On the morning of August 2, Comrade Bui Thanh Son, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister attended and delivered a speech directing the 11th Congress of the Party Committee of the Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank), term 2025-2030.
Attending the Congress were comrade Vo Van Dung, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Committee ; comrade Nguyen Quang Duc, Deputy Head of the Central Propaganda and Education Committee; comrade Lai Xuan Lam, Deputy Secretary of the Government Party Committee; comrade Tran Minh Binh, member of the Government Party Committee, Party Committee Secretary, Chairman of the Board of Directors of Vietinbank for the 2021-2025 term, and 288 delegates who are outstanding party members representing nearly 10,000 party members from 182 party organizations in the entire Vietinbank Party Committee.
The Congress is a political event of special importance for VietinBank, both to evaluate the results achieved in the past term and to determine the vision, mission, strategic orientation and development plan for the upcoming period of Vietinbank - one of the country's leading commercial banks.
The VietinBank Party Congress took place at a time when the whole country was determined to step firmly into a new era - the era of national development; resolutely and synchronously deploying the "four pillars" (on science and technology development and innovation; private economic development; innovation in law-making and enforcement; proactively integrating deeply into the international community) ; carrying out a "revolution" in organizational restructuring; actively preparing and competing to achieve achievements to welcome the 14th National Party Congress.
Speaking at the Congress, Deputy Prime Minister Bui Thanh Son assessed that over the past 5 years, the world and regional situation has undergone many major and unprecedented changes, with more and more severe challenges emerging, directly impacting the security and development of our country, as well as the business activities of enterprises, including the COVID-19 pandemic causing severe damage, conflicts in some regions, tariff tensions, and trade wars disrupting and breaking supply chains; the circulation of direct and indirect investment capital flows has encountered many difficulties.
In that context, under the leadership of the Party, our country has steadily overcome the "headwinds", the socio-economy has developed positively with many bright spots (GDP growth in 2024 reached 7.09%, in the first 6 months of 2025 reached 7.52%; these are high levels in the region and the world), major balances have been ensured, political stability has been maintained, national defense and security potential has been consolidated, foreign affairs have achieved many important results, and the country's international position has been increasingly enhanced. With positive development momentum, Vietnam is determined to strive to achieve a growth rate of over 8% in 2025 and double digits for the 2026-2030 period.
The Deputy Prime Minister emphasized that in that overall achievement, there is a positive contribution from Vietinbank, with its position as one of the largest banks in Vietnam.

Specifically, VietinBank has completed and exceeded the targets set in the previous term, notably the growth in pre-tax profit reaching 22.6%/year, exceeding the plan of 10% - 20%, helping VietinBank to be continuously honored with many "tops": Top 200 most valuable banking brands globally, Best SME Bank, Best Retail Bank, 13 consecutive years in the Top 2000 largest enterprises in the world. 2024 is the 8th consecutive year that VietinBank continues to be honored as a Vietnamese National Brand.
These results are recognition from customers, partners and the whole society for VietinBank's efforts, and also proof of VietinBank's positive contributions to the country's socio-economic development, the Deputy Prime Minister said.
Bright spot in credit mobilization for key sectors
VietinBank is a bright spot in mobilizing and circulating capital and credit for key economic sectors and national key projects. The scale of lending to industries and businesses that are prioritized by the Government is up to hundreds of thousands of billions of VND per year, accounting for about 40% of total outstanding loans.
Outstanding loans to private enterprises are VND 1.3 million billion, up 1.8 times compared to 2020, contributing practically to concretizing the policy of developing the private economy in the spirit of Resolution 68 of the Politburo.
VietinBank is also the leading bank in lending to the agricultural, forestry and fishery sector with a total rural agricultural loan amount of VND 225 trillion.

Regarding digital transformation, VietinBank has promoted the modernization of payment services and diversified distribution channels; pioneered the application of advanced technology in payment activities; researched and strongly developed e-banking services with many outstanding digital products, actively contributing to the implementation of Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
In addition to business activities, Vietinbank has also proactively, actively, and pioneeringly implementing social responsibility, which has the meaning of spreading the spirit of sharing and the aspiration to serve the community, helping to effectively implement the Party and State's policies on sustainable poverty reduction and new rural construction, with over 9,500 billion VND spent on building houses for the poor, sponsoring ambulances, upgrading schools, medical facilities, and supporting thousands of rural traffic works.
On behalf of the Government Party Committee, the Government, the Prime Minister, the Deputy Prime Minister congratulated and commended the very proud achievements in the past term, demonstrating the continuous efforts of the entire VietinBank Party Committee, creating more momentum and strength for VietinBank to confidently enter the new period.
In addition to the achieved results, the Deputy Prime Minister also highly appreciated Vietinbank for frankly pointing out the shortcomings and limitations in the Political Report, such as: Financial capacity, competitiveness and labor productivity are not high; the quality and progress of handling some large-value debts and bad debts have not met requirements... and need to be overcome soon.

To firmly enter the new era - the era of national prosperity and strength, the Deputy Prime Minister emphasized that the banking system continues to be the "bloodline" of the economy, playing a very important role in regulating the macro economy, ensuring national financial and monetary security, being the main capital channel serving production and business, contributing to economic restructuring, building an independent and autonomous economy associated with proactive and active international integration.
As a key commercial bank in the Vietnamese banking system, the Deputy Prime Minister requested that VietinBank be deeply aware of its increasingly important position, role and responsibility in the new historical period; continue to enhance its political determination; make more efforts and determination in action; boldly make breakthroughs for the common good to make more great contributions to the cause of innovation and national development.
Accordingly, the Deputy Prime Minister requested that the Party Committee and leaders of VietinBank must strongly inspire the desire for development and determination to contribute to each cadre, Party member and employee in order to make VietinBank one of the strongest banks in the Asia-Pacific region by 2030.
The Deputy Prime Minister also suggested that Vietinbank conduct early research to proactively position its role, status and operations with a vision for the next 10, 15 or 20 years, until 2045 - the year of the 100th anniversary of the founding of the country.
To do this well, the Deputy Prime Minister said that VietinBank needs to improve its capacity for strategic research, analysis, and forecasting; closely monitor developments in the world and regional situations such as growth trends, development prospects, prices, inflation, exchange rate fluctuations, etc.; closely follow the implementation of socio-economic development policies and strategies, and development trends of domestic industries and markets.
Contribute more effectively to growth model transformation
The Deputy Prime Minister suggested that Vietinbank should continue to make effective contributions to the process of transforming the growth model, restructuring the economy, building an independent, self-reliant and deeply internationally integrated Vietnamese economy, in the spirit of the "four pillars" and the documents of the upcoming 14th Party Congress.
In the "digital" era, with the development of artificial intelligence, digital assets, cryptocurrencies, etc., Vietinbank needs to be well prepared to be able to play a "pioneering" and "leading" role in this transformation process in Vietnam, towards the most advanced and modern standards of the region and the world.

Vietinbank needs to closely and effectively link its business activities with supporting the implementation of monetary policies, programs and plans for socio-economic development of the country, in order to contribute to stabilizing the macro-economy and ensuring resources for sustainable growth, focusing on green credit growth and green banking.
VietinBank is not only a capital provider and currency trader, but also a companion, contributing to creating a favorable environment to support the Vietnamese business community to develop increasingly quickly, strongly, and sustainably; firmly reaching out to the ocean, especially supporting the development of the private economic sector, in accordance with the spirit of Resolution 68 of the Politburo.
The Deputy Prime Minister requested Vietinbank to pay attention to systematic and synchronous investment in science and technology, innovation, and digital transformation to create a strong driving force for development and enhance VietinBank's competitiveness, not only domestically but also in the region and the world.
The Deputy Prime Minister noted that digital transformation must go hand in hand with ensuring system security and safety, especially network security. Therefore, Vietinbank needs to strengthen cooperation with state management agencies and specialized organizations and enterprises to ensure information security and safety, and prevent and combat high-tech crimes in the banking sector.
In addition, Vietinbank needs to focus on international cooperation to diversify and improve the quality of products and services, well meeting the needs of serving new development trends such as green growth and circular economy.
At the same time, promote international cooperation for comprehensive development and enhance the position of Vietinbank; continue to improve management, operation and operation capacity in a modern direction, in accordance with international standards; strengthen inspection and supervision work, contributing with state management agencies to ensure stability of the monetary and credit markets, and consolidate national financial and monetary security.
