Regulations on organization and operation of the National Steering Committee on international integration

(Chinhphu.vn) - Prime Minister Pham Minh Chinh - Head of the National Steering Committee for International Integration has just signed Decision No. 124/QD-BCĐHNQT dated August 26, 2025 promulgating the Regulation on organization and operation of this Steering Committee.

This Regulation stipulates the principles, tasks, powers, working regime and working relations of the National Steering Committee on International Integration.

Working principle

The Head of the Steering Committee, Deputy Heads of the Steering Committee and members of the Steering Committee work part-time.

The National Steering Committee operates on the principles of democratic centralism, public discussion, ensuring unified direction, and promoting the responsibility of the Head of the Steering Committee. The Head of the Steering Committee is the final decision maker on matters of the Steering Committee; the Deputy Heads of the Steering Committee are authorized to decide on specific matters as assigned and authorized by the Head of the Steering Committee; the members of the Steering Committee are responsible for implementing assigned tasks and proactively directing competent agencies to implement tasks in the assigned sectors and fields of state management.

The Head of the Steering Committee shall chair scheduled meetings and convene extraordinary meetings when necessary. The Head may authorize the Standing Deputy Head of the Steering Committee to chair meetings to discuss and decide on specific issues within the scope of the Steering Committee's duties.

Members of the Steering Committee are responsible for fully attending the Steering Committee meetings, preparing written opinions on the meeting contents; in case they are unable to attend the meeting due to other important work, they must report to the Head of the Steering Committee and authorize an authorized representative to attend the meeting; the opinions of the meeting attendees are the official opinions of the Steering Committee members.

Working mode, information and reporting

The National Steering Committee meets periodically every 3 months and holds extraordinary meetings according to the decision of the Head of the Steering Committee, in person or online. In addition to meeting in person to discuss, the Standing Body is responsible for collecting written opinions from the Steering Committee members, synthesizing and reporting to the Head of the Steering Committee for consideration and decision.

Based on the actual situation and task requirements at each time, the Standing Body of the Steering Committee may propose to invite relevant organizations and individuals to attend the Steering Committee meeting in accordance with the provisions of law.

The Inter-sectoral Steering Committees and Steering Committee members are responsible for reporting to the Head of the Steering Committee periodically every 6 months, every year or ad hoc at the request of the Head of the Steering Committee on the implementation of assigned tasks and activities under the responsibilities, authority and state management areas of their agencies and localities; at the same time, proactively report on issues arising during the implementation of tasks. Reports of the Inter-sectoral Steering Committees and Steering Committee members are sent to the Head of the Steering Committee and to the Standing Agency of the Steering Committee for monitoring and general synthesis to serve the direction and operation of the Head of the Steering Committee. Focus on enhancing the application of technology and digital technology in reporting work to improve efficiency and shorten the time for inter-sectoral coordination.

The Standing Body of the National Steering Committee prepares the content, agenda and necessary conditions for the meetings of the National Steering Committee; periodically reports on the implementation of tasks related to international integration work nationwide; conducts preliminary and final reviews of the implementation of Resolution No. 59-NQ/TW.

Responsibilities of the Standing Body of the Steering Committee

The Ministry of Foreign Affairs is the standing agency of the National Steering Committee, responsible for advising, assisting and serving the activities of the Steering Committee.

Specifically, the standing agency of the Steering Committee performs the tasks specified in Article 15 of Decision No. 23/2023/QD-TTg dated September 18, 2023 of the Prime Minister ; assists the Steering Committee and the Head of the Steering Committee in urging the Steering Committee members to organize the implementation of assigned tasks and powers.

At the same time, the standing agency of the Steering Committee shall preside over or coordinate with the inter-sectoral Steering Committees and inter-sectoral agencies to propose to the Steering Committee and the Head of the Steering Committee policies, orientations, recommendations, amendments and supplements to mechanisms, policies and solutions in the process of implementing international integration work, including Resolution No. 59-NQ/TW.

The Standing Body of the Steering Committee proposes and consults with the Inter-sectoral Steering Committee and Steering Committee members on issues related to the implementation of international integration work; synthesizes and prepares the content of regular and ad hoc meetings; prepares directive and executive documents of the Head of the Steering Committee; keeps records and documents and manages the operating budget of the National Steering Committee according to State regulations and performs other tasks assigned by the National Steering Committee and the Head of the Steering Committee.

* On August 25, Prime Minister Pham Minh Chinh also signed and issued Decision No. 1812/QD-TTg on the consolidation of the National Steering Committee on International Integration.

The National Steering Committee on international integration has been strengthened, including: Head of the Committee is Prime Minister Pham Minh Chinh; 3 Deputy Heads of the Committee and Head of the Inter-sectoral Steering Committee, including: Mr. Bui Thanh Son, Deputy Prime Minister, Minister of Foreign Affairs, Permanent Deputy Head of the Committee, and Head of the Inter-sectoral Steering Committee for international integration in politics, defense and security; Mr. Nguyen Hong Dien, Minister of Industry and Trade, Deputy Head of the Committee, and Head of the Inter-sectoral Steering Committee for international integration in economics; Ms. Pham Thi Thanh Tra, Minister of Home Affairs, Deputy Head of the Committee, and Head of the Inter-sectoral Steering Committee for international integration in culture, society, science, technology, education and training.

The Steering Committee has 22 members who are leaders of ministries, branches and localities.

The National Steering Committee is responsible for assisting the Prime Minister in directing ministries, branches and localities to organize the implementation of the Party and State's guidelines and policies on international integration, including Resolution No. 39-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, ensuring the achievement of the set goals. The National Steering Committee works part-time, following the principles of centralization, democracy, and public discussion, ensuring unified direction.
