Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 103/CD-TTg dated June 30, 2025, requesting ministries, branches, and localities to strengthen connections and data sharing between national databases and specialized databases, ensuring smooth, effective, and uninterrupted operation.
The Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on and promptly direct the synchronous and effective implementation of the following tasks and solutions:
Urgently issue standards for connecting and sharing data from local to central levels
Regarding institutions and policy mechanisms, the Prime Minister requested the Ministry of Public Security to urgently develop and submit to the Government for promulgation decrees detailing a number of articles and measures to implement the Law on Personal Data Protection, which was voted and approved by the National Assembly at the 9th Session of the 15th National Assembly.
The Ministry of Public Security shall coordinate with the Ministry of Science and Technology and relevant agencies and units to review, research, develop and submit to competent authorities to promulgate regulations on mandatory connection and data sharing between agencies in the political system, clearly defining the list of data to be shared, technical connection standards and responsibilities of each agency, to be completed by August 2025.
At the same time, preside over the development and submission to competent authorities for promulgation of decrees and circulars guiding the overall National Data Architecture, National Data Management and Governance Framework, and Shared Data Dictionary in accordance with the requirements of decentralization and delegation of authority in state management, to be completed by August 2025.
The Ministry of Science and Technology shall preside over and coordinate with relevant agencies to develop and promulgate the National Digital Architecture Framework, ensuring connectivity, synchronization, and interoperability among agencies (Party, State, Fatherland Front, and socio-political organizations), in accordance with the government model from the central to communal levels, to be completed by August 2025.
Ministries, sectors and localities urgently issue standards and regulations to connect and share mandatory data from localities to the Central Government according to vertical management sectors; complete regulations on data management, standardization of input data, sharing mechanisms, and interconnection of data within the scope of management with the National Data Center according to general regulations of the Government, to be completed by August 2025.
Putting into operation the National Data Center from August 19, 2025
Regarding digital infrastructure, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with ministries, branches and localities to comprehensively review and assess the current status of national databases and specialized databases, on that basis continue to build, update and supplement the database system for each ministry, branch and locality, ensuring synchronization in structure, standards, information fields, serving interconnection throughout the entire political system.

Urgently deploy the construction and put into operation the National Data Center from August 19, 2025, providing and supporting shared infrastructure, ensuring safety and security for information systems and databases of ministries, branches and localities.
The Prime Minister requested the Ministry of Science and Technology to urgently review and evaluate the digital infrastructure of ministries, branches and localities, including specialized data transmission network infrastructure, connection and data sharing platforms, ensuring continuous, smooth and uninterrupted connection and data sharing between national databases, specialized databases and shared databases.
Ensure data is "correct, sufficient, clean, alive, unified, and shared"
Regarding data, the Prime Minister assigned the Ministry of Public Security to urge ministries, branches and localities to urgently build, complete and put into operation and use national databases and specialized databases according to the roadmap.
The Ministry of Science and Technology guides ministries, branches and localities to deploy shared information systems and databases, ensuring consistency and synchronization, avoiding duplicate investment and waste of state budget.
Ministries and ministerial-level agencies complete and put into operation and use 116 national databases and specialized databases according to the list in Resolution No. 71/NQ-CP dated April 1, 2025 of the Government.
Ministries and agencies in charge of implementing national databases and specialized databases shall complete the construction, clean up and put into operation and use, ensuring "correctness, sufficiency, cleanliness, liveness, unity and shared use", complete the construction and development of 11 databases according to Plan No. 02 dated June 19, 2025 of the Central Steering Committee, to be completed in the third quarter of 2025. Synchronize data of national databases and specialized databases on the national population database according to the provisions of the 2023 Law on Identification and the Government's guiding Decree No. 70/2024/ND-CP to reduce administrative procedures, optimize the process of handling administrative procedures according to the growth rate of data, ensuring that people and businesses only provide information once to state agencies.
Complete shared platforms, standardize and connect databases, deploy integration, provide electronic documents on VNeID, to be completed in September 2025.
The Prime Minister requested corporations and technology companies (VNPT, Viettel, FPT, Mobifone, TecaPro, CMC, GTel...) to support ministries, branches and localities in upgrading and editing information systems and databases to connect with the national database on population and electronic identification and authentication to promptly serve people and businesses without interruption in performing administrative procedures and online public services, to be completed before September 2025.
Allocate sufficient financial resources to invest in and upgrade databases.
Regarding resources, the Ministry of Finance shall preside over and coordinate with the Ministry of Public Security, the Ministry of Science and Technology and relevant ministries, branches and localities to ensure the allocation of sufficient financial resources to invest in and upgrade national databases, specialized databases, digital infrastructure and digital data.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Public Security, the Ministry of Science and Technology and relevant ministries, sectors and localities to review and assess the current status of cadres, civil servants and public employees working in information technology and digital transformation; have plans to recruit, train, foster or hire experts and technology personnel in a form suitable to the characteristics of each sector, field and locality.
The People's Committees of provinces and centrally-run cities are responsible for arranging local budgets and mobilizing other legal resources to fully implement the tasks assigned in this Official Dispatch.
The Prime Minister assigned Deputy Prime Minister Nguyen Chi Dung to directly direct the implementation of the contents stated in this Official Dispatch.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen and General Directors of corporations and enterprises to lead and promote a high sense of responsibility in directing affiliated agencies and units to complete the above-mentioned tasks, ensuring synchronization, efficiency and quality./.
