Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep: It is necessary to ensure the progress of disbursement of capital for national target programs in the field of ethnicity and religion.

On the morning of July 11, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep had a working session with the Department of Ethnic Minorities and Religions to grasp the situation of post-merger activities and orient the implementation of tasks in the coming time.

According to the report at the working session, after the merger, the provincial Department of Ethnic Minorities and Religions quickly consolidated its organization, stabilized its headquarters and maintained effective professional operations.

Currently, the Department of Ethnic Minorities and Religions has 88 officials, civil servants and employees; including 1 Director, 9 Deputy Directors; 4 professional departments and 1 Mountainous Service Center.

The Department pays special attention to ideological work and motivation of cadres, civil servants and employees to create consensus and solidarity to perform assigned tasks well.

Regarding the situation of ethnicity, belief and religion, Lam Dong province currently has more than 683,000 ethnic minority people (accounting for 17.6% of the province's population); more than 310 legal religious establishments and 24 religious organizations recognized by the State are operating.

Thanks to the attention of the Party and the State, the material and spiritual life of ethnic and religious people has many positive changes. Essential infrastructure has been invested synchronously, the poverty rate has decreased sharply, people have actively applied scientific and technological advances in production and preserved and promoted the national cultural identity.

In the first 6 months of the year, the Department of Ethnic Minorities and Religions has proactively implemented ethnic and religious programs and policies in accordance with the direction of the Central Government, the province and ministries and branches.

Notably, the implementation of the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas by 2025 has been highlighted; many projects have achieved a fairly high disbursement rate such as: housing support, infrastructure investment, preservation of ethnic culture, reduction of child marriage, propaganda against drug crimes, etc.

In addition, the Department also proactively advises on policies to support ethnic minority students; promotes the implementation of the program to eliminate temporary and dilapidated houses; carries out activities to promote gender equality, promote the role of prestigious people; strictly manages religious activities in the area in accordance with the provisions of law.

At the meeting, representatives of departments and branches focused on discussing and analyzing difficulties and problems related to the implementation of ethnic and religious policies; coordinating and disbursing investment capital and career capital under the National Target Program for socio-economic development in ethnic minority and mountainous areas; managing religions and proposing solutions to ensure stable accommodation and workplace for cadres after the merger.

Regarding specific policies, some contents after the merger are assessed to no longer be suitable for practice, and are being reviewed by units to submit to the Provincial People's Council for adjustment at the upcoming session. In the field of religion, the development of Resolution No. 10 on financial support for religious organizations is still being completed to be more suitable for practice.

Regarding the ethnic sector, there are currently 7 specific resolutions being reviewed and considered according to the correct authority. However, the process of allocating and using capital resources still faces many difficulties due to the unclear implementation area.

At the meeting, Mr. Bui Huy Thanh - Director of the Provincial Department of Ethnic Minorities and Religions, said: The national target program for socio-economic development of ethnic minority and mountainous areas is currently a key and urgent task. The Department has proactively directed specialized departments and units to urgently develop a set of principles, criteria and norms suitable to the new situation on the basis of general regulations of the Government and the National Assembly, ensuring good implementation of the Program.

The Department will review all specific resolutions of administrative units before the merger, thereby integrating and building a common, specific resolution, ensuring it is suitable for the new conditions of Lam Dong province.

In the field of religion, the Department continues to strengthen its grasp of the practical situation at the grassroots level, proactively coordinate with localities to effectively carry out state management of religion, maintain stability and strengthen the great national unity bloc.

Concluding the working session, Comrade Vo Ngoc Hiep - Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the proactive spirit and efforts to overcome difficulties of the collective of cadres, civil servants and employees of the Department of Ethnic Minorities and Religions of the province after the merger.

He encouraged the unit to continue promoting the spirit of responsibility, solidarity, organizational stability, and ensuring conditions to well perform assigned functions and tasks.

Comrade Vo Ngoc Hiep emphasized that the fields of ethnicity and religion are special fields, with a wide scope of management, diverse subjects and many potentially sensitive factors.

Therefore, the Department needs to pay special attention to grasping the local situation, improving the effectiveness of State management; focusing on effectively implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas. This is an urgent task to stabilize and improve people's lives, promote socio-economic development, and contribute to maintaining security and national defense in the new situation.

The Vice Chairman of the Provincial People's Committee requested the Department to urgently review and synthesize policies and legal documents on ethnicity and religion of the three provinces before the merger, to advise the Provincial People's Committee to submit to the Provincial People's Council to select appropriate policies while waiting for the issuance of a new Resolution.

The Department also needs to be proactive in advising, proposing, coordinating and organizing the implementation of programs and policies within the scope of state management and implementation responsibility of the Department.

In particular, the urgent task that needs to be done immediately is to focus on implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas by 2025, speeding up disbursement progress, especially career capital; adjusting allocation norms in accordance with the two-level local government and the new organizational structure after the merger.

The Vice Chairman of the Provincial People's Committee assigned the Department of Ethnic Minorities and Religions to urgently and proactively orient the allocation of capital for national target programs, ensuring implementation progress; striving to complete the disbursement of all capital for the program by the end of 2025.
