The two localities presented a number of difficulties, such as: The organizational apparatus is still cumbersome and not yet synchronized; many cadres and civil servants have to take on many tasks, leading to great pressure at work; the support regime and policies have not really met the actual workload.

Concluding the meeting, Comrade Nguyen Thi Minh Thuy highly appreciated the efforts, sense of responsibility and determination of the cadres and civil servants of Thoai Son and Oc Eo communes after the merger. At the same time, she acknowledged the difficulties in facilities, equipment, pressure... in the context of converting to a two-level local government model.

He suggested that localities should proactively count and strictly manage public facilities and assets, ensure no loss and effectively utilize them for public purposes such as education , healthcare and culture.

Request departments and branches to strengthen guidance and timely support for localities to resolve difficulties in administrative procedures, land certificate issuance, business registration, as well as decentralization of management, personnel appointment... Soon issue specific guidance documents on procedures for transfer, decentralization, asset management, settlement of backlog of business registration, issuance of land use right certificates, ensuring that the merger does not cause difficulties or affect people's rights...
