Having been informed about the pilot model since last week, Mr. Pham Van Truong, a citizen of Phu Dien ward, was very excited to come and do the procedure of notarizing the original quickly and without any complicated procedures. “The most joyful thing is that people do not have to go to many places to get confirmation of procedures, saving time and reducing hassle,” said Mr. Truong.
Ms. Le Thu Ha, a resident of Phu Dien ward, also said that she came to register her child's birth certificate and the process of getting a queue number and filling out the application was surprisingly quick. Each transaction only took a few minutes, then she received an appointment to leave, and when she received a text message on her phone, she returned to the ward to receive the results.
Ms. Le Thi Huyen, an officer of the statistical office receiving administrative records of the new Phu Dien ward, said that on average, the ward receives about 40-50 people coming to do administrative procedures every day... During this time, the officers still flexibly combine the 2-level and 3-level government models to suit the actual situation, with the goal of being able to serve the people more quickly and conveniently.
Sharing about the preparation work, Mr. Nguyen Le Hoang, Standing Deputy Secretary of Tay Ho District Party Committee, expected to be the new Secretary of Phu Dien Ward Party Committee from July 1, said that the entire political system of the ward has joined hands to make efforts every day, every hour to complete the organization of the trial operation. From leaders to specialists, everyone "didn't work enough during the day, so they took advantage of working at night", continuing their professional work at their current agencies, while arranging time to perform the tasks of the post-merger agency to quickly complete the working apparatus, officially operating from July 1, 2025. Therefore, up to now, all departments have been operating smoothly, especially the department receiving administrative procedures at the ward and branches, ready to meet the requirements of the people.
According to Mr. Nguyen Le Hoang, the process of testing the 2-level government model from June 20 to 26 showed that the area that people are most interested in is the operation of receiving and resolving administrative procedures such as household registration, land, construction, etc. Accordingly, the files that people have submitted to the district but have not been resolved have been handed over to the new administrative unit for further processing. And the new ward also operates to return the results that the district has issued but has not yet handed over to return before stopping operations.
“In the coming time, the Ward People's Committee will continue to direct relevant units to review administrative procedures according to the new decentralization, receive and process new administrative procedure files and administrative procedure files transferred from the current district and ward levels,” said Mr. Nguyen Le Hoang.
