According to the report of the Department of Agriculture and Environment, the province currently has 135 valid mineral mines in operation. In addition, there are 37 mines that won the auction for mineral exploitation rights and are carrying out legal procedures to grant mining licenses (25 sand mines, 5 stone mines, 5 landfill mines, 1 clay mine for making bricks and tiles, 1 original gold mine).
Of the 135 mines still in operation, there are 74 in the eastern region (12 are licensed for designated mining, and 62 are licensed through public auction). There are 61 in the western region (58 are licensed through auction, and 3 are licensed without auction). In addition to the soil, stone, and sand mines used for common construction materials, there is also 1 primary gold mine, 3 clay mines for bricks and tiles, and 2 precious stone mines in the western region.
Regarding mining licensing, from the beginning of 2025 to present, the Provincial People's Committee has granted 20 exploration licenses, 7 new mining licenses; extended and adjusted 12 other mineral mining licenses.
The representative of the Department of Construction proposed that the Provincial People's Committee should delimit mineral areas without auctions, ensuring sufficient sources of construction materials to serve the province's key projects, especially the Quang Ngai - Kon Tum expressway.
Mr. Tran Phuoc Hien, Vice Chairman of Quang Ngai Provincial People's Committee, requested that localities in the area must further strengthen mineral management. Mines that have been auctioned and licensed for exploitation, localities need to organize meetings with local people to publicly disclose mining activities, so that people know and participate in monitoring.
In addition, the Vice Chairman of the Quang Ngai Provincial People's Committee requested the Department of Agriculture and Environment and the Department of Construction to focus on strengthening management solutions and stabilizing prices of common construction materials in the province; completing the tasks assigned by the Provincial People's Committee in ensuring material sources for the construction of key projects in the province such as the Quang Ngai - Hoai Nhon Expressway Project; Hoang Sa - Doc Soi Road Project; Dung Quat - Sa Huynh Road Project (Phase IIb) and the Dung Quat Oil Refinery Upgrade and Expansion Project, the North - South High-Speed Railway Project in the coming time.
“The province requires departments, branches and localities to strengthen the management of mineral resources strictly, openly, transparently and clearly about responsibilities. Not only managing minerals at mines being exploited, but also managing mineral mines in planning, explored and unexplored minerals. The Department of Agriculture and Environment and the Department of Construction must plan mines, advise the province to be ready to grant to designated projects, not to let the lack of construction materials affect the progress of projects and works”, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien directed.
Regarding the implementation of the Law on Geology and Minerals 2024, the Vice Chairman of the People's Committee of Quang Ngai province requested the Department of Agriculture and Environment to promptly provide training on new regulations on mineral management, especially mineral mine auctions and bidding for localities. It is necessary for the Department to draft and issue a professional handbook to help localities grasp the regulations and implement mineral management work in a synchronous, timely and effective manner.
