Conference Overview.
In his opening speech, Comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, said: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo clearly identified science, technology, innovation and digital transformation as the main driving force for the country to develop rapidly and sustainably, realizing the aspiration of Vietnam becoming a developed, high-income country by 2045. In addition, the Law on Science, Technology and Digital Transformation 2025 is a major step forward in terms of institutions, creating a favorable legal corridor, opening up breakthrough financial mechanisms and policies, strongly encouraging investment, research and application of new technologies, especially in priority areas.
He emphasized that this is the opening conference in a series of conferences held in the three regions of the North, Central and South to realize the spirit of Resolution No. 57-NQ/TW. The conference is a forum for updating policies and a place for frank exchange of practices, sharing of models and experiences, and identifying focus of action for each region, each locality, each industry and each field.

Assessing the initial results of implementing Resolution 57-NQ/TW and future orientations, comrade Nguyen Huy Dung, full-time member of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation, said that after 8 months of implementing Resolution 57-NQ/TW, many positive results have been achieved, such as: Creating a new institutional and legal foundation, with an open nature; establishing a new direction and management method, demonstrating a drastic modern management mindset; having a substantial change in building, connecting and cleaning national data; creating a fundamental change in reforming administrative procedures and providing public services; identifying priority strategic technology orientations.
Speaking at the Conference, Deputy Minister of Science and Technology Bui The Duy shared the main contents of the Law on Science, Technology and Innovation in 2025 as well as breakthrough financial mechanisms and policies and the list of strategic technologies and strategic technology products, in order to suggest to localities in shaping the development of science, technology, innovation and digital transformation.
According to Deputy Minister Bui The Duy, the Law on Science, Technology and Innovation in 2025 has fundamentally removed bottlenecks for science, technology, innovation and community to enter life. In particular, for the first time in history, scientific research topics supported by the state budget will be left to the host organization, enterprises to own and self-register intellectual property and commercialize. At the same time, the financial mechanism will also be strongly adjusted.
In addition, strategic technology is product-centric and must come from businesses. Each institute and school must identify new core products to promote cooperation and research on new things; strategic technology must be linked to national goals, specifically the current goal of double-digit growth, contributing to 50% of GDP growth.
Furthermore, the state's goal is to provide "seed" capital for businesses to research strategic products, for example, businesses invest 3 dong, the state invests 1 dong, the research product belongs to the business, this is to encourage and promote businesses to innovate and invest in scientific research.
The Deputy Minister emphasized that localities must focus on applying innovation and technology. The State has policies to support loan interest rates and support 'vouchers' for enterprises to innovate domestic technology products, helping enterprises to consume their technology products. Only then can we promote the contribution of local enterprises, contributing to promoting socio-economic development.

Providing information on the outstanding results of Hai Phong's socio-economic development in the first 7 months of 2025, Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee, said that up to now, Hai Phong has issued all plans and mechanisms, established the Steering Committee for Science and Technology Development, Innovation and Digital Transformation. Initially, the city has achieved some results such as: Local Innovation Index (PII) ranked 3rd in the country; completed the connection of land, population and education databases; strongly implemented digital infrastructure projects, covered 4G throughout the city, and tested 5G in industrial parks.
The city currently has 76 science and technology enterprises, more than 1,400 digital technology enterprises, and nearly 9,000 small and medium-sized enterprises applying digital platforms, contributing to improving productivity, quality, and competitiveness. In particular, Hai Phong is implementing a technology urban area worth VND13 trillion, covering an area of over 86 hectares, and has many international cooperation agreements.

At the Conference, experts, scientists, and managers presented, discussed, and shared the initial results of implementing Resolution 57 and action directions for the coming period; introduced the Law on Science, Technology, and Innovation in 2025 and breakthrough financial mechanisms; suggested a list of strategic technologies for localities; honored intellectuals, scientists, and innovators participating in awards and competitions.
