Quickly resolve difficulties for 2 households at the railway overpass location

The two affected households are Mr. Dang Van Hung and Mr. Truong Quang Du (Binh Quy commune). Mr. Dang Van Hung's household has a total land area of 763.7m2 , according to the approved land clearance, the recovered land area is 72.2m2 of perennial land.

This household has a request to reclaim the entire area outside the strip according to Official Dispatch No. 8988 dated November 19, 2024 of the Provincial People's Committee. Based on the regulations, Mr. Hung's household is allocated 1 resettlement plot and is supported with the difference in land use fee up to the minimum resettlement quota with the residential land area proposed to be reclaimed.

Mr. Hung's household requested consideration of arranging a second plot of land because the recovered area is large, the land has garden and pond origins in the same plot of land with a house but is not recognized as residential land with an area of 663.7m2 according to regulations, not ensuring conditions for additional compensation for resettlement land.

In the case of Mr. Truong Quang Du, there are 2 plots of land to be recovered, including an area of 66m2 of land for perennial crops and an area of 92.5m2 of land for annual crops. This household has not received the money, has not handed over the land and the District People's Committee has issued a decision on enforcement.

Mr. Du's household has a main house (outside the clearance line) on a plot of land 0.3m away from the line. After the project is completed, the height of the access road compared to the current status of the plot of land will be 1.76m, causing difficulties in daily life as well as traffic safety. This household requests 100% compensation for the main house, and at the same time moves back to resettle on the remaining land.

At the meeting, Thang Binh district proposed that the Provincial People's Committee agree to arrange a resettlement land plot for Mr. Dang Van Hung's household from the existing land fund; at the same time, the household must pay 100% of the land use fee according to regulations.

In the case of Mr. Truong Quang Du's household, it is recommended to support 100% of the compensation value according to the current unit price prescribed by the Provincial People's Committee for works, houses, and architectural structures outside the land clearance area and allow the relocation of the residential land area so that the household can rebuild the house.

Representatives of the Department of Agriculture and Environment noted the recommendations, as a basis for reporting to the province for consideration and decision in the coming time.
