Still using the same old tricks, the discontented people find every means to distort the policy, distort the reality, causing a part of the people to have incorrect, insufficient awareness, lack of trust, and lack of determination to implement the Party's policy. So the truth is, does Vietnam have enough strength to break through? Does the Communist Party of Vietnam have illusions? To answer this question, let's look back at the national aspirations and the process of creating force of our Party.
Aspirations of the nation
After thousands of years of fighting to build and defend the country, Vietnam has been repeatedly subjected to colonial and feudal domination. Therefore, more than any other nation in the world , the Vietnamese people have always longed for independence and freedom. Entering the Ho Chi Minh era, that aspiration was fanned and gradually became a reality.
Under the leadership of the Communist Party of Vietnam and President Ho Chi Minh , the Vietnamese people united to fight to regain independence, "the entire Vietnamese people are determined to devote all their spirit and strength, their lives and property to maintain that freedom and independence". However, an ignorant nation is a weak nation, and a weak nation can hardly maintain independence. To have true and lasting independence, Vietnam must develop strongly. The aspiration to "stand shoulder to shoulder with the world powers" was clearly pointed out by President Ho Chi Minh from the early days of the nation's founding, and he sought every way to turn that aspiration into practical action for the entire nation.
Difficulties piled on difficulties, right after gaining independence, our people had to enter the 30-year long war to defend the Fatherland and unify the country with immeasurable losses in human resources, material resources, and financial resources. However, difficulties not only could not crush but also made the nation's will to be self-reliant increasingly stronger. In his speech at the rally celebrating Vietnam's great victory held on May 15, 1975, in Hanoi, comrade Le Duan, First Secretary of the Vietnam Workers' Party, solemnly declared: "We welcome a new era in the 4,000-year history of the nation: the era of brilliant development of a peaceful, independent, unified, democratic and prosperous Vietnam, the era of the working people completely mastering their own destiny, working together to build a prosperous and happy life for themselves and for future generations".
The 13th National Party Congress put forward the viewpoint: "Arousing the aspiration to develop a prosperous and happy country", essentially reaffirming the aspiration to become a powerful country, able to "stand shoulder to shoulder with the great powers of the five continents" that has been nurtured in the history of the nation for thousands of years. That aspiration has always burned in the blood of every Vietnamese person, this is just the most appropriate time to ignite that aspiration. To prepare for today's era of rising up, our Party has persistently created a long-term, durable and positive force.
The process of creating force of the Party
The Communist Party of Vietnam has had 95 years of practical training to cultivate its mettle and intelligence, and to be capable of leading the revolution in the era of national growth.
Imbued with the teaching of President Ho Chi Minh: The Vietnamese revolution must first have a Party. "Only when the Party is strong can the revolution succeed, just as only when the helmsman is strong can the boat sail", over the past 95 years, our Party has always strived to hone its will and mettle, its capacity and intelligence to have enough qualities and abilities to steer the revolutionary boat to overcome countless difficulties and challenges. In the people's national democratic revolution as well as in the socialist revolution, the Party has repeatedly demonstrated its will, mettle, intelligence, and steadfastness in its goals and promptly made correct decisions, leading the Vietnamese revolution to overcome decisive turning points.
That is the courage to confront internal and external enemies to lead the revolution through the "thousand pounds hanging by a thread" period in the early days of the nation's founding; the courage to confront the US empire - the richest country in the world and possessing a professional army with extremely modern weapons and equipment; the courage to persevere on the path to socialism, when the Soviet Union and the socialist countries in Eastern Europe collapsed one after another... That is the intelligence to create force, establish position, seize the opportunity to launch and lead the August Revolution to success in less than a month, with the lowest loss of blood and flesh of the people; the intelligence to simultaneously carry out two revolutionary strategies, the socialist revolution in the North and the people's national democratic revolution in the South in the period of 1954-1975; the intelligence to find a way to innovate, build a socialist-oriented market economy model to bring the country out of crisis, gradually stabilize and develop sustainably.
The Party has led the country to achieve many important achievements in socio-economic development, creating a solid position and strength for the nation to enter an era of growth.
Entering the period of renovation, the country's economy faced serious difficulties when we lost the aid of the Soviet Union and other socialist brother countries. The Party skillfully led the country out of the state of siege and embargo. With an independent, self-reliant, multilateral and diversified foreign policy, the Party harmoniously combined internal and external forces to develop the economy in an impressive way. The GDP growth rate has always been maintained at a fairly high and stable level, around 7%/year.
The special opportunity that is beneficial to Vietnam is globalization and the Fourth Industrial Revolution. Our Party has early and accurately assessed and carefully prepared to make the most of this opportunity. The correct foreign policy has gradually brought the Vietnamese economy into deep, full and effective integration into the global economy, while still maintaining independence and autonomy. To date, Vietnam has established diplomatic relations with more than 190 countries and territories, including 13 comprehensive strategic partners; is a member of 17 free trade agreements and is considered one of the most open economies in the world.
Regarding the Fourth Industrial Revolution, as soon as the world mentioned this revolution, we proactively researched and comprehensively assessed the impact of this revolution on Vietnam's socio-economic development. On that basis, the Party pointed out the opportunities, challenges and policies and solutions to proactively approach the Fourth Industrial Revolution. The 11th Party Congress identified three strategic breakthroughs, including: Perfecting the socialist-oriented market economic institution; developing human resources, especially high-quality human resources; and building a synchronous and modern infrastructure system. This is the preparation of the most important conditions to take the lead in this revolution.
With high political determination, careful preparation, proactiveness and decisive action attitude of the Party, and with the strong aspiration of the entire nation for a prosperous and prosperous country, we are completely confident in setting the goal of becoming an upper-middle-income country by 2030, a developed, high-income country by 2045.
Speaking at the opening session of the 13th National Party Congress (January 2021), General Secretary Nguyen Phu Trong affirmed: "Our country has never had such a foundation, potential, position and international prestige as today". And recently, General Secretary To Lam affirmed: "The time to start a new era is the 14th National Party Congress", showing consistency and complete theoretical and practical basis. Globalization and the Fourth Industrial Revolution can be considered "heavenly time"; the Party's steadfastness and important achievements of nearly 40 years of renovation are "geographical advantage"; the trust and support of the people and international friends are "human harmony". Having "heavenly time, geographical advantage, human harmony" allows Vietnam to enter a period of breakthrough development. The retreating rhetoric of a few discontented people cannot stop the progress of hundreds of millions of our people who are firmly and enthusiastically entering the era of national development.
