According to the People's Committee of Binh Dinh province, at the meeting with officials expected to hold key leadership positions in 58 new communes and wards after the merger, comrade Ho Quoc Dung, Secretary of the Binh Dinh Provincial Party Committee, informed about some important contents related to organization and personnel work.

According to the Secretary of the Binh Dinh Provincial Party Committee, up to now, the two provinces of Binh Dinh and Gia Lai have agreed on a plan to arrange the organizational structure and personnel, and are in the process of completing the documents to submit to the Central Government for approval.

In the expected personnel plan, the newly formed province after the merger will have 62 Provincial Party Committee members. Of which, Binh Dinh province has 33 members, Gia Lai province has 29 members (because one member was assigned by the Central Committee to a new assignment). All Provincial Party Committee members will be assigned appropriate tasks, there is no case that has not been assigned.

In particular, 14 comrades holding the positions of Director of provincial departments and branches have all been assigned as members of the Provincial Party Committee. In addition, 8 comrades of the Provincial Party Committee will be assigned to work at the commune and ward levels, including 6 comrades from Binh Dinh province and 2 comrades from Gia Lai province.

Comrade Ho Quoc Dung requested that comrades expected to be assigned to the Standing Committee and Standing Committee of 58 new commune and ward Party Committees urgently approach the work, proactively lead, direct, and organize the implementation of tasks according to the motto "locality decides, locality does, locality takes responsibility". At the same time, carefully prepare documents and conditions for organizing the Party Congress of communes and wards for the 2025-2030 term; develop working regulations, work programs, inspection and supervision programs of Party committees and inspection committees; organize the reception and arrangement of cadres, civil servants, and public employees and perfect Party and government organizations in accordance with regulations.

Also at the meeting, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, provided more information about the socio -economic development plan of 58 new administrative units after the merger. Accordingly, based on GRDP in 2024, the province has divided specific growth targets for each new commune and ward. Some key wards such as Quy Nhon Tay and An Nhon Nam will account for up to 8.6% of the province's GRDP; while An Toan commune has the lowest GRDP proportion, accounting for 0.06%.

The Chairman of the Provincial People's Committee also emphasized: The merged communes and wards will take on many additional tasks that were previously assigned to the district level and some tasks transferred from the provincial level, almost like a miniature government. Therefore, the cadres assigned to tasks in the new communes and wards must clearly demonstrate their capacity, courage and high sense of responsibility.

Regarding the plan to reorganize public service units, the province is implementing the rearrangement of the health andeducation system. Specifically, district-level health centers will be transferred to the Department of Health for management; 155 commune and ward health stations will be merged into 58 health stations corresponding to 58 new administrative units; 11 continuing education centers will be transferred to the Department of Education and Training for management; 11 cultural and information centers will be organized into public service units under the People's Committee at the commune level or public service units under the cultural and social department of the commune.

Some specific public service units will be transferred to the province for management, including: protective forest management boards, agricultural service centers, Quy Nhon City Public Service Management Board, Hoai Nhon Fishing Port Management Board...

The synchronous implementation of plans for organizational structure, personnel, socio-economic development and arrangement of public service units is an important premise to ensure that the new provincial government apparatus operates stably and effectively, meeting the requirements of innovation and development in the coming period.
