Launching a new emulation movement to create a team of good entrepreneurs

The Prime Minister assigned the Ministry of Home Affairs to coordinate with relevant agencies to research and organize the launch of a new emulation movement to effectively implement Resolution No. 68 of the Politburo on private economic development, creating a movement and momentum for business development, contributing to creating a team of talented entrepreneurs in the country and globally.

This is the content of Notice No. 364/TB-VPCP dated July 16, 2025 of the Government Office conveying the conclusion of Prime Minister Pham Minh Chinh at the meeting of the Central Emulation and Reward Council.

According to the Announcement, since the beginning of the year, the world and regional situation has continued to develop rapidly, complicatedly and unpredictably. Strategic competition between major countries has become fierce, military conflicts have increased in a number of countries and regions. The US tariff policy has created potential risks to world economic growth.

In that context, implementing the resolutions and conclusions of the Central Committee, the National Assembly, and the direction of General Secretary To Lam, with the spirit of "Discipline, responsibility; proactiveness, timeliness; streamlining, efficiency; accelerating breakthroughs," the Government and the Prime Minister focused on directing ministries, branches, and localities to synchronously, drastically, and effectively deploy tasks and solutions in all fields.

As a result, in the first 6 months of the year, the macro economy was basically stable, inflation was well controlled, major balances were ensured, all 3 economic sectors grew positively; GDP growth nationwide in the first 6 months of 2025 is estimated at 7.3%, the highest in many years.

The Council and the Standing Committee of the Central Emulation and Reward Council operate regularly, responsibly, effectively, promptly, objectively, in accordance with regulations, promote their roles, actively implement activities and successfully complete the assigned contents and tasks. Actively urge and guide ministries, departments, branches, central and local organizations to launch and organize emulation movements to successfully carry out assigned political tasks from the beginning of the year.

Many emulation movements have high spread

Emulation and reward work continues to be directed and effectively implemented by agencies, units and localities. In particular, a number of emulation movements have been launched to focus on implementing difficult, key and urgent tasks.

Implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Prime Minister launched the emulation movement "The whole country competes in innovation and digital transformation" to promote the patriotic tradition, the combined strength of the entire political system, the active participation of entrepreneurs, enterprises, scientists, intellectuals and people in the development of science, technology, innovation and digital transformation; organize a summary of the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind" for the period 2021-2025 nationwide.

The movement "The whole country joins hands to eliminate temporary and dilapidated houses" in 2025, the movement "Promoting the development of synchronous and modern infrastructure, competing to practice thrift, and combat waste" achieved many important results, contributing to the recent development of the country's strategic infrastructure system.

Up to now, the whole country has supported nearly 263,000 temporary and dilapidated houses, reaching 94.7%; 19 projects/component projects of important national works and projects have been put into operation, of which the completion and operation have increased the total number of expressways in the country from 1,327km to 2,268km, and the T3 terminal of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule...

Ministries, departments, branches and localities have effectively launched and implemented many emulation movements with high impact to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), towards the 80th anniversary of the August Revolution and National Day September 2.

The work of advising, proposing institutional improvement, and drafting legal documents on emulation and commendation has been focused on and promptly implemented. The Ministry of Home Affairs has organized a preliminary review of more than one year of implementing the Law on Emulation and Commendation; submitted to the Government for promulgation Decree No. 152/2025/ND-CP dated June 14, 2025, regulating decentralization and delegation of powers in the field of emulation and commendation; detailed regulations and instructions on the implementation of a number of articles of the Law on Emulation and Commendation to be consistent with the arrangement of the apparatus of the political system, the organization of two-level local governments, and promptly resolved problems and shortcomings in the process of implementing the Law and its implementing decree.

The work of honoring advanced models and rewarding them has been carried out promptly to serve the country's political tasks. The President and Prime Minister have issued over 960 decisions to reward over 38,000 collectives and individuals with outstanding achievements...

On behalf of the Central Emulation and Reward Council, the Prime Minister - Chairman of the Council commended and highly appreciated the spirit, responsibility and positive contributions of the Council members; ministries, departments, branches, localities, and mass organizations that responded, launched, and effectively implemented emulation movements; highly appreciated the results that the patriotic emulation movement and emulation and reward work have achieved in the past time, making important contributions to the successful implementation of the country's political tasks.

In addition to the achieved results, the emulation and reward work still has some limitations: The emulation movements of some ministries, departments, branches and localities have not brought about practical results, have not become a driving force to motivate collectives and individuals to strive to complete the political tasks and key programs of each agency and unit; The work of discovering, fostering, praising and replicating advanced models is still slow and ineffective; the organization of emulation with advanced models has not received much attention or is still formal; The work of rewarding according to authority is still limited, has not promptly motivated and encouraged collectives and individuals to actively participate in emulation movements; The work of considering and awarding the Glorious Youth Volunteer Medal is still limited./.
