Binh Phu Ward (HCMC) announces construction permit-exempt areas

On the morning of August 1, the People's Committee of Binh Phu Ward held a ceremony to announce the area exempted from construction permits for a housing project with a detailed planning scale of 1/500 in the ward.

Chairman of Binh Phu Ward People's Committee Nguyen Huy Thang shared that this is a specific activity to implement administrative procedure reform, creating favorable conditions for people to build and repair houses in the area.

In the coming time, the ward will continue to coordinate with departments and branches to review the 1/2000 planning. After the 1/2000 planning is adjusted, the ward will coordinate to deploy detailed planning projects of 1/500 for qualified places, expanding the area exempted from construction permits.

The Chairman of the People's Committee of Binh Phu Ward hopes that in the next 2-3 years, 70% of construction, repair and renovation projects in the ward will be exempted from procedures. This is to create the best conditions and simplify administrative procedures for the people.

At the ceremony, Mr. Ngo The Minh (residing at 40, Street 60, Binh Phu Ward) shared his joy at being one of the first residents in the ward to be exempted from construction permits. He commented that this is a concrete way to implement the administrative reform requirements that the government is striving to implement.

According to Mr. Ngo The Minh, in the past, when building a house, people had to go through many complicated procedures, such as preparing documents to prove the current status before and after construction, causing people to have to travel to many places and wasting a lot of time.

"Now that the permit is exempted, people are proactive in starting construction. Therefore, I started building the house this morning," Mr. Ngo The Minh shared.

Binh Phu Ward was formed from the merger of Ward 11, Ward 10 (formerly District 6) and part of Ward 16 (formerly District 8).

As soon as it was put into operation (from July 1), Binh Phu Ward reviewed and completed procedures and piloted the elimination of construction permits in qualified locations. To date, the ward has guided 4 applications for exemption from construction permits.

The first 3 areas are exempt from building permits

Residential area in An Duong Vuong Market area (in ward 12), area of over 10,200m² with 44 plots.

Resettlement area of 2.9 hectares (in ward 23), area of nearly 29,000 square meters with 208 plots.

Rach Ruot Ngua residential area (in ward 22), area of over 39,000m² with 132 plots.

All three areas have been approved for detailed planning at a scale of 1/500, ensuring conditions for exemption from construction permits.

People in these areas, when building a house, only need to send a notice of commencement to the Economic - Infrastructure and Urban Department of the ward (at least 3 working days) to start construction, without having to wait for a response.

Notification documents include: design drawings (approved), construction contract (if any), construction drawings, safety measures (if there is a basement)...

After receiving, the functional department specialist will survey the current status and issue a notice of license exemption to ensure construction order management.
