
On June 26, the inspection team of Hue City People's Committee conducted a field inspection at newly established communes in A Luoi district.
According to the report of the District People's Committee, from June 24 to 28, the locality organized a pilot operation of the two-level government model in 5 communes: A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4 and A Luoi 5. The communes have proactively completed the organizational structure, arranged personnel, issued documents related to the Party organization, government, and Fatherland Front ; at the same time, built a working program, operating regulations, and prepared content for the commune Party conference and the first session of the first-term People's Council of the commune, term 2021-2026.
In new communes, the Commune-level Public Administration Service Center has been established, located in a convenient location with appropriate personnel (from 10-15 civil servants/commune; in A Luoi 5 commune alone, from 5-7 civil servants) to receive and process administrative records. Digitalization, application of information technology and improvement of internal processes have also been implemented to improve the efficiency of serving the people.
However, through actual inspection, it was found that some units have not ensured the connection of information technology infrastructure, lacked accounts to access the public service system, have not installed shared software and lack essential equipment. Hue City People's Committee has directed relevant units to urgently overcome this problem to ensure progress and quality when the model officially operates.

In Huong Tra town, the town People's Committee said that up to now, it has basically completed the arrangement of the organizational structure, personnel, facilities and public service units for 3 new administrative units: Huong Tra Ward, Kim Tra Ward and Binh Dien Commune. The two-level local government model here will come into operation from July 1, 2025.
The town has arranged more than 130 cadres, civil servants, public employees and workers for commune-level units, ensuring the correct staffing, titles and capacity to perform tasks. The organizational structure includes all specialized departments such as: Office of the People's Council - People's Committee, Department of Economy - Infrastructure, Department of Culture - Society and Public Administration Service Center in wards and communes.
Notably, three commune-level Public Service Centers have been established in Huong Tra, Kim Tra and Binh Dien. These centers operate on an interdisciplinary model, providing essential services such as urban order management, culture, education, health, land, etc., contributing to bringing public services closer to the people, shortening the processing time and improving service efficiency.
Along with that, the town also completed the transfer, dissolution, and merger of public service units at the town level to streamline the apparatus. The Center for Vocational Education - Continuing Education was merged into the Regional Center 2 under the Department of Education and Training; the Project Management Board and the Land Fund Development Center were transferred to Hue City for management; the Urban Regulation Team was dissolved, and officials were transferred to commune-level centers. All 35 schools in the area were also decentralized to the new local government for direct management.

In other localities of Hue city, preparations for the official operation of the two-level local government model are also being urgently implemented. Under the direction of the Provincial People's Committee, local authorities have connected the information technology infrastructure synchronously, coordinated with the Department of Science and Technology to receive technical guidance, and at the same time, closely followed the processes and procedures of departments and branches to implement in accordance with regulations.
Standing Vice Chairman of the City People's Committee Nguyen Thanh Binh emphasized: From now until July 1, localities need to continue to review and identify difficulties and problems in the preparation process, thereby taking timely measures to resolve them, suitable to the reality of each locality, avoiding mechanical application.
“The transition to a two-tier local government model requires careful and synchronous preparation from organizational structure, personnel to procedures. Hue City is determined to smoothly operate a two-tier local government from July 1,” said Mr. Nguyen Thanh Binh.
According to Resolution No. 1675/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hue city in 2025, after the arrangement, Hue city has 40 commune-level administrative units, including 21 wards and 19 communes. Of which, there are 20 wards and 19 communes formed after the arrangement and 1 ward that did not undergo the arrangement, Duong No ward.
