Previously, on July 25, 2025, the Tax Department ( Ministry of Finance ) issued Official Dispatch No. 2688/CT-KTr to the People's Committees of provinces and centrally run cities regarding this content.
According to the Tax Department, in recent times, under the attention and direction of the Secretaries and Chairmen of the People's Committees of provinces and cities, along with the coordination of departments, branches and local authorities, the work of collecting state budget revenue and tax management has achieved many positive results. The implementation of electronic invoices and tax management for business households and individuals has been promoted, contributing to increasing revenue and stabilizing budget revenue sources.

In 2024, the total state budget revenue managed by the tax authority will reach its highest level ever, increasing by 1.7 million billion VND. Revenue from business households and individuals alone will reach 25,953 billion VND, equal to 120% compared to 2023. However, there are still cases where households and individuals do not declare, do not fully declare or incorrectly declare revenue from renting houses, offices, premises, etc.
To overcome this, the Tax Department recommends that the People's Committees of provinces and cities continue to direct local authorities to coordinate with tax agencies in reviewing and determining the revenue and tax obligations of business households and individuals; promptly handling cases of tax law violations. The People's Committees of communes, wards, towns, and residential groups need to provide information and share data on individuals renting houses and offices in the area with the tax authorities; at the same time, coordinate in organizing regular and diverse propaganda and dissemination of tax policies.
In addition, the Tax Department requires relevant departments and branches such as the Police, Construction, Information and Communications, fire prevention and fighting forces, etc. to increase information sharing and connection, and build a database related to house and office rental activities so that tax authorities can closely manage the actual situation.

Based on the direction of the Ministry of Finance, the People's Committee of Nghe An province assigned the Provincial Tax Department to preside over and coordinate with relevant units to organize the implementation; ensuring efficiency, no overlap, and no impact on the production and business activities of households and individuals. Departments, branches and localities, based on their assigned functions and tasks, coordinate with tax authorities to implement in accordance with regulations.
Strengthening tax management for individuals renting houses and offices is considered necessary to ensure fairness in tax obligations, create a transparent and healthy business environment, contribute to increasing state budget revenue and improve the efficiency of public financial management in the area./.
