In the 2025-2026 school year, Ky Phuong Secondary School in Hoanh Son Ward will welcome 1,100 students. Compared to the previous school year, the number of students this year increased by 120 students in the first three grades.
To prepare for the new school year, since the beginning of August, the school's Board of Directors has mobilized teachers to clean classrooms, school grounds and renovate some teaching equipment.
Teacher Duong Thang Long, Principal of Ky Phuong Secondary School, said: According to the plan, this school year the school will organize two sessions per day for all classes. To solve the shortage of classrooms, the school will initially use some functional rooms as classrooms.
Regarding the teaching staff, up to this point, the school has not received any specific notice about supplementing the missing teacher ratio. Through reviewing the number of students and the current teacher allocation standards, the school is short of 18 teachers.
According to Mr. Duong Thang Long, the shortage of teachers has existed for a long time. Previously, to solve this problem, the People's Committee of Ky Anh town (old) agreed to allow the Department of Education and schools to sign labor contracts according to Decree No. 111 of the Government to supplement the number of missing teachers.
Since July 1, the district-level administrative unit has been dissolved, and the signing of labor contracts has also expired. Up to now, the school has not received any new notice from the competent authority. Similar to Hoanh Son ward, the shortage of teachers has been going on for decades in schools in Vung Ang ward.
According to statistics from the Ward People's Committee, entering the new school year, schools managed by the ward are currently short of 42 teachers. The representative of the leader of Vung Ang Ward said that, according to the management hierarchy, the Ward People's Committee can only transfer and balance teachers from schools of the same grade level within the administrative area of the ward.
However, all schools in the area are lacking teachers, so transferring teachers from one school to another is not feasible.
In fact, the shortage of teachers is not only happening in Vung Ang and Hoanh Son but also in many places and at many levels in Ha Tinh. Through review, the province is currently short of more than 420 teachers at all levels. The shortage of teachers mainly occurs in mountainous areas, difficult areas, far from the provincial administrative center.
According to the leaders of the Department of Education and Training, due to changes in the subject structure and standard number of periods of subjects when implementing the 2018 General Education Program; uneven retirement and resignation among units and localities; unstable annual increase and decrease in the number of students; uneven staffing ratio, some localities no longer have staffing funds... are the main reasons leading to the shortage of teachers in localities.
From another perspective, in Ha Linh commune, a locality with a low starting point and located right at the "flood center" of Ha Tinh, the area is spread out in the mountainous area, the people's lives face many difficulties, so the facilities at schools here are also more lacking than in other localities.
Vice Chairman of the People's Committee of Ha Linh Commune, Bui Ngoc Du, is worried that currently the two kindergartens in Dien My and Truong Bat have seriously degraded, greatly affecting the care of young children here.
These schools were built a long time ago, now the entire tiled roof is damaged, the concrete roof is cracked and water seeps into the classrooms when it rains.
It is known that, facing the degraded state of the school, in 2024, the People's Committee of the old Huong Khe district allocated capital and issued a decision to build Truong Bat kindergarten with a total investment of six billion VND.
However, because the project has not been implemented yet, after July 1, 2025, the decision to build the school will also expire and the allocation of capital will also be suspended.
Besides the difficulties in infrastructure, the management and administration of the education sector is also facing many obstacles. The Department of Culture and Society is the focal point for managing and operating six schools in the area.
However, because all officials and civil servants in charge have not been trained in the field of management and have not experienced practical work, the work of advising, managing and operating the education sector faces many difficulties.
“Educational management requires in-depth knowledge of teaching programs, school administration, teaching methods, etc. Therefore, we are very confused, learning while working,” said Vice Chairman of the People's Committee of Ha Linh Commune, Bui Ngoc Du, adding that to fill the gap in expertise, the People's Committee of the commune will, in the immediate future, receive and fully implement the guidance documents of the Department of Education and Training in the process of handling work.
The representative of the Department of Education and Training said that in the coming time, the unit will advise the Provincial People's Committee to amend, adjust and supplement regulations related to the education sector to improve the effectiveness of organizing and implementing educational tasks.
In the immediate future, we will focus on implementing online professional activities with all schools across the province; deploying digital management platforms, electronic learning materials, digital report cards, and digital lectures. These are key tools to monitor, manage, and improve the quality of teaching and learning, especially when the district level is no longer available.
Regarding the work of the teaching staff, the Department of Education and Training has advised competent authorities to recruit and second teachers to overcome the situation of local teacher surplus and shortage, and inadequacies between localities; review and build inter-school and inter-commune professional clusters to support professional work.
At the same time, coordinate to promote training and fostering of management staff and core teachers at commune and provincial levels, forming groups of core teachers capable of directly supporting the grassroots, meeting the requirements of educational administration in the new context.
We believe that the solutions that the Ha Tinh education sector is implementing will partly resolve the difficulties and obstacles in the new school year.
However, to fundamentally solve the problem of teacher surplus and shortage that has existed for many years in the area, the province needs to promote decentralization, assign tasks, ensure clear responsibilities and authorities, and build control, guidance and support mechanisms to increase the initiative of localities and schools.
