Quang Ninh smoothly operates the 2-level government model

Mr. Nguyen Hoang Quy, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the Ha Long City Party Committee, said: Good preparation of contents for the trial operation of the new apparatus will contribute to ensuring that by July 1, all work is implemented smoothly and without interruption. During the trial operation, the People's Committee of Bai Chay Ward strictly followed the province's instructions and promptly reported any arising issues. Thereby, ensuring that when the model officially goes into operation from July 1, it will be smooth and effective.

The Party Committee of Hong Gai ward held a conference to discuss and give opinions on a number of important contents serving the leadership and direction work after implementing the 2-level local government model.

As the central ward of the province, Hong Gai ward was newly established on the basis of merging Hong Gai, Bach Dang and Tran Hung Dao wards. In order to ensure the good implementation of political tasks in the coming time, the Standing Committee and the Party Committee of the ward organized many meetings to discuss and give opinions on a number of important contents serving the leadership and direction after implementing the 2-level local government model. Administrative procedures were received and processed promptly by the ward's officials and civil servants, without congestion or delay. People coming to do the procedures were guided enthusiastically and thoughtfully.

Mr. Nguyen Tien Dung, Deputy Secretary of Ha Long City Party Committee, Chairman of Ha Long City People's Committee, said: All 11 new communes and wards of the city have prepared well for the official operation of the 2-level local government model, from offices, equipment to staff arrangement. The locality is highly determined to not interrupt public services, creating maximum convenience for the people.

The working atmosphere on the first day in Vang Danh ward (Uong Bi city), which was established on the basis of merging 4 wards (Nam Khe, Bac Son, Vang Danh, Trung Vuong (except for Den Cong 1, 2, 3) with headquarters located at Trung Vuong ward headquarters, also took place seriously and urgently.

Ms. Nguyen Thi Thanh Thao, Vice Chairwoman of Nam Khe Ward People's Committee, shared: Nam Khe Ward People's Committee has carefully prepared for the operation of the new apparatus. At the Vang Danh Ward Public Administration Service Center, when piloting the 2-level local government model, there were also staff on duty to handle administrative procedures to operate in parallel with the administrative procedure handling apparatus at the old one-stop department related to the fields of household registration, land, insurance, meritorious people, labor, war invalids and social affairs... I also regularly check the progress of the staff's file processing, ensuring that there is no backlog or delay; direct the propaganda work to people and businesses through the loudspeaker system, local social networks... so that people can clearly understand and be more proactive when carrying out administrative procedures during the transition period.

Mr. Tran Tuan Anh, a resident of Vang Danh ward, shared: “In the past, to do procedures, we had to go to many different places. Now, we only need to go to one place, everything is resolved quickly and more conveniently. The staff is friendly, easy to communicate with, and does not cause trouble.”

Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee, inspected the trial operation of the two-level government in Hiep Hoa ward.

Along with Vang Danh ward, the new administrative units of Uong Bi ward and Yen Tu ward have also officially deployed the trial operation of the political system. In parallel with the trial operation of the model, the entire political system continues to complete the working headquarters to ensure the technological infrastructure, human resources and facilities to smoothly operate the apparatus.

According to the roadmap, on July 1, 2025, Quang Ninh officially implemented the 2-level local government organization model. Immediately after completing the arrangement of commune-level administrative units according to the Resolution of the National Assembly Standing Committee, reducing from 171 communes and wards to 54 new administrative units, Quang Ninh province has implemented a series of major tasks, such as: Reviewing and rearranging facilities; arranging, streamlining and retraining staff; completing information technology infrastructure; organizing drills for operating scenarios of the new government. Notably, more than 500 administrative headquarters and offices across the province were carefully reviewed. Of which, 228 headquarters continued to be used effectively, 148 headquarters were handed over and converted to serve people's livelihood purposes such aseducation , health care, and culture. This arrangement not only saves investment costs but also creates resources to better serve the people. Regarding finance and budget, the province has implemented a reasonable decentralization of revenue sources, ensuring that new administrative units can be financially autonomous after the merger. Public assets are inventoried and strictly managed to avoid loss during the conversion process.

Personnel work, a key factor in operating the apparatus, is also of primary concern to the province. Quang Ninh has reviewed and selected a team of commune-level cadres and civil servants with qualifications, capacity and qualities. Intensive training courses have been organized, focusing on public administration management skills, electronic document processing, decentralization and delegation of authority in the new model.

With careful, thoughtful and systematic preparation, positive results were achieved on the first day of trial operation. This is also an important premise for Quang Ninh to confidently enter a new phase from July 1, 2025, a phase of a two-level government serving, creating, being transparent and effective.
