Accordingly, on July 11, after receiving the feedback, the Hai Phong City Department of Health coordinated with the People's Committee of Le Thanh Nghi Ward to inspect the compliance with regulations in the medical field at the MELIZA beauty facility. The facility is located at 482 Nguyen Van Linh Street, Le Thanh Nghi Ward (Hai Phong City).
At the time of the inspection, Ms. Nguyen Thi Tuyen, the owner of the beauty salon, was absent. The representative working was Mr. Pham Duy Tho (Ms. Tuyen's husband). The inspection team contacted Ms. Tuyen by phone to verify that the facility was not licensed by the Department of Health to operate or provide medical examination and treatment.
The facility has a signboard that reads “Thanh Tuyen Pharmacist Aesthetic Therapy” and “MELIZA High-Tech Aesthetic Training Center”. The service room on the 2nd floor was sealed at the time of the inspection.
Previously, Ms. Nguyen Thi Th. had breast augmentation at another facility (the time of the intervention is unknown). At around 10:00 a.m. on July 2, Ms. Th. went to Ms. Tuyen's cosmetic facility for a facial and chest massage. Afterwards, Ms. Th. felt tired and Ms. Tuyen used acupuncture needles and applied hot oil to her chest. Ms. Th. took a nap at the facility.
By early afternoon of the same day, Ms. Th. felt uncomfortable and tired, so Ms. Tuyen took her to Hai Duong General Hospital for emergency treatment, then transferred her to Bach Mai Hospital (Hanoi). At the time of the examination, Ms. Th. was still being treated at Bach Mai Hospital.
