Son La province has a 274km long border with Laos, a large area, divided by rivers, streams, and mountains and forests accounting for 60% of the area; the military units are stationed quite scattered. According to Lieutenant Colonel Cam Manh Quynh, Head of HC-KT, Son La Provincial Military Command, the characteristics of natural conditions, history, and culture are all researched and exploited by the agency to advise on the arrangement and planning of HC-KT in the overall military posture of the KVPT. The provincial military agency also advises on consolidating and promoting the role, effectiveness, and efficiency of the local supply council to exploit and promote the combined strength of organizational resources to ensure adequate and timely logistics for regular and unexpected tasks in all situations.

Also in Son La province, the policy of closely combining socio- economic development with strengthening national defense and security (NDS), and effectively solving social problems has been effectively implemented by the province. Infrastructure works, industrial parks, factories, and border traffic projects connected to border patrol roads create a comb-shaped position, dual-purpose, serving people's lives and economic development in peacetime while being ready to mobilize for defense tasks when there is a situation. With the motto of defending the country early, from afar and helping friends is helping oneself, the Provincial Military Command has done a good job in defense diplomacy, organizing experience exchanges, training on military logistics, military medicine, barracks, weapons, vehicles, etc. with Lao military units.
Regarding Lai Chau province, Colonel Dang Vinh Thuy, Commander of the Provincial Military Command, said: To overcome the difficulties of the highland border area, the Provincial Military Command has proactively advised and proposed to the Provincial Party Committee and the Provincial People's Committee many measures suitable to the actual conditions, in which focusing on investing in HC-KT in a decentralized, flexible and mobile direction is the main solution. Field logistics works, material storage warehouses, and technical parking lots are arranged in clusters, prioritizing strategic key areas; HC-KT bases are arranged reasonably and solutions to ensure HC-KT for the provincial military are deployed synchronously and effectively.
In the area of Military Region 2, the socio-economic situation and infrastructure are generally facing many difficulties; the ability to mobilize HC-KT resources for national defense is still limited. Along with that, climate change, natural disasters (especially flash floods, landslides, epidemics, environmental pollution) pose unpredictable challenges... Based on these characteristics, in building the KVPT, the Party Committee and the Military Region Command have closely coordinated with the Party Committees and authorities of the provinces to lead and direct the implementation of many practical and effective solutions and achieved many important results in all fields; especially in combining socio-economic development with strengthening national defense and security, linking socio-economic development with strengthening the HC-KT potential and posture of the KVPT.
The Military Region has directed the Provincial Military Commands to advise local Party committees and authorities to concentrate all resources and invest in socio-economic development, closely combining with national defense and security; promote economic restructuring towards industrialization and modernization, develop infrastructure in accordance with the potential and strengths of each locality and each economic region; implement and integrate socio-economic development programs and projects with the task of building and operating the development zone, enhancing economic potential; invest in building industrial parks and industrial clusters, creating momentum for socio-economic development; build many dual-use industrial production facilities, ready to mobilize and transfer technology to serve national defense production...
Along with that, the Military Region coordinates with localities to develop, adjust, and supplement planning, plans, projects, and investment projects to develop the transportation system, construction... with many typical projects on combining socio-economic development with strengthening national defense and security such as: Border patrol roads; rural roads; suspension bridges; electricity and water supply, schools, cultural houses in villages and hamlets in economic-defense zones... Planning and building a health network, including military and civilian medical staff, from the provincial level to the grassroots level, increasingly strong, interconnected, and solid in the KVPT; ready to mobilize and motivate for national defense tasks and prevention and control of natural disasters and epidemics. In fact, in recent years, the health system in the KVPT has promoted its ability to mobilize local resources for the task of preventing and controlling natural disasters and the Covid-19 epidemic.
Along with actively supporting and helping localities to promote new rural construction, develop agriculture in a modern and sustainable direction, firmly ensure food security, contribute to improving income and life of farmers and foresters, stabilize social security in rural and border areas, strengthen economic-defense potential; in the past 5 years, Military Region 2 has implemented 3 water supply projects, 6 traffic projects, 5 projects to replicate poverty reduction models, directly supporting 1,777 poor and near-poor households in 6 economic-defense zones.
Colonel Nguyen Anh Ngoc, Head of the HC-KT of Military Region 2, shared: The HC-KT Department has advised the Party Committee and the Military Region Command to coordinate with local Party committees and authorities to direct the implementation of building a strong HC-KT posture in the KVPT. In addition to building and perfecting the HC-KT combat document system at all levels, focusing on building an increasingly integrated and solid military HC-KT posture, along with the posture of local socio-economic sectors, contributing to providing adequate and timely logistics for the armed forces in the KVPT, meeting the requirements of peacetime tasks, promptly ensuring natural disasters, catastrophes and the needs of the early war period. Organizing logistics training well for the subjects, in accordance with the existing organization, technical equipment and experience and tradition of the HC-KT sector. Direct and ensure all logistics for military drills at all levels and military and service drills according to annual plans.
The Military Region also proactively coordinated with localities to direct the completion of the KVPT supply council, thereby advising the Party Committee and the government in implementing planning and investment plans for infrastructure construction associated with building the military, defense and civil defense posture. Implement well the regulations on combining socio-economic development with defense and security in the KVPT, develop the economy associated with strengthening defense and security in the area. Implement economic development and investment programs with focus, prioritizing the development of dual-use projects in key KVPT, rear bases, combat bases, and HC-KT bases. The results achieved in building the HC-KT posture of the KVPT in the area of Military Region 2 have contributed to strengthening defense and security, creating a solid foundation for localities to stabilize and develop their socio-economic development.
