Tay Yen Tu Commune: Steady steps in the digital age

The merger of Bac Giang and Bac Ninh has created a new strong Bac Ninh province as a "powerhouse" with the 5th largest economy in the country, with a total area of 4,718.6 ^km2 and a population of over 3.6 million people, gathering more than 153 thousand party members in the provincial Party Committee. This is a particularly important political event, marking a period of strong development after the merger, opening up new space and momentum.

The new Bac Ninh province is positioned as the growth pole of the entire midland and mountainous region of the North, and at the same time the growth pole of the capital region. In that context, Tay Yen Tu commune not only inherits its historical and cultural traditions but also has a new strategic position established on the basis of merging Tay Yen Tu town and Thanh Luan commune of Son Dong district, the old Bac Giang province. The commune has a natural area of 132.57 km ² , a population of 10,664 people. The commune Party Committee has 25 Party cells with 478 Party members.

Located in Bac Ninh province with a larger scale and stronger economic potential, the commune has the opportunity to access investment capital and access important inter-regional infrastructure projects such as Ring Road 4. In particular, the Gia Binh Airport project is expected to be a "century project, a symbol of growth", which will form a spiritual and cultural route connecting Tay Yen Tu with many famous landmarks such as Do Temple, But Thap Pagoda, Phat Tich Pagoda, Vinh Nghiem Pagoda. Moreover, UNESCO's recent recognition of the Yen Tu-Vinh Nghiem-Con Son, Kiep Bac Complex as a World Cultural Heritage has brought great advantages to Tay Yen Tu in developing cultural-ecological tourism.

To achieve these great aspirations, Tay Yen Tu commune has identified the theme of the Party Congress for the 2025-2030 term as "Promoting the tradition and strength of great national unity, building a strong, streamlined, effective and efficient Party and political system; turning Tay Yen Tu commune into a ward soon in the direction of a green urban area, with comprehensive and sustainable development".

The practice of the 2020-2025 term of Tay Yen Tu shows outstanding efforts in Party building and the political system. Party committees at all levels have focused on leadership and direction with determination and flexibility, especially in the difficult context of the Covid-19 pandemic. Party building in terms of politics and ideology has been focused on, firmly upholding principles, enhancing the political capacity and fighting strength of Party organizations. The study and following of Ho Chi Minh's ideology, morality and style have been seriously implemented, associated with enhancing the responsibility of setting an example for cadres and Party members.

The reorganization of the apparatus, streamlining the payroll to ensure streamlining, efficiency, effectiveness and efficiency has been completed early. The smooth operation of the two-level local government model from July 1, 2025 has initially achieved remarkable results. Special attention has been paid to personnel work, with planning, training, fostering, arranging and evaluating cadres being carried out closely and substantially, ensuring the building of a team of qualified and capable cadres. The Party's mass mobilization work continues to be innovated, consolidating the method of "relying on the people to do mass mobilization work", focusing on dialogue, listening and promptly resolving the people's legitimate petitions. The Fatherland Front and socio-political organizations have promoted the role of "bridging" between the Party-government-people, building the great national unity bloc, actively contributing to patriotic emulation movements and social security work.

Bac Ninh province has identified science and technology, innovation and digital transformation as the main driving force for development. The province is always in the top 10 localities nationwide in terms of DTI index. The digital economy has contributed significantly to the province's GRDP, so Tay Yen Tu commune is also facing an urgent need to promote digital transformation.

The commune's political report clearly pointed out the limitation that the movement to learn foreign languages, information technology, and participate in digital transformation has not yet had a strong change among officials, civil servants, teachers, and students. Therefore, taking "Digital Education for All" as a driving force and one of the breakthroughs is a correct and accurate decision, concretized in Plan No. 08-KH/TU issued by the Bac Ninh Provincial Party Committee on July 25, 2025.

"Digital literacy" is not only about popularizing basic information technology knowledge, but also a broad movement to improve digital capacity for all people, equipping them with knowledge and skills to participate safely and effectively in the digital environment. This will be a key factor in helping Tay Yen Tu improve the quality of human resources, especially in key local industries such as mining, industrial electricity, wood processing, medicinal processing, and tourism. At the same time, promote the digital economy, apply information technology and digital transformation in management, teaching and learning, in production, processing and consumption of agricultural products, and in tourism promotion. Although administrative reform and building a digital government were initially confusing and the service index for people and businesses was still low, this is an inevitable roadmap and a breakthrough to improve the effectiveness and efficiency of management and operation.

With a solid foundation from tradition, the strength of national solidarity, and the breakthrough from "Popular education", Tay Yen Tu is aiming to become a ward in the direction of a green urban area, developing comprehensively and sustainably. This is not only the commune's own goal but also an important link in the chain of major goals of Bac Ninh province - becoming a city directly under the Central Government. Specifically, for Tay Yen Tu, promoting agricultural commodity production, focusing on growing medicinal herbs, planting large timber forests that meet international standards, Vietnamese standards and deep processing for export will be the economic spearhead.

To do that, it is necessary to focus on reviewing, adjusting planning, investing in building synchronous and modern socio-economic infrastructure, especially transport, industrial and urban infrastructure, meeting urban criteria. Improving the quality of culture, society, and people, continuing to develop education and training, health care, social security, and sustainable poverty reduction. Tay Yen Tu commune, from a starting point of 12.77% of poor households, strives to have no more poor households by the end of 2027, which is a humane and highly determined goal.

Developing cultural-ecological tourism, exploiting the value of Truc Lam Yen Tu Zen sect to "Turn heritage into assets": Tay Yen Tu commune is located in the area that benefits from the Yen Tu-Vinh Nghiem-Con Son-Kiep Bac complex being recognized by UNESCO as a World Cultural Heritage. The commune aims to reasonably exploit cultural, historical and natural heritages to create sustainable socio-economic values, while still preserving the meaning and identity of the heritage.

Citing the "engaging in the world" ideology of the Truc Lam Yen Tu Zen sect, which is to integrate into life, develop the economy in conjunction with preserving and promoting spiritual and cultural values, the commune focuses on developing spiritual, ecological, and community tourism, bringing heritage closer to the lives of people and tourists, spreading the historical and traditional cultural values of the nation. Focusing on linking with other localities such as Quang Ninh and Hai Phong to create a tourism chain, building Tay Yen Tu into a unique cultural-spiritual-ecological tourism destination in the North.

At the same time, with the aspiration to transform into a green and sustainable urban area, Tay Yen Tu commune is taking full advantage of the new opportunities from Bac Ninh province after the merger by focusing on digital transformation and exploiting the spiritual cultural heritage value of Truc Lam Yen Tu Zen sect through "engaged" tourism. Along with infrastructure investment and human resource development, Tay Yen Tu is gradually realizing its goals, contributing to the comprehensive and sustainable development of Bac Ninh province, of Kinh Bac region rich in cultural and historical traditions.
