According to the National Center for Hydro-Meteorological Forecasting, super typhoon No. 3 (international name Yagi) has strengthened to level 16, gusting over level 17. At 2:00 p.m. on September 5, the center of the storm was at about 19.3 degrees North latitude; 115.1 degrees East longitude; strongest wind speed level 16 (184-201 km/h), gusting over level 17.

Storm No. 3 is forecast to maintain level 16, gusting to level 17, until it moves into the eastern sea of Hainan Island. It is forecasted that around the night of September 6, the storm will pass the northern area of Hainan Island and move into the Gulf of Tonkin, then directly affect all coastal provinces from Quang Ninh to Thanh Hoa.

Storm No. 3 is forecast to be very strong and have a wide circulation. The area with strong winds above level 8 has a radius of about 250km, the area with strong winds above level 10 is about 150km, the area with strong winds above level 12 is about 80km around the center of the storm; the level of natural disaster risk is high, the development is complicated, and can cause serious damage.

Therefore, in the face of the complicated developments of storm No. 3 Yagi, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang requested to issue a telegram prohibiting sea travel from 12:00 on September 6 to ensure the safety of people and vehicles. At the same time, he requested that functional forces coordinate with coastal localities to organize monitoring, counting, calling ships and boats to safe shelters, checking, guiding ships and boats to anchor at the wharf; strictly managing vehicles going out to sea until the storm dissipates.

It is known that Thanh Hoa province has 6,116 vessels and 19,901 seafarers operating in the sea areas of Quang Ninh, Hai Phong, Nam Dinh, Nghe An, Ha Tinh, South East Sea and Thanh Hoa province. The implementation of the sea ban and resolutely not allowing boats to leave port is the right policy to ensure the safety of fishermen's lives and property.
