Striving for the private economic sector to contribute about 55-60% of GRDP by 2030

The plan states that developing a fast, sustainable, effective and high-quality private economy is both a central and urgent task and a long-term strategic one; it needs to be specified in the country's development strategies and policies. Thereby, promoting all potentials and strengths, liberating all productive forces, activating, mobilizing and effectively using all resources, especially resources among the people for socio -economic development, consolidating and strengthening national defense and security, enhancing foreign affairs and international integration. At the same time, thoroughly eliminating perceptions, thoughts, concepts and prejudices about Vietnam's private economy; correctly assessing the important role of the private economy in the country's development; nurturing and encouraging the entrepreneurial spirit and innovation of people and enterprises, respecting enterprises and entrepreneurs, identifying entrepreneurs as soldiers on the economic front...

The plan sets the target that by 2030, the private sector will be the most important driving force contributing to the development of the city and the national economy; a pioneer in the development of science and technology, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in the development of science, technology, innovation and national digital transformation" and other policies and guidelines of the Party. Striving to have about 25,000 enterprises operating in the city, with an enterprise density of 18.5 enterprises operating per thousand people. The average growth rate of the private sector will reach about 15%/year, higher than the growth rate of the economy; contributing about 55-60% of GRDP, about 40-45% of total state budget revenue, creating jobs for about 84-85% of total labor force; labor productivity increases on average about 8.5-9.5%/year.

To achieve the set goals, the plan sets out the following tasks and solutions: renewing thinking, reaching high consensus on awareness and action, arousing national belief and aspirations, creating new impetus and new momentum for the development of the private economy; promoting reform, perfecting and improving the quality of mechanisms and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, and equal competition rights of the private economy and ensuring the enforcement of contracts of the private economy; facilitating the private economy to access resources of land, capital, and high-quality human resources; promoting science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy; strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises, etc.

Currently, the city's private economic zone has nearly 11,500 operating enterprises, increasing by an average of 5% per year in the period 2020-2024; the number of enterprises with capital of 50 billion VND or more accounts for about 3.27% of the total number of operating enterprises. This is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, and stabilizing social life. Many private enterprises have grown strongly, affirmed their brands and reached out to regional and world markets.
