Ho Chi Minh City Department of Health received many "abnormal" complaints at Thien Than shelter

(Dan Tri) - The leader of the Ho Chi Minh City Department of Health said that recently, they have received many comments reflecting unusual signs at the Thien Than shelter, where the incident of a girl "being beaten by a friend" occurred and then had to be hospitalized.

Regarding the incident of TKB (12 years old) having unusual convulsions after being beaten, causing a long wound on his face, which occurred at the Thien Than Children's Shelter (commonly known as Thien Than Shelter, Long Truong Ward, Thu Duc City), on June 27, the leader of the Ho Chi Minh City Department of Health informed Dan Tri reporter about the details of the process of handling the incident.

Accordingly, the Angel Shelter is a unit licensed by the locality, under the management of the locality (Thu Duc City). Therefore, when the incident of baby B. occurred, the Ho Chi Minh City Department of Health requested the Thu Duc City Health Department to coordinate with local authorities to immediately inspect.

During the inspection, there were technical problems, such as not being able to extract camera images. This is a professional issue, so the authorities cannot intervene.

The leader of the Ho Chi Minh City Department of Health shared that recently many people have come to this agency to express their opinions about the unusual signs at the Angel Shelter. However, Ho Chi Minh City is in the process of rearranging the wards, and the Department Inspectorate is also in a state of dissolution, so it cannot organize inspection activities.

Therefore, if you want to solve the problem thoroughly, you need time and manpower.

“The Department is continuing to have our colleagues inspect and collect evidence to have a basis for handling, according to procedures and legal regulations. If reporters have related images, please send them all to me.

We will continue to investigate and not stop, to have a final conclusion, then continue to report to the HCMC People's Committee and the Ministry of Health . Even if it is just a child, we must protect them, we have the duty to do that," the above person affirmed.

As Dan Tri reported, at 5:00 p.m. on May 31, the Thu Duc City Health Department received information from the hospital about the treatment of baby TKB with facial injuries, so it immediately coordinated with Long Truong ward authorities to go to the Angel Shelter (where the baby is being cared for) to verify.

Initially, authorities recorded that at 7:30 a.m. on May 24, B. and DKD (born in 2015), both living at the above facility, were washing dishes when they got into an argument.

D. used a shovel (about 80cm long, used for kitchens) to hit B. and caused a 10cm long cut on his left cheek. The patient then had to get 6 stitches at a local hospital.

On May 28, B. had two unusual seizures in one day, so Mr. Bui Cong H., owner of the Angel Shelter, assigned the shelter staff to take the child to the Children's Mental Health Center for examination.

After examination, the doctor ordered the child to be admitted to Nguyen Tri Phuong Hospital for treatment, with a diagnosis of partial movement epilepsy, behavioral disorder, and an open wound on the face that had been stitched.

Notably, when the authorities arrived at the shelter, the camera system could not extract images and the storage drive was damaged.

According to the report of Thu Duc City Health Department, Thien Than Children's Shelter was established under Decision No. 88/QD-UBND dated June 6, 2010 of the People's Committee of District 9 (old), currently caring for 129 children (including 62 girls).

Since 2022, the Department of Labor, War Invalids and Social Affairs of Thu Duc City (now the Department of Health of Thu Duc City) has guided the facility to complete the dossier according to Decree No. 103/2017/ND-CP. However, up to now, the facility has not completed the relevant dossier and procedures despite being supported and guided many times.
