On June 19, the Central Military Commission for the 2020-2025 term held the 14th Conference to review military and defense work in the first 6 months of 2025, direct the implementation of military and defense tasks and build the Army Party Committee in the last 6 months of 2025. Arrange a suitable local military system

General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the conference.

Attending the conference were Politburo members, members of the Central Military Commission Standing Committee: President Luong Cuong; Prime Minister Pham Minh Chinh.

Politburo member, Head of the Central Internal Affairs Commission Phan Dinh Trac; Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Commission Nguyen Duy Ngoc; Secretary of the Party Central Committee, Head of the Central Policy and Strategy Commission Tran Luu Quang... also attended the conference.

In the first six months of 2025, the Central Military Commission has led and directed the acceleration of the implementation of 3 breakthroughs; continued to synchronously and effectively implement Resolution 05-NQ/TW of the Politburo and the direction of the Central Steering Committee on summarizing the implementation of Resolution 18-NQ/TW. The Central Military Commission has submitted to the Politburo for approval the Project to continue to rearrange local military organizations to meet the requirements of tasks in the new situation according to the Central's policy on organizing the apparatus to ensure "streamlining, efficiency, effectiveness, and efficiency"; and well implement the regimes and policies for the subjects.

Concluding the conference, General Secretary To Lam highly appreciated the Central Military Commission's Standing Committee for directing and carefully preparing the contents submitted to the Central Military Commission. To promote and further improve the results of the implementation of tasks in the last 6 months of 2025, the General Secretary requested the Central Military Commission to focus on leading and directing the implementation of key and drastic tasks.

Accordingly, prepare well and successfully organize the 12th Military Party Congress; participate with the highest responsibility and the best quality in the contents serving the 14th National Congress of the Party. The Central Military Commission leads and directs the implementation of the arrangement of the local military organization system in accordance with the organization of the 2-level local government apparatus.

The General Secretary pointed out: Resolutely carry out the "Digital Education for the People" movement, carry out administrative reform, and digital transformation in military administrative management; make sure that each officer and soldier is a "digital soldier", mastering the digital platform, and having digital skills to serve effectively in performing assigned tasks; must "modernize people" before "modernizing weapons and equipment"; resolutely and strongly deploy key military and defense projects.

The General Secretary emphasized: Be determined in maintaining, consolidating and expanding trustworthy defense cooperation with countries and partners; prioritize neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends; build and consolidate strategic trust, ensure the highest national interests; effectively implement programs and projects to overcome the consequences of war and United Nations peacekeeping activities.

The new model is better than the old model

On the same day, the Central Public Security Party Committee held a conference for the first 6 months of 2025 to give opinions on the contents within its authority. The report at the Conference stated that in the first 6 months of 2025, the Standing Committee of the Party Committee, the Central Public Security Party Committee, Party committees and leaders at all levels in the Central Public Security Party Committee and in the People's Public Security (CAND) have promoted the sense of responsibility, focused and resolutely led the public security at all levels in implementing the Party's guidelines and the State's policies and laws.

The Central Party Committee of the Public Security continues to set an example and take the lead in arranging and organizing the police apparatus at all levels to be streamlined, strong, efficient, effective and efficient; resolutely directs the work of perfecting, arranging and operating the 3-level police model and receiving new tasks from ministries and branches, ensuring synchronization, unity, without interruption or discontinuity, achieving the goal of "The new model is better than the old model".

Prime Minister Pham Minh Chinh requested the Public Security Forces to focus on implementing the work of grasping the situation, being proactive in strategy, improving the effectiveness of fighting against all types of crime... At the same time, cutting down administrative procedures, decentralizing and delegating power; building databases, connecting with ministries and branches to serve the people...

President Luong Cuong requested the Public Security Forces to continue to maintain political and social stability, create a peaceful environment, order and civilized urban areas...; coordinate with departments and branches to successfully organize Party Congresses at all levels, towards the 14th National Party Congress; pay attention to implementing policies for officers, soldiers and workers in the public security sector...

"Forget yourself for the country, serve the people"

Speaking at the conference, General Secretary To Lam acknowledged and commended the outstanding achievements and results of the Central Public Security Party Committee and the Ministry of Public Security in recent times.

The General Secretary emphasized that the Public Security Forces, under the leadership of the Central Public Security Party Committee, have continued to promote their exemplary role, taking the lead in implementing the Party's policies and guidelines, especially taking the lead in implementing Resolution 18 on "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", deploying the two-level local government model in conjunction with promoting the division of labor and thorough decentralization to the grassroots level.

In the context of restructuring the apparatus, the People's Public Security force continues to excellently fulfill its tasks with remarkable progress, firmly ensuring national security, absolutely protecting the security and safety of important political events of the country; deeply reducing crime with a series of peaks in the fight against all types of crimes, especially in the production and trade of counterfeit goods, smuggling, and trade fraud, which have been approved, supported, and highly appreciated by the people; law-making continues to be a bright spot.

The organization of Party Congresses at all levels and the preparation for the 8th Central Public Security Party Congress were carried out proactively and effectively. The series of events to celebrate the 80th anniversary of the establishment of the Public Security Forces and the 20th anniversary of the National Day for National Security Protection were carried out as planned.

The Public Security Forces continue to take the lead in activities to repay gratitude, show gratitude to those with meritorious services, and support the elimination of temporary and dilapidated houses with many outstanding results.

Regarding the direction and tasks for the last 6 months of 2025 and the following years, the General Secretary requested the Public Security Forces to firmly ensure a peaceful and stable environment so that the entire Party, people and army can concentrate their efforts to successfully implement the Party's strategic goals.

The Central Public Security Party Committee needs to unify its awareness of the particularly important role of the People's Public Security Forces in the country's new revolutionary period, thereby orienting each force system and each level of public security to operate during the country's transformation period; continuing to strengthen solutions to firmly ensure security and order; supporting, creating maximum convenience, accompanying all sectors, all levels, businesses and people to successfully implement the strategic Resolutions set forth by the Party.

General Secretary To Lam emphasized that the Ministry of Public Security has paid attention to and taken care of activities to honor those who have contributed to ensuring security and order; implemented policies and regimes for cadres affected by organizational restructuring; and supported the elimination of temporary and dilapidated houses for the poor and those with housing difficulties.

The Ministry of Public Security needs to carefully prepare all conditions to successfully organize the 8th Central Party Congress of the Public Security; ensure the building of a force that meets the requirements and tasks in the new revolutionary period, worthy of the trust and expectations that the Party, State and people have for the Public Security Forces.
