Commencement of construction of Trade Union social housing project in Dong Thap province

(ABO) On July 26, the Vietnam General Confederation of Labor (VGCL) held a groundbreaking ceremony for the Trade Union social housing project for workers and laborers to rent under the Trade Union Institution Construction Project at My Tho Industrial Park, Trung An Industrial Cluster, Dong Thap province.

Attending the groundbreaking ceremony on the Central side were comrades: Le Minh Hoan, member of the Party Central Committee, Vice Chairman of the National Assembly ; Mai Van Chinh, member of the Party Central Committee, Deputy Prime Minister. On the side of the Vietnam General Confederation of Labor, there were comrade Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor; Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor.

The project of building the Trade Union's facilities in My Tho Industrial Park, Trung An Industrial Cluster, Dong Thap Province is invested by the Trade Union's financial capital on a land area of about 3 hectares in Trung An Ward. The project was implemented by the Vietnam General Confederation of Labor under Decision 655 dated May 12, 2017 of the Prime Minister. The project has been planned in detail at a scale of 1/500 and submitted to the People's Committee of Tien Giang Province, now Dong Thap Province, for approval of the scale including: 928 apartments for sale, rent, and lease-purchase; multi-purpose buildings and technical infrastructure systems.

On June 7, 2017, the Vietnam General Confederation of Labor approved the investment policy and completed the procedures according to regulations to approve the project of the law and approve the Project of Construction of Trade Union Institutions in My Tho Industrial Park, Trung An Industrial Cluster. Accordingly, the project has completed the multi-purpose house and technical infrastructure system. On November 17, 2023, the National Assembly passed the Housing Law, which stipulates that "The Vietnam General Confederation of Labor is the governing body of the investment project to build social housing using Trade Union financial resources for workers and laborers who are eligible for social housing policies to rent". This is the legal basis for the Vietnam General Confederation of Labor to change the form of investment from building apartments for sale, rent, and rent-to-own to investing in apartments for workers and laborers to rent.

On that basis, the Vietnam General Confederation of Labor has adjusted the Master Plan at a scale of 1/500 in accordance with the provisions of the Housing Law, and the People's Committee of Tien Giang province (old) has approved the adjustment of the Master Plan at a scale of 1/500.

On December 10, 2024, the Trade Union Project Management Board submitted to the Department of Construction of Tien Giang province for appraisal the Feasibility Study Report of the adjusted construction investment project and was appraised by the Department of Construction of Tien Giang province. The Vietnam General Confederation of Labor approved the project adjustment with the main items including: 4 blocks of 8-storey houses with a total floor area of 38,460 ^m2 , with 526 self-contained apartments for rent with basic equipment and furniture: Elevator, bed, wardrobe, kitchen cabinet... and 2 2-storey garages with a total floor area of 1,200 ^m2 , with a total investment of 449 billion VND.

Speaking at the groundbreaking ceremony, comrade Le Quoc Phong, member of the Party Central Committee; Secretary of the Provincial Party Committee; Head of the National Assembly Delegation of Dong Thap province, said that the implementation of the Trade Union social housing project under the Trade Union Institution Construction Project in My Tho Industrial Park, Trung An Industrial Cluster, Dong Thap province with a scale of more than 500 modern apartments, serving about 2,000 workers and their families has profound humanitarian significance. The project not only contributes to solving the urgent need for housing but also gradually builds a system of Trade Union institutions at the grassroots level, creating favorable conditions for the Trade Union organization to better perform its function of caring for and protecting the legitimate and legal rights and interests of workers.

Speaking at the groundbreaking ceremony, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang informed that over the 96 years of establishment and development, the Vietnam Trade Union has always identified its central role and task as representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. Trade unions at all levels strive to implement solutions to care for and improve the material and spiritual lives of workers and laborers, especially essential issues regarding housing, kindergartens, cultural and sports facilities, etc.

The Trade Union Social Housing Project under the Trade Union Institutional Construction Project in Dong Thap Province, which was started today, is the first project invested by the Vietnam General Confederation of Labor using Trade Union financial resources according to Housing Law No. 27/2023/QH15 dated November 27, 2023. The project is of great significance in improving the cultural and spiritual life, creating conditions to partially solve the housing difficulties of union members, workers, and laborers of enterprises in industrial parks in Dong Thap province in particular and the whole country in general. Thereby, contributing to the building of an increasingly strong Vietnamese working class.

Speaking at the groundbreaking ceremony, Deputy Prime Minister Mai Van Chinh emphasized that the completion time is not long, so he requested the People's Committee of Dong Thap province to direct relevant agencies of the province to closely coordinate with the Vietnam General Confederation of Labor and the investor of the Trade Union social housing project under the Trade Union Institution Construction Project in Dong Thap province during the implementation process, creating the best and most favorable conditions for the project to be implemented to ensure quality, progress and above all, absolute safety.

Deputy Prime Minister Mai Van Chinh believes that the Trade Union social housing project under the Trade Union Institution Construction Project in Dong Thap province will be implemented smoothly, contributing directly to improving the lives of workers, developing urban areas, and improving the landscape in the province. This will also be a good premise for the next Trade Union social housing projects for workers and laborers to rent by the Vietnam General Confederation of Labor.
