That is the direction of Minister of Justice Nguyen Hai Ninh at the conference to review the work of the first 6 months of 2025 and the direction and tasks of the last 6 months of 2025 of the Department of Document Inspection and Management of Administrative Violations (Ministry of Justice).
According to the Report of the Department of Document Inspection and Administrative Violations Management in the first 6 months of 2025, regarding the inspection of legal documents under its authority, the Department received and classified 1,177 documents for inspection, and at the same time implemented document inspection according to 3 supervision topics of the National Assembly and the National Assembly Standing Committee in 2025.
Regarding the review of legal documents, the Department has advised and assisted the Ministry's leaders, the Prime Minister 's Working Group on reviewing legal documents and the Steering Committee for reviewing and organizing the handling of problems in the legal system to effectively and qualitatively implement tasks in the context of the direction of competent authorities on the review of documents being very urgent and the implementation progress being urgent.
Speaking at the Conference, Minister of Justice Nguyen Hai Ninh highly appreciated the results in the assigned areas of work. In the first 6 months of 2025, the Department effectively and comprehensively implemented its tasks, completing a large volume of work in the context of high requirements for quality and urgent progress;
At the same time, highly appreciate the consultation and improvement of institutions on handling administrative violations in the past time, especially the consultation and development to submit to the National Assembly for approval the Law amending the Law on handling administrative violations...
However, in the new context, the Department of Document Inspection and Administrative Violations Management needs to study and propose innovations in the operation methods of the Steering Committee for Review to improve the effectiveness and timeliness of recommendations for law improvement; continue to improve and enhance the effectiveness of the System for receiving feedback and recommendations on legal documents;
At the same time, continue to research and advise on how to effectively organize the self-inspection of legal documents of the Government; continue to effectively and qualitatively implement the work of inspecting documents according to authority when ministries, branches and localities are basically stable after the organizational arrangement.
Regarding the application of information technology, Minister of Justice Nguyen Hai Ninh directed the Department of Document Inspection and Administrative Violations Management to research and enhance the application of technology and artificial intelligence in the unit's work, especially in the inspection and review of documents; identifying the completion of the National Database of Laws as a key task not only of the unit but also of the Ministry and the industry to ensure the construction of important data sources to serve many other professional tasks.
Regarding the database for handling administrative violations, this is a task assigned to the Ministry of Justice to be completed in 2025. The Minister emphasized the need to closely coordinate with relevant agencies and units to complete a shared national database with high connectivity and integration.
At the same time, it is necessary to study and learn from foreign experiences in handling administrative violations and organizing law enforcement; strengthen the connection between legal work and law-making activities, especially at the central level...
