After listening to the opinions and concluding the meeting, Prime Minister Pham Minh Chinh requested ministries and branches to review and complete legal documents under their authority, ensuring smooth and seamless operation of local governments at two levels, without legal gaps or overlapping tasks, and to inspect, urge and promptly handle arising problems.
In particular, urgently issue circulars to implement decentralization, delegation of authority, and division of authority according to management areas before June 25; review, amend, supplement, issue new (if necessary) or abolish circulars and instructions to ensure consistency and consistency with newly issued regulations; promote the activities of standing teams to promptly respond to localities; have a handbook to guide the work of commune level.
The Prime Minister requested that localities have specific reports on the settlement of regimes, policies, and payments for cadres, civil servants, public employees, and workers who have quit their jobs due to reorganization; for cases where a decision to quit has been made, the settlement and payment must be completed no later than June 30.
The Prime Minister also requested to focus on handling many related issues in the process of arranging and implementing the two-level local government model such as finance, assets, facilities, working conditions; ensuring information technology systems, equipment, transmission lines and activities related to digital transformation.
In particular, the Prime Minister requested to focus on implementing tasks according to Plan 02 dated June 19, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.
Accordingly, from now until June 30, 2025, 100% of administrative procedures under the jurisdiction of ministries, branches and localities will be synchronized and unified on the administrative procedure settlement information systems at the ministerial and provincial levels.
100% of localities have completed the selection, configuration, upgrading, connection and integration of the administrative procedure settlement information system at the ministerial and provincial levels with the National Public Service Portal.
100% of ministries, branches and localities upgrade and configure information systems to serve operations and direction and administration (online meeting system; document and work record management system; email system; reporting information system; cadre, civil servant and public employee management system; electronic information portal...) to meet the requirements of administrative unit arrangement and implementation of the two-level local government model.
Ensure the provision of 25 integrated online public services on the National Public Service Portal to serve people and businesses.
Ensure the provision of 982 online public services with an average number of records of each public service generating at least 10 records/year/province (this indicator does not apply to low-frequency administrative procedures, compliance subjects and those in specific fields).
Arrange headquarters, equipment, assign leadership, human resources, network infrastructure system; establish and stably operate the Public Administration Service Center at the provincial and commune levels according to the new government model, ensuring continuous and uninterrupted service to people and businesses.
From July 1, 2025 to December 31, 2025, the provision of online public services on the National Public Service Portal will be centralized for all administrative procedures eligible for provision of online public services, in full or in part, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level./.
