local authorities to perform public duties in accordance with the law and effectively.
