Prime Minister Pham Minh Chinh signed Official Dispatch No. 99/CD-TTg dated June 27, 2025 on ensuring the arrangement of administrative units and the operation of the two-level local government organization model smoothly, effectively and without interruption.
Telegram to Ministers, Heads of ministerial-level agencies; Chairmen of People's Committees of provinces and centrally run cities; respectfully sent to: Secretaries of Provincial and Municipal Party Committees of provinces and centrally run cities for leadership and direction.
The telegram stated that in recent times, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities have made many efforts in implementing the Conclusion of the Politburo , the Secretariat, General Secretary To Lam, the Resolution of the National Assembly, the National Assembly Standing Committee, the Government and the Prime Minister on the arrangement of administrative units and the implementation of the two-level local government organization model.
However, according to the Central Inspection Commission's summary, by June 27, 2025, many tasks of a number of ministries, branches and localities were still slow to implement, not meeting the requirements on progress and quality to ensure the arrangement of administrative units and the operation of the 2-level local government organization model smoothly, effectively and without interruption, specifically: Only 9/34 localities have completed the announcement and publicization of the list of administrative procedures applied in the province and city; 11/34 localities have not completed the issuance of accounts for officials and civil servants; 22/34 localities have not completed the issuance of digital signatures for officials, civil servants, agencies and organizations; 6/34 localities have not completed training and instructions on the use of the Administrative Procedure Resolution Information System for officials and civil servants; 4/34 localities have not yet completed the arrangement of headquarters, facilities and working conditions for new commune-level agencies and units; the completion rate of payment of benefits to cadres, civil servants and public employees who have decided to quit their jobs in new localities has only reached 50.48%.
To ensure the arrangement of administrative units and the operation of the two-level local government organization model smoothly, effectively and without interruption, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to continue implementing the tasks and solutions assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, Official Dispatch No. 90/CD-TTg dated June 17, 2025, Official Dispatch No. 96/CD-TTg dated June 26, 2025 and focus on immediately completing a number of specific tasks as follows:
Announce and publicize administrative procedures
The Prime Minister requested: The Minister of Health urgently completes the assignment of authority to handle administrative procedures and announces and publicizes 5 administrative procedures under the authority of the district level due to the failure to complete the amendment of legal documents by June 30, 2025 at the latest.
Ministers of ministries and ministerial-level agencies have completed the announcement and publicization of administrative procedures according to 28 Decrees on decentralization, delegation of authority, and division of authority. They continue to review and standardize the quality of administrative procedure data updated publicly on the National Database of Administrative Procedures, ensuring full and accurate synchronization with announcement decisions to serve the settlement of administrative procedures and the provision of public services to people and businesses. Completed by June 28, 2025.
The Chairmen of the People's Committees of 25 provinces and centrally run cities (Can Tho; Da Nang; Hanoi; Ho Chi Minh City; Hue; Lai Chau; Dien Bien; Lang Son; Quang Ninh; Nghe An; Ha Tinh; Cao Bang; Tuyen Quang; Lao Cai; Thai Nguyen; Phu Tho; Hung Yen; Quang Tri; Quang Ngai; Gia Lai; Khanh Hoa; Lam Dong; Dak Lak; Vinh Long; Dong Thap) shall complete the announcement of the list of administrative procedures applicable in the province no later than June 28, 2025.
Regarding the public announcement of the headquarters addresses of the provincial and commune-level Public Administration Service Centers, the Prime Minister requested that the Chairmen of the People's Committees of 6 provinces (Bac Ninh, Dien Bien, Dong Thap, Lai Chau, Nghe An, Thai Nguyen) complete the announcement of the headquarters addresses and the list of administrative procedures received and returned at the provincial and commune-level Public Administration Service Centers to facilitate individuals and organizations to access and carry out administrative procedures, no later than June 28, 2025.
The Chairmen of the People's Committees of the two provinces: Dien Bien and Dong Thap completed the establishment and publicization of hotlines of the provincial Public Administration Service Center and the People's Committees of communes to support, guide, and respond to individuals and organizations' and organizations' comments and recommendations on administrative procedures and public service provision within their authority when rearranging administrative units and implementing the 2-level government organization model, ensuring regular 24/7 operations. Completed by June 28, 2025.
Provincial administrative procedure settlement information system and National public service portal
Regarding the configuration of administrative procedures, the Prime Minister requested the Chairmen of the People's Committees of 15 provinces and centrally run cities (Gia Lai, Can Tho, Hung Yen, Hai Phong, Lang Son, Lao Cai, Dak Lak, Bac Ninh, Cao Bang, Tuyen Quang, Vinh Long, Son La, Tay Ninh, Dong Thap, Ca Mau) to direct the completion of the configuration of administrative procedures that have been decentralized, delegated, and assigned authority and to implement administrative procedures in accordance with the arrangement of administrative units and the 2-level local government organization model, by June 28, 2025.
Regarding the connection with the National Public Service Portal, the Chairmen of the People's Committees of 11 provinces and centrally run cities (Gia Lai, Can Tho, Hue, Hanoi, Lao Cai, Bac Ninh, Son La, Ninh Binh, Da Nang, Tay Ninh, Dong Thap) directed to review and complete the connection with the National Public Service Portal to ensure smooth, seamless operation without interruption when closing the interface of the Provincial Public Service Portal and implementing the arrangement of administrative units and the 2-level local government organization model, no later than June 28, 2025.
Connecting with national and specialized databases, the Chairmen of the People's Committees of provinces and centrally run cities (Hue, Hanoi, Hai Phong, Khanh Hoa, Lang Son, Bac Ninh, Son La, Ninh Binh, Tay Ninh, Dong Thap) direct the completion of editing and connecting the system with national and specialized databases managed by ministries and branches (electronic civil status, population, enterprises, VNeID, judicial records, land, tax, treasury, insurance...) in accordance with the arrangement of administrative units and the 2-level government organization model on June 28, 2025.
Regarding the issuance of accounts for officials and civil servants, the Chairmen of the People's Committees of 11 provinces and centrally-run cities (Can Tho, Hanoi, Hai Phong, Lang Son, Nghe An, Dak Lak, Bac Ninh, Cao Bang, Son La, Ninh Binh, Tay Ninh) directed the completion of the issuance of accounts for officials, civil servants, and public employees on the System to ensure smooth operation from July 1, 2025. To be completed no later than June 28, 2025.
Issuance of specialized digital signatures: The Chairmen of the People's Committees of 22 provinces and centrally run cities (Gia Lai, Can Tho, Hanoi, Hung Yen, Hai Phong, Ho Chi Minh, Khanh Hoa, An Giang, Lang Son, Quang Ngai, Quang Ninh, Vinh Long, Bac Ninh, Cao Bang, Tuyen Quang, Son La, Da Nang, Lam Dong, Dong Nai, Tay Ninh, Ca Mau, Ha Tinh) direct specialized agencies and units to closely coordinate with the Government Cipher Committee to complete the updating of information or issue sufficient specialized digital signature certificates for public service to civil servants, agencies and units as required to ensure completion before June 30, 2025 to promptly serve public service activities and handle administrative procedures from July 1, 2025.
Connecting data warehouses of individuals and organizations: The Chairman of the People's Committee of 8 provinces and cities (Hanoi, Khanh Hoa, Quang Ninh, Ha Tinh, Vinh Long, Son La, Ninh Binh, Tay Ninh) directed the completion of connecting, synchronizing, and exploiting the electronic data warehouses of organizations and individuals to help reuse digitized data, reduce and simplify administrative procedures, before June 30, 2025.
Regarding training and guidance for officials and civil servants: The Chairmen of the People's Committees of 6 provinces and centrally-run cities (Phu Tho, Khanh Hoa, Cao Bang, Son La, Ninh Binh, Tay Ninh) urgently directed the organization of training and guidance on the use of the Administrative Procedure Information System for officials, civil servants and public employees, to be completed by June 28, 2025.
The Prime Minister requested the Minister of Finance to urgently direct and coordinate with the People's Committees of provinces and centrally run cities to implement solutions to convert the accounts of agencies and units from the old administrative information to the new administrative information, ensuring that the collection and payment of the state budget, including online payment of administrative procedures of people and businesses, is smooth, effective and uninterrupted from July 1, 2025.
Chairmen of People's Committees of provinces and centrally run cities shall urgently and proactively coordinate with the Government Office to connect and pilot the two-level local government model on the National Public Service Portal and deploy the National Public Service Portal to become a centralized, single "one-stop shop" from 6:00 p.m. on June 27, 2025, as a basis for completion and smooth, effective, and uninterrupted implementation from July 1, 2025.
Receiving and handling administrative proceduresThe Prime Minister requests the Chairmen of the People's Committees of provinces and centrally run cities to be responsible for: organizing the arrangement, digitization, and handover of documents and administrative procedure records when completing the district level, merging communes and wards in accordance with the provisions of Clause 4, Clause 5, Article 4, Clause 2, Article 5 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly, the direction of the Prime Minister in Official Dispatch No. 219/TTg-KSTT dated February 27, 2025, ensuring that no documents or records are lost or misplaced, affecting the retrieval, lookup and use of documents when requested. Organize the reception and settlement of administrative procedures in the provinces and centrally run cities in accordance with the provisions of Clause 4, Clause 5, Article 4, Clause 2, Article 5 and Clause 1, Clause 2, Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly, the direction of the Prime Minister in Official Dispatch No. 219/TTg-KSTT dated February 27, 2025 and Decree No. 118/2025/ND-CP of the Government. Focus on ensuring that 100% of online public services of provinces and cities before the merger must be integrated and provided on the National Public Service Portal smoothly, effectively, and without interruption when arranging administrative units and implementing the 2-level government organization model, to be completed no later than June 28, 2025.
Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities direct specialized agencies and units to closely follow and effectively implement tasks, solutions, and progress in providing online public services in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation.
Arrangement of staff, civil servants, facilities, equipment and payment of benefits and policies for staff and civil servants who quit their jobs due to reorganization
Regarding the assignment and arrangement of commune-level cadres and civil servants, the Chairmen of the People's Committees of provinces and cities shall complete the assignment and arrangement of cadres and civil servants in accordance with the conclusions of the Politburo and the Secretariat in Conclusion No. 157-KL/TW dated May 25, 2025 and the guidance on the standards for new commune-level civil servant titles of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government model in Official Dispatch No. 11/CV-BCĐ dated June 4, 2025. Complete no later than June 28, 2025.
Chairmen of People's Committees of provinces and centrally run cities shall seriously arrange and allocate working offices, vehicles and other assets for agencies, organizations and units at the commune level to ensure necessary conditions for providing public services and handling administrative procedures in accordance with regulations, directions of the Prime Minister and instructions of the Ministry of Finance.
The arrangement, transfer and re-arrangement of assets must be implemented urgently and synchronously, with specific plans to avoid interrupting or breaking the operations of agencies, especially the provision of public services and the settlement of administrative procedures for the people. In case there is still a lack of assets after the arrangement and re-arrangement, the Provincial People's Committee is requested to proactively purchase and supplement in accordance with current regulations, and absolutely not to let the situation of lack of facilities for work occur, affecting the operation of the 2-level local government model.
The Chairmen of the People's Committees of the four provinces: Lao Cai, Quang Tri, Gia Lai, Dong Nai directed the completion of the arrangement of headquarters, facilities and working conditions for new commune-level agencies and units in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 167-KL/TW dated June 13, 2025, Conclusion No. 169-KL/TW dated June 20, 2025 and Conclusion No. 170-KL/TW dated June 24, 2025. To be completed no later than June 28, 2025.
Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities: Continue to strictly implement Official Dispatch No. 93/CD-TTg dated June 21, 2025 of the Prime Minister on accelerating the progress of implementing policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system;
Proactively balance and arrange sufficient funds from the assigned budget and savings (if any) of the agency, unit and budget level to promptly pay policies and regimes for cadres, civil servants and public employees who quit their jobs due to organizational restructuring; take full responsibility before the Government and the Prime Minister for resolving policies and payment regimes, ensuring timeliness and compliance with regulations;
In case of a decision to resign, the settlement and payment must be completed before June 30, 2025. In case of financial difficulties, promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling.
The Ministry of Finance shall preside over and coordinate with the Ministry of Science and Technology to urgently handle the issue of ensuring funding for digital transformation and information technology to meet the two-level local government model as prescribed, ensuring progress as required, without affecting the direction and administration and service to people and businesses.
Implementing organization
The Prime Minister assigned Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to be responsible to the Government and the Prime Minister for implementing tasks and solutions to ensure the arrangement of administrative units and the operation of the two-level local government organization model smoothly, effectively, and without interruption from July 1, 2025.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of the above-mentioned tasks; promptly synthesize and report to the Prime Minister on issues beyond its authority.
Emphasizing that this is a very important and urgent task that needs to be urgently focused on and completed, the Prime Minister requested that Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of centrally-run provinces and cities take time to pay attention to, lead and direct their affiliated agencies and units to complete the above-mentioned tasks, ensuring that the handling of administrative work, procedures and public services for people and businesses is smooth, effective and uninterrupted when arranging administrative units and implementing the 2-level local government model./.
