The Provincial People's Committee plans to submit 17 contents to the 32nd Session of the Provincial People's Council, including 1 content on organizational structure, 4 contents on finance - budget, 4 contents on public investment, 7 contents on agriculture - environment and land fund development and 1 content on education and training.
At the meeting, the representative of the Department of Finance clearly reported on the issues of principles, orientations, legal basis and practical basis when building 2 resolutions on regulations on decentralization of revenue sources, expenditure tasks and percentage of revenue sharing between budget levels when implementing the 2-level local government model.
The Resolution stipulates principles, criteria and methods for allocating regular expenditure estimates between provincial budgets and commune and special zone budgets when implementing the two-level local government organization model.
Representatives of the Departmentof Education and Training, Department of Agriculture and Environment, and Provincial Construction Investment Project Management Board presented the contents of the resolution submitted to the 32nd Session. Through discussion, the delegates reached a high consensus on 17 contents submitted to the 32nd Session of the Provincial People's Council.
Chairmen of People's Committees of districts, cities and towns shall briefly report on the situation and results of the implementation of the work of organizing the two-level government; difficulties, problems and recommendations, proposals as well as a trial operation plan from June 10, 2025 for research, experience, timely and reasonable adjustments, ensuring smooth operation when officially put into operation.
Localities suggested that the province pay attention to policies and regulations to deal with redundant staff, promptly issue a working mechanism in the transition period, test the 2-level government model, have a plan to deal with redundant headquarters after the merger, and promptly approve the list of staff registered to retire under the 178 regime...

Concluding the meeting, Acting Chairman of the Provincial People's Committee Hoang Nam requested that, for the contents prepared for the 32nd Session of the Provincial People's Council, the presiding agencies prepare reports and resolutions to seriously study and absorb the opinions of the delegates attending the meeting to complete the dossier and report to the Provincial People's Committee to submit to the Provincial People's Council.
Regarding public investment, based on the results of synthesizing proposals from districts, cities and towns on the implementation plan for transitioning management of programs, tasks, projects and public investment plans in the process of arranging and perfecting the organization of the local government apparatus at 2 levels in the province, the Department of Finance is requested to urgently advise the Provincial People's Committee and the Steering Committee to unify and approve to notify localities to proactively organize implementation in accordance with the set plan.
For matters beyond authority, promptly report to the People's Committee for consideration and decision.
Regarding the organization of two-level government and the pilot operation plan from June 10, 2025, it is recommended that districts establish working groups to go to communes to review the infrastructure system, especially information technology, serving the work management to ensure smooth operation.
There must be a plan for the transition of tasks when operating a two-level government, without causing disruption to work or causing obstacles to people and businesses.
Requesting agencies, units and localities to promptly implement the arrangement of organizational structure, staffing of cadres, civil servants, public employees and workers according to the orientation and guidance of the Provincial People's Committee.
Regarding the reception and settlement of administrative procedures and archival documents, for the files that the District People's Committee has received and has a deadline for settlement and return of results in June, by June 25, 2025 at the latest, all administrative procedure files that have been and are being received on the provincial administrative procedure settlement information system must be completely settled.
For the dossiers that the District People's Committee is receiving and processing, if they are not completed by the time of termination of operation, the District People's Committee will hand over to the new agency or unit taking over according to the new decentralization and authority to continue processing.
Assign the Provincial Construction Investment Project Management Board to study and arrange the Provincial Conference Service Center as a temporary storage facility to ensure document safety.
The Acting Chairman of the Provincial People's Committee requested that sectors and localities urgently complete work contents to ensure smooth operation when the new model officially comes into operation.
