According to the forecast of the National Center for Hydro-Meteorological Forecasting, at 12:00 on August 18, the tropical depression was in the northern area of Bac Bo Gulf and was moving towards Quang Ninh , affecting the weather in Quang Ninh province from noon on August 18 with wind level 6-8.
This is a low intensity tropical depression, but it moves quickly and causes rain with common rainfall of 30-70 mm/24 hours, in some places over 100 mm.
To proactively respond to natural disasters and heavy rains, the Chairman of the Provincial People's Committee requested departments, branches, localities and units to continue to strictly implement the directions of the Ministry of Agriculture and Environment ; the direction of the Standing Committee of the Provincial Party Committee in Official Dispatch No. 2934-CV/TU dated August 13, 2025 on focusing on preventing and overcoming the consequences of floods and storms, and the directions of the Chairman of the Provincial People's Committee on natural disaster prevention and control sent to departments, branches, localities and units.
In particular, focus on closely monitoring the developments of natural disasters, rain and situations such as floods, landslides... that are likely to occur in the area to inform people, proactively prevent and promptly direct response, not to be passive, surprised, ensuring absolute safety for people in all situations when natural disasters occur; strictly implement the ban on sea; inform ships operating offshore of the location and direction of natural disasters to proactively plan production, not to enter dangerous areas (dangerous areas are updated and announced regularly in warning bulletins).
In recent days, the province has had prolonged rains with the risk of flooding, landslides, etc. It is required to continue to check areas at risk of flooding, flash floods, landslides, and inundation (pay attention to households at the foot of embankments, hillsides, talus slopes, and under construction works, etc.). Assign guards 24/7 at spillways, deep flooded areas, etc. Absolutely do not allow people or vehicles to pass through when floods occur; propagate not to go to rivers and streams to fish, collect firewood, swim, etc. when there are floods. Proactively arrange forces, materials, and means, especially in areas frequently affected by flooding and landslides, etc. Clear and dredge urban drainage systems and projects under construction, be ready to clear soil and rocks that have flowed down to residential areas and roads, and conduct rescue operations according to the "4 on-site" principle when situations arise.
Reservoir management units closely monitor reservoir water levels and proactively develop plans to ensure reservoir safety in case of prolonged heavy rain. Strictly implement the procedures for releasing floodwater from dams and draining flooded fields according to the heavy rain in the coming days, ensuring absolute safety for people, property, livestock, crops, etc. Coal industry units continue to review and deploy plans to respond to heavy rain in underground mining areas, quarries, waste dumps, and areas at risk of flooding and landslides.
Localities and units must seriously organize on-duty shifts, closely monitor the local situation, and promptly report any arising situations to the Provincial People's Committee (through the Provincial Military Command and the Department of Agriculture and Environment) for direction and handling.
