Have water for daily use, have a new house...
This dry season, people in Son Hoi commune, Son Hoa district no longer struggle with the problem of lack of domestic water. Because the local government has just deployed the construction of a number of works and repairs of water supply works such as: repairing the water supply system of Tong Binh village; building domestic water works in Tan Hiep village; repairing the centralized domestic water works in Tan Thanh village... to ensure stable water supply for hundreds of households in the commune. In addition, the local government also provided 165 new water tanks to poor households in the whole area so that people can proactively store water for eating and drinking activities. This is the budget from the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (Program 1719) allocated to Son Hoi commune.
Ms. Sieu Thi Yen, Head of Tan Hiep Village, Son Hoi Commune, said: Tan Hiep Village has more than 120 households, mainly ethnic minorities. Previously, every dry season, the water source was exhausted, and villagers had to travel dozens of kilometers to get water for use. Sometimes, after work, people did not dare to bathe because there was not enough water. Each family also bought bottled water for drinking and daily activities. This year, the local government invested in a clean water project and drilled an additional centralized water well, so basically, the difficulties of the people have been resolved. For nearly a year now, the centralized water tank project has become a gathering place for villagers after each workday. Seeing the abundant and stable water source, everyone is happy and excited.
In addition to the joy of having clean water, hundreds of households in Son Hoi commune are also happy and excited to receive financial support to eliminate temporary houses. From 2021 to now, the whole commune has 62 poor and near-poor households receiving financial support from Program 1719 to build houses according to the 3 hard criteria; each house is built spacious and clean to help households stabilize their lives.
In addition, a number of essential infrastructure projects have been invested in the period from 2021 to present, such as: concrete road from An Tri camp to the intersection of National Highway 19C, Tan Hoi village; traffic road on Tra Ke lake shore and Tan Luong village; project to upgrade the cement concrete road surface from Mrs. Loan's house to the border of DH55 road to Ca Lui commune; investment and upgrading projects for a number of kindergartens, primary schools, and secondary schools; investment and upgrading of village cultural houses; projects to reinforce the canal system, repair centralized domestic water works, dredging the lake bed, etc. The projects contribute to solving difficulties and inadequacies, ensuring infrastructure to serve the lives of people in the commune.
Poverty reduction
Not only solving urgent problems, Son Hoi commune also promotes the implementation of models to support people in changing their jobs; supporting machinery and agricultural tools for poor households to create conditions for people to develop the economy and reduce poverty.
Specifically, in the period of 2021-2025, from the support fund of Sub-project 2, Project 3, Program 1719, Son Hoi commune provided breeding cows to 36 poor households (each household 2 cows) to increase production. The locality also supported funds for people to build barns; buy food; and train in care techniques and disease prevention for the herd.
Ms. Ksor Thi Nga in Tan Hiep village, Son Hoi commune said: My family has nearly ten mouths to feed, but only a few acres of cassava and 2 cows, so the economy is quite difficult. At the end of 2024, the locality considered supporting the family with 2 cows to develop the economy. In addition, the commune also supported corrugated iron to build a cowshed, feed for the cows in the first 3 months; at the same time, organized training classes and provided guidance on cow raising techniques. Thanks to that, my family's cow herd is developing very well.
Program 1719 is a major, correct and historic policy of the Party and State. In the 2021-2025 period, Program 1719 has solved many urgent problems of the people such as domestic water, housing, investment in essential infrastructure, job conversion...; the material and spiritual life of the people is increasingly improved.

In addition to supporting breeding cows, Son Hoi commune also supports machinery and agricultural tools for 89 poor households to increase production. In particular, for some households with special difficulties, the locality will combine capital sources to create conditions for people to develop the economy.
For example, the family of Ms. Ho Nguyen, a poor household in the commune, was considered for support of 60 million VND to eliminate temporary housing. From this source of funding, her family also saved and borrowed more to build a fairly spacious house with a total cost of more than 170 million VND. Not only did she have a new house, her family was also supported with 2 breeding cows and a water pump. This will be the premise for Ho Nguyen's family to rise up and escape poverty sustainably.
Mr. Nguyen Manh Son, Chairman of Son Hoi Commune People's Committee, said: Son Hoi Commune has more than 1,527 households; of which 54% are ethnic minorities. By the end of 2024, the whole commune had 286 poor households and 133 near-poor households. In the period of 2021-2025, many urgent problems of the people such as domestic water, housing, investment in essential infrastructure, job conversion, etc. have been solved. In particular, Program 1719 focuses on supporting target groups: poor households, near-poor households, ethnic minorities, women, children, etc., contributing to narrowing the development gap between regions, improving the material and spiritual life of the people, while preserving and promoting the traditional cultural values of ethnic groups.
