(HQ Online) - With the goal of helping the business community grasp, understand and proactively participate in cooperation activities with the Customs agency, the General Department of Customs has issued a Plan to develop the partnership between Customs - businesses and related parties in 2024. Mr. Pham Xuan Truong, Head of Department, Head of the Customs Reform Team (Customs Modernization Reform Board - General Department of Customs) gave an interview to Customs Magazine on this issue.

Could you tell us how the Customs sector has implemented the development of Customs-Business partnership in recent times?
Developing Customs - Business partnership is always identified by the Customs sector as a key, regular task, implemented at all 3 levels: General Department, Department and Branch.
At the General Department level, partnership activities focus on issues of perfecting and explaining policies, laws, and methods of state management of customs; at the Department level, partnership activities are associated with issues of law enforcement organization; at the Sub-Department level, partnership activities are associated with the practical, direct, and regular daily activities of the unit.
Partnership activities over the past time have been standardized and implemented according to the guidance of the World Customs Organization (WCO) on 4 major solution groups: information, consultation, participation and cooperation.
In recent times, the development of Customs - Business partnership has brought many positive results to both the Customs agency and the business community, which have been recognized and highly appreciated by the State and society.
What are the benefits that businesses receive when participating in activities implemented by the Customs authority to develop Customs - Business partnerships, sir?
In developing the Customs - Business partnership, the Customs sector always takes people and businesses as the center, promotes creativity, strives to overcome difficulties, and actively supports the smooth flow of export and import activities. The Customs always considers the level of business satisfaction as a measure to evaluate the quality and efficiency of work, considers businesses as reliable partners to balance the two aspects of management and service, creating favorable conditions for the business community to access support measures of the Customs agency in the context of difficulties that businesses encounter, thereby contributing to raising the awareness of law compliance of businesses and enhancing the responsibility of the Customs civil servants in performing their duties.
Enterprises participating in activities implemented by the Customs authority to develop Customs - Enterprise partnerships also receive many benefits.
That is, to have quick, complete, accurate and timely access to information on new legal and policy documents related to the customs sector.
Enterprises can directly or indirectly participate in giving feedback through Business Associations in the process of developing customs laws and policies. Enterprises can contribute their opinions and intelligence to the process of developing legal documents on customs, thereby gaining understanding and sharing with the Customs authority, reaching consensus with the Customs authority, increasing compliance with the law, and implementing well the State's laws on customs.
In addition, enterprises can participate in cooperation activities with Customs authorities, propose specialized cooperation programs with Customs authorities and participate in monitoring customs law enforcement through Customs surveys.
The General Department of Customs has just issued a Plan for developing Customs-Business and Stakeholder Partnerships in 2024. What are the notable contents of this Plan, sir?
Like the annual Partnership Development Plan, the content of the Plan revolves around 5 main contents: information, support, consultation, cooperation and supervision. However, 2024 is identified as the year to promote digital transformation in state management of the Customs sector, which is an important basis for building Digital Customs and Smart Customs, according to the policy of the Party, Government, and Ministry of Finance on promoting digitalization, digital transformation and application of technology of the 4.0 industrial revolution. Therefore, the 5 main activities in the Customs - Business Partnership Development Plan also focus on content related to digital transformation. Support activities, answering questions, accessing new policies and laws are always focused on by the Industry to deploy to the business community.
In the coming time, to improve the effectiveness of developing Customs-Business partnership, what should provincial and municipal customs departments do?
The goal of developing Customs - Business partnership in the Customs Development Strategy to 2030 (according to Decision 628/QD-TTg in 2022 of the Prime Minister ) is: "Building a partnership between Customs agencies and businesses to form a reliable supply chain based on research, development and implementation of a reliable partnership program with the participation of export and import enterprises and business partners in the supply chain".
In the coming time, to develop the Customs - Business partnership effectively and practically, provincial and municipal customs departments need to promote the following activities:
Firstly, always integrate Customs - Business partnership activities into the regular, daily business activities of the unit, always accompany businesses, and consider businesses as reliable partners.
Second, always be proactive and innovative in the way of doing things and organizing and implementing partnership activities in accordance with the situation and reality of the unit. Refresh dialogue and cooperation activities to attract the business community to be ready to cooperate with the Customs agency.
Third, regularly exchange and grasp information on the production and business situation of enterprises in the area, thereby having appropriate solutions to support enterprises. Proactively analyze and select topical issues that enterprises are interested in to support enterprises promptly.
