Pho Yen City has more than 20,600 ethnic minorities (accounting for 11% of the total population), living mainly in the communes in the western region. In recent years, Pho Yen City has synchronously and effectively implemented ethnic work and ethnic policies on the basis of mobilizing resources, integrating resources for socio -economic development, and improving the lives of people in ethnic minority areas.
Accordingly, in the period of 2021 - 2024, the total capital to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas of Pho Yen City is over 8.5 billion VND. From this capital source, the City has been supporting 15 households to build new houses; renovate and upgrade 2 centralized water works; support 22 households to change their occupations; open 9 training classes on cultivation and animal husbandry for 316 households... Policies to support ethnic minorities in health care,education ... have also been effectively implemented.
For the National Target Program on Poverty Reduction for the period 2021 - 2025, the City has implemented 7 models, including 6 models of livelihood diversification, 1 model to support production development for 148 households. The models have provided 28 breeding buffaloes and 120 breeding cows to households. At the same time, Pho Yen City is also interested in implementing preferential credit policies for poor households, near-poor households, and newly escaped poverty households. Currently, the total number of poor households with outstanding debt is 950 households with a total outstanding debt of 43,800 million VND...
As a result, up to now, Pho Yen City has had 5/5 communes meeting the standards of new rural communes, 7 hamlets meeting the standards of model new rural hamlets; 100% of hamlets have national grid electricity; 100% of roads to the centers of communes and wards are paved; the rate of population using hygienic water for daily life is 98.2%; 296/296 hamlets and residential groups have cultural houses; 100% of communes and wards meet national standards on health ... Currently, the rate of poor households of ethnic minorities in the City is 3.6% (down 1.7% compared to 2021), near-poor households are 4.47% (down 0.89% compared to 2021); 100% of hamlets have national grid electricity; the rate of rural population using hygienic water for daily life is 96.8%...
In the period of 2024 - 2029, Pho Yen City strives to reduce the poverty rate of the whole city by the end of 2029 to below 2%; in which; the poverty rate of ethnic minority and mountainous areas will decrease by an average of 0.5%/year; 100% of ethnic minorities will have access to clean water; preserve and promote the values and good traditional cultural identities of ethnic groups...
On this occasion, the Provincial People's Committee, the Provincial Ethnic Committee and the People's Committee of Pho Yen City commended many collectives and individuals with achievements in ethnic work in the period of 2019 - 2024.
