From July 1, 2025, Lao Cai Provincial Department of Health was established on the basis of merging Lao Cai Provincial Department of Health (old) and Yen Bai Provincial Department of Health (old). The provincial health sector has quickly implemented new contents on decentralization and delegation of authority. The work of reorganizing the apparatus has been carried out urgently, in accordance with requirements. The health sector considers this a great opportunity to comprehensively restructure the health system to improve the quality of health care for the people in the new situation.
The new healthcare system after the merger of Lao Cai province has the conditions to develop strongly, especially in technology transfer and regional healthcare network linkage, creating conditions for people to easily access specialized healthcare services.

Currently, the entire provincial health sector has 40 public service units under the Department of Health. The health network system from the province to the commune is being increasingly consolidated and improved, facilities are being invested in on an increasingly large and synchronous scale; modern equipment is being purchased, and medical staff are being trained in depth. The field of preventive medicine is also increasingly developing, preventing dangerous epidemics, controlling tuberculosis, malaria, HIV/AIDS, COVID, ..., eliminating leprosy, eliminating polio, and neonatal tetanus.

Faced with the growing development requirements and health care needs of the people, medical examination and treatment have undergone significant innovation and change.
With the goal of gradually turning Lao Cai into a typical high-quality medical service center of the region, the health sector has strengthened medical cooperation with many central hospitals such as Bach Mai Hospital, University of Medicine and Pharmacy Hospital, National Children's Hospital, 108 Central Military Hospital... Thanks to that, medical units have deployed many technical services beyond the line.
Currently, provincial hospitals have increased 1,268 out-of-line techniques compared to 2020. District hospitals have performed 4,028 out-of-line techniques (an increase of 817 techniques compared to 2020). These include: brain trauma surgery, hip replacement, spinal cement injection, simulated linear radiotherapy, cardiovascular intervention (DSA), assisted reproduction (IVF), and in particular, have successfully coordinated the first kidney transplant at Lao Cai General Hospital No. 2.
The rate of technical professional services according to the Ministry of Health's classification at medical units in the province is increasingly high. Provincial technical services increased from 74.3% in 2020 to 78.5% in 2025; General Hospital/Regional Medical Center: increased from 28.8% in 2020 to 49.2% in 2025; Commune technical services reached 53%, an increase of 7% compared to 2020. Reduce the rate of referral from 3.39% in 2020 to 2.34% in 2024.
Selected as one of the leading sectors in digital transformation, Lao Cai's health sector has affirmed its determination and capacity in applying technology to serve the people. Health management software has been deployed synchronously and gradually applied electronic medical records (EMR) and image transmission management (RIS-PACS).
The province's General Hospital No. 2 is a bright spot in the industry's digital transformation.

With a proactive and determined spirit, in the coming time, the provincial health sector will continue to perfect its organizational structure, promptly advise the province in arranging and unifying the grassroots health model in a streamlined, effective and suitable direction; the sector will focus resources on implementing investment projects to develop health infrastructure, promote the purchase of modern equipment, and strongly promote the digital transformation process in management and medical examination and treatment...
