National Assembly approves 2023 State budget settlement, deficit of more than 291,000 billion VND

On the morning of June 27, with 435/441 delegates in favor, the National Assembly passed a Resolution supplementing the 2023 State budget revenue estimate and approving the 2023 State budget settlement.

According to the recently passed Resolution, the National Assembly approved an additional VND 16,655 billion in the 2023 state budget revenue estimate compared to the state budget revenue estimate supplemented in Resolution No. 1077 of the National Assembly Standing Committee.

At the same time, approve the 2023 State budget settlement with total balanced State budget revenue of VND 3,023,547 billion; Total balanced State budget expenditure of VND 3,176,154 billion; State budget deficit of VND 291,564 billion, equal to 2.83% of GDP.

Presenting the report on revising the draft Resolution, Mr. Phan Van Mai - Chairman of the Economic and Financial Committee of the National Assembly stated that in the context of many difficulties in the socio-economic situation in 2023, the result of increasing the state budget revenue exceeding the estimate is a great effort of the Government, ministries, branches, localities, people and businesses.

However, it is necessary to prepare the State budget revenue and expenditure estimates close to the implementation situation to ensure proactive budget management and effective use of State budget resources.

Receiving the opinions of National Assembly deputies, the National Assembly Standing Committee directed the completion and revision of the draft Resolution to reflect the achieved results, existing shortcomings and limitations in Article 2 of the draft Resolution and clarify the shortcomings, limitations, causes and responsibilities of organizations and individuals and continue to rectify and improve the quality of making State budget revenue and expenditure estimates.

Some opinions say that the management and use of ODA capital is not effective, and that having to return capital causes many consequences; the management of ODA capital and non-refundable aid capital needs to continue to be improved and local responsibility needs to be enhanced due to slow disbursement.

Regarding this opinion, Mr. Mai said that the National Assembly Standing Committee proposed that the Government continue to direct ministries, central and local agencies to overcome shortcomings and limitations that have lasted for many years.

Regarding the need to improve and enhance local responsibility in managing ODA capital and non-refundable aid capital, the National Assembly passed the Law on State Budget (amended) which amended the authority assigned to the Government to regulate adjustments to budget estimates, adjust the structure of development investment, regular expenditures or adjust expenditure areas decided by the National Assembly.

Some opinions say that while the budget still has to borrow and pay interest, the budget is not implemented as planned, the source transfer is large and increasing; there are still cases of source transfer not in accordance with regulations, source transfer lasting for many years, and source transfer for the wrong purpose. For source transfer not in accordance with regulations, it is recommended that responsibilities be clearly handled.

Mr. Mai said that the National Assembly Standing Committee agreed with the National Assembly deputies' opinions. The reports of the State Audit and the auditing agency also clearly stated these shortcomings and limitations. Accordingly, the National Assembly Standing Committee has directed to receive and revise to clearly state these shortcomings and limitations.
