Policy for meritorious people: Outstanding results, spreading affection

(Chinhphu.vn) - In the journey of national development, the policy of "repaying gratitude" has always been identified by the Party, the State and the whole society as a central and continuous task. The results achieved in caring for people with meritorious services not only demonstrate political responsibility and the morality of "When drinking water, remember its source", but also vividly demonstrate the humanity, progress and effectiveness of the policies.

For the country to have peace , independence, freedom and happiness as it is today, there are great contributions from over 9.2 million people who have contributed to the revolution, including more than 1.2 million martyrs, nearly 140,000 Vietnamese Heroic Mothers, more than 600,000 wounded and sick soldiers, along with millions of people who are relatives of martyrs, revolutionary activists, resistance fighters, imprisoned by the enemy, or exposed to toxic chemicals...

They are not only historical witnesses but also living symbols of revolutionary heroism, patriotism and noble sacrifice for the independence and freedom of the nation. In peacetime, many people continue to live useful lives, strive to improve themselves, are the spiritual support for their families, and are shining examples for the younger generation to follow.

Imbued with the morality of "When drinking water, remember its source" and the teachings of President Ho Chi Minh , over the past 78 years, our Party, State and People have always paid deep attention to the work of gratitude.

According to Minister of Home Affairs Pham Thi Thanh Tra, in recent times, preferential policies for people with meritorious services have been continuously expanded and improved. Material and spiritual care regimes have been implemented synchronously and comprehensively, contributing to improving life, bringing peace of mind to policy beneficiaries and spreading humanistic values in society.

The Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution and its guiding documents have promptly institutionalized the Party's viewpoints, policies and guidelines on preferential treatment for people with meritorious services to the revolution. The target group of people with meritorious services is increasingly expanded, and preferential treatment is increasingly enhanced, closely linked to ensuring social justice and progress.

Increase subsidies and housing care for meritorious people

One of the outstanding results is that from 2017 to now, more than 7,000 backlog cases have been resolved, including more than 2,400 martyrs, more than 2,700 war invalids and people enjoying policies like war invalids recognized by the Prime Minister.

Along with that, the preferential subsidy standard in 2025 increased by more than 70% compared to 2021, showing timely and practical adjustments so that people with meritorious services have increasingly better living conditions, in line with the general socio-economic development level of the country.

Housing care for people with meritorious services is a highlight. Over the past two years, housing support for people with meritorious services has continued to make a clear mark. More than 41,800 houses have been newly built or repaired, from the state budget of 1,970 billion VND and sources mobilized and supported by organizations and individuals.

Along with that, activities to care for the lives of people with meritorious services continue to be organized practically. Since the beginning of 2025, during major holidays and traditional Tet, over 3.26 million people with meritorious services and their relatives have been supported with a total budget of over 1,400 billion VND.

In addition, 57,037 savings books with a total value of more than 124 billion VND have been awarded from 2019 to present - gifts that not only have material value but also are a respectful recognition of society.

Stepping up the collection and identification of martyrs' remains

Along with taking care of the lives of the martyrs, the work of collecting and identifying the remains of martyrs is also considered a sacred and noble responsibility. Up to now, the whole country has built and renovated about 3,000 martyrs' cemeteries and 4,000 memorial works - not only as resting places for the fallen but also as red addresses for educating revolutionary traditions.

The work of identifying martyrs still lacks information, especially with the support of DNA identification technology, which has achieved initial positive results.

The Ministry of Home Affairs and relevant agencies are making efforts to speed up the identification of about 200,000 martyrs' remains that have not been collected and nearly 300,000 unidentified remains, contributing to easing the pain of their relatives.

Along with that, the system of facilities serving nursing, caring for wounded soldiers, sick soldiers and people with meritorious services has been invested in synchronously and modernly, gradually meeting better and better the material and spiritual needs.

Regular meetings, commendations, and exchanges with meritorious people organized from the central to local levels have created a continuous flow of gratitude tradition.

To date, over 98.6% of households with meritorious people have a standard of living equal to or higher than the average standard of living in the residential area where they live. This is an important result that vividly demonstrates the Party's policy has been put into practice for meritorious people on the basis of State policies and the solidarity of the whole society towards meritorious people.

Entering a new stage of development, on the threshold of a new era, with the responsibility of being the state management agency for people with meritorious services to the revolution, the Ministry of Home Affairs closely coordinates with sectors and levels in the political system to continue to innovate thinking, make efforts to advise the Party and State to perfect institutions and policies for people with meritorious services in the direction of service, modernity, comprehensiveness, inclusiveness, efficiency and humanity; fully and effectively implement the policy orientation for people with meritorious services in the spirit of Resolution No. 42-NQ/TW of the 13th Central Executive Committee.

That is, focus on implementing preferential policies for people with revolutionary contributions; pay attention to caring for the material and spiritual lives of people with revolutionary contributions, especially those in remote areas and those facing difficulties in life. Continue to raise the standard level of subsidies and preferential allowances towards the highest level in social policies.

At the same time, make more efforts in searching for and identifying the remains of martyrs; regularly honor, praise, and spread the value of contributions of people with merit in society, create conditions for people with merit to continue contributing to the community, becoming a source of inspiration to educate the younger generation about patriotic traditions and revolutionary ideals.

Showing gratitude to those who have contributed is not only a political responsibility, but also a continuation of the moral source of “When drinking water, remember its source” – the core value that creates the sustainable strength of the Vietnamese people. The telling figures, along with specific and practical gestures, have clearly demonstrated the humanity, progress and effectiveness of the policy of caring for those who have contributed.

The great achievements in the renovation and socio-economic development, the gradual improvement of people's lives, and the elevation of the country's position in the international arena, are also the way the Party, State and People send their deepest and most lasting gratitude to those who have sacrificed and contributed to the independence and freedom of the Fatherland.

That spirit was affirmed by General Secretary To Lam at the meeting with people with meritorious services and typical historical witnesses in 2025: " The strong development of the country is the most practical and meaningful gratitude, because those who have fallen and many generations of people with meritorious services to the revolution always carry within them a burning desire for independence, freedom, prosperity and happiness of the nation ".
