Mr. Tran Quang Trung - Chairman of the People's Committee of Cat Tien 3 Commune, said: "Currently, when receiving cases of administrative procedures related to land, the Center must guide people to the Branch of the Land Registration Office (LRO) in Da Teh to resolve. This is the biggest difficulty for people in resolving administrative procedures."

Meanwhile, Mr. Nguyen Thanh Truc - Vice Chairman of Bao Lam 3 Commune People's Committee, concurrently Director of the Commune Public Administration Service Center, said: Currently, the Public Administration Service Center has quite a narrow space, causing difficulties in investing in expansion as well as providing the best service to the people.
Along with that, accessing and processing documents is sometimes slow and difficult to access due to the new system being overloaded. In particular, most people are not familiar with using VNeID accounts to submit documents on the National Public Service Portal, or do not have online payment accounts, so it takes a lot of time to consult and guide.

MANY APPLICATIONS ARE SOLVED PROPERLY AND BEFORE THE DEADLINE
Mr. Dang Van Nghia - Deputy Director of Phu Quy Special Zone Public Administration Service Center said: The Center has increased guidance and support for people and businesses in performing public administrative procedures, coordinating with the Youth Union to directly support at the one-stop department.
As of July 10, the Center has received 69 applications (41 in person, 28 online), and processed 62 applications with 100% on time, no late applications.
Present at the Tien Thanh Ward Public Administration Service Center, Ms. Tran Thi Hoa (39 years old) when coming to make household registration records was enthusiastically guided by the Center's staff.
“This is the first time I have come to the new ward to do paperwork. Before going, I was a bit worried, but when I arrived here, I was given thoughtful and enthusiastic instructions, so my application was received and processed quickly,” Ms. Hoa said excitedly.
Mr. Tran Huu Minh Tung - Chairman of Tien Thanh Ward People's Committee said that in the first 10 days, the Ward Public Administration Service Center received 197 records; of which, 112 records were received directly and 85 records were received online.
Currently, 169 cases have been resolved, 168 cases were resolved correctly and on time, 1 case was 3 minutes late due to software error, automatically logged out; the remaining 26 cases have not yet reached the deadline, the handling staff is focusing on resolving them for the people.

Similarly, in Ham Thang ward, the ward's Public Administration Service Center has received 150 applications; of which, 21 were submitted directly and 129 were submitted online. Up to now, 98 applications have been processed ahead of schedule, and 4 applications have been processed late in the field of birth registration.
Mr. Tran Ngoc Hien - Chairman of Ham Thang Ward People's Committee said that in the first 2 days, the civil status software was not synchronized, leading to a delay in updating the progress of the records. In fact, these records were processed on time for the people on the same day, but the software was not updated in time.
Up to this point, all types of documents and procedures under the authority have been received and focused on being resolved by the ward with the spirit of serving the people, not making people wait or go back and forth many times.

According to the assessment of the Lam Dong Provincial Public Administration Service Center, after 11 days of operating the 2-level local government apparatus, the Public Administration Service Centers in 124 communes, wards and special zones in the new Lam Dong province have basically operated quite smoothly, with the rate of receiving and handling administrative procedure records before and on time reaching nearly 97%.
This is a good rate of administrative procedure settlement, ensuring compliance with the spirit of the Central leadership and the Government's direction, especially in the context of many difficulties in the early days of operating the 2-level local government, with practical problems arising that need to be solved.

Regarding the announcement and disclosure of administrative procedures and the process of handling administrative procedures, the Provincial Public Administration Service Center has submitted to the Chairman of the Provincial People's Committee 22 decisions on the announcement of decentralized and delegated administrative procedures.
Up to now, the number of administrative procedures under the authority of the provincial level is 1,842 procedures and the number of commune-level procedures is 403, all of which are made public on the national database of administrative procedures, posted at the Public Administration Service Center of 124 communes, wards and special zones in the whole province.
Regarding the progress of administrative procedure settlement, the Office of Lam Dong Provincial People's Committee informed: From July 1 to 11, the Public Administration Service Centers at 2 levels received 21,157 new records, and processed 14,715 records; of which, 14,213 records were before and on time, accounting for 96.59% and 502 records were overdue, accounting for 3.41%, and 14,660 records are being processed.

DELAYED PROFILES ARE MAINLY IN THE LAND SECTOR
Duc An commune was established on the basis of merging Duc An town and Nam Binh commune, Dak N'Drung commune with a natural area of nearly 16,200 hectares and a population of more than 31,300 people.
Since its official operation, Duc An Commune Public Administration Service Center has received, processed and returned administrative procedure results to local people; including a counter to receive and process administrative procedures on land related to land use rights transfer; mortgage registration, mortgage cancellation of land use rights; land measurement registration... This counter is staffed by the Branch Office of Land Registration Office to receive and process documents.
As the central commune of Dak Song district (old), Duc An is home to many state administrative agencies; including the old district Land Registration Office, under the provincial Land Registration Office, a public service unit under the Department of Agriculture and Environment. Therefore, the number of administrative procedures related to land is relatively large.
In recent days, through grasping local public opinion, Duc An commune has recorded people's opinions reflecting on two administrative procedures related to land that are stuck: transferring land use rights and registering mortgages and clearing mortgages on land use rights. These opinions reflect not only the people of Duc An commune but also some neighboring communes, belonging to Dak Song district (old).

According to Chairman of Duc An Commune People's Committee Vo Quoc Tuan, after receiving the information, the commune contacted the leaders of the Registration Office Branch and learned that the new Lam Dong Province Registration Office is being consolidated after the merger of the three provinces of Lam Dong (old), Binh Thuan and Dak Nong. Currently, the Registration Office Branches do not have seals and have not assigned leaders in charge of handling documents and procedures under their authority.
“The Commune People's Committee has asked the staff receiving the documents to explain clearly to the people, but some cases are still upset because the delay in registering mortgages and removing mortgages on land use rights will affect the maturity of bank loans and may result in additional costs,” said Mr. Tuan.
This is the common situation in many central communes, where the old district-level Land Registration Offices are located. Currently, documents related to the transfer and registration of mortgages and mortgage cancellation of land use rights are all pending resolution after the organization and personnel are reorganized.

According to Tuy Duc Commune Public Administration Service Center, from July 1 to 11, the Center received 127 applications and processed 70 of them. In the land sector alone, the Center received 45 applications; of which, 11 applications were returned before the deadline and 34 applications are in the process of being processed.
The leader of Tuy Duc Commune Public Administration Service Center said: All measurement records are received and processed quickly. As for the records of transfer, mortgage registration, and mortgage cancellation of land use rights, the center's staff all receive, check, and explain to the people the reason for the delay in processing because there is no seal and no person in charge of the Land Registration Office Branch.
After the explanation was carefully given, the people understood and expressed sympathy with the center's guidance, acceptance and results. The commune has not recorded any complaints from the people about the inconvenience in handling administrative procedures.

The new apparatus will soon be completed, people will be served more fully, contributing to creating a solid development momentum for Phu Quy Special Zone, a strategic administrative unit in both national defense and economic development of the province and the country.

CHANGING THE SEAL MUST COMPLY WITH MANDATORY PROCEDURES
Regarding the issuance of new seals to handle administrative procedures for individuals and organizations in the land sector in communes, wards and special zones of the province from July 1 to present, Mr. Cao Huynh Trang Bao Toan - Chief of Office of the Provincial Department of Agriculture and Environment said that the unit has made efforts to change the seal in accordance with regulations and quickly.
Immediately after the Lam Dong Provincial People's Council issued a Resolution on establishing specialized agencies and other administrative organizations under the Provincial People's Committee on July 3, the Department of Agriculture and Environment carried out the necessary procedures to submit to the Provincial People's Committee to issue a Decision approving the organizational structure, appointing leaders of departments and branches according to their authority, a Decision to establish the Provincial Registration Office and a Decision stipulating the functions, tasks, powers and organizational structure of the Branch of the Registration Office.
Mr. Cao Huynh Trang Bao Toan said: When having all the decisions of the Provincial People's Committee, the Department immediately carried out the final procedures to hand over the old seal and requested Lam Dong Provincial Police to issue a new seal.

Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc said: Some procedures for issuing seals, including land, have a certain delay because this is a mandatory process, requiring the establishment of an organization and personnel to be able to carry out the steps to request the engraving of a new seal.
Faced with problems arising from reality, grasping the increasing needs of people to resolve administrative procedures in the land sector, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc said that the leaders of the Provincial People's Committee have directed the leaders of all 124 communes, wards, and special zones to pay special attention and focus on resolving problems arising from reality.
“While waiting for the new seal, communes, wards, special zones, and the Registration Office branches must still receive and evaluate applications from people and organizations. If the results are returned late, the units must apologize to the people and explain so that people understand the reason and sympathize with the delay in processing the application,” informed Vice Chairman of the Provincial People’s Committee Nguyen Ngoc Phuc.

The leader of Lam Dong Provincial People's Committee also shared: In the process of organizing and operating the 2-level local government apparatus, although efforts have been made to carry out the preparation stages well, such as piloting the organization of the commune-level government apparatus in 2 wards and 4 communes so that other units can learn from experience.
However, because this is a new model, the implementation time is urgent in the spirit of "running and queuing at the same time", so there are still times and places where there are still errors and limitations, causing inconvenience to the people. Therefore, the provincial leaders hope that the people will share and always accompany the local government; at the same time, they commit to immediately overcome difficulties to serve the people better and better, contributing to the successful implementation of the revolution in organizational apparatus.
“As soon as the new seal is issued, the commune-level authorities must process administrative procedures related to land even on Saturdays and Sundays. Tomorrow, Sunday, July 13, localities with late land-related documents must invite people to come and resolve them quickly,” the provincial People’s Committee leader requested.

JULY 13, STARTING TO SETTLE LAND FILES
The leader of the Lam Dong Provincial People's Committee Office said: Of the 375 overdue files (accounting for 3.06%) and 4,440 files being processed in the province, most are in the field of administrative procedures for land registration due to lack of seals.
According to the decision to establish the Provincial Registration Office, the Provincial People's Committee assigned the Director of the Department of Agriculture and Environment to preside over and coordinate with relevant agencies and units to deploy and implement the development of a Plan to determine functions, tasks, arrange personnel, organize the transfer and receipt of finance, assets, facilities, documents and records to ensure continuous and smooth operation of the Lam Dong Provincial Registration Office, without interruption of work and in accordance with the provisions of law; carry out procedures to withdraw the seals of units according to regulations. Completion time is before July 15, 2025.

On the morning of Saturday, July 12, present at the area for handling seal registration procedures at the Lam Dong Provincial Public Administration Service Center, although it was a day off and not for receiving and handling administrative procedures, officers of the Department of Administrative Management of Social Order (PC06), Lam Dong Provincial Police still arranged staff to urgently receive related documents to issue seals to 28 branches of the Registration Office in the whole province.
Lieutenant Colonel Nguyen Dang Khoa - Head of PC06 Department, Lam Dong Provincial Police said: Before the 2-level local government apparatus came into operation from July 1, Lam Dong Police had completed all necessary procedures, supported 124 communes, wards, and special zones in the area to issue red seals to Party agencies, People's Councils, People's Committees, and Commune, Ward, and Special Zone Police to initially start operating, ensuring service to the people.
Regarding the seal registration form issued to 28 branches of the Registration Office in the area, this morning, the related procedures were completed. Department PC06 said that it had fully handed over the Seal Registration Certificate and seals to the representatives of the Registration Office branches in accordance with regulations and authority.
As soon as the seal is available, today and tomorrow, the branches of the Land Registration Office will review and process the previously received records from individuals and organizations so that by July 14 (next Monday) they can process the registered records and receive new records and procedures. At the same time, they will continue to issue blank Land Use Right Certificates for communes, wards and special zones.

However, according to recommendations from the authorities, people should only carry out administrative procedures when absolutely necessary. Do not carry out administrative procedures when they are not absolutely necessary out of fear or crowd mentality to avoid putting too much pressure on the two-level local government apparatus during the initial period of operation.
With all that is happening in receiving, processing and resolving administrative procedures for people and businesses and with the drastic, synchronous and effective direction from the province to the commune in the past time, there is a strong commitment of Lam Dong province in ensuring the resolution of administrative procedures and other procedures for people.
Will continue to issue about 5,500 new seals according to regulations
According to PC06 Department, as of July 12, Lam Dong Provincial Police had issued 1,244 seals to state agencies, organizations and positions; deposited 1,752 seals, and recovered 9,367 seals.
Currently, PC06 is carrying out procedures for registering seal samples for professional boards under the Party Committee at the commune level, vehicle registration seals for the Commune Police, seals of schools and other agencies and organizations with requests in Lam Dong province (about 2,000 seals).

1,237 youth volunteers helped receive 4,740 applications
From July 1 to 11, 126 youth volunteer teams established by Lam Dong Provincial Youth Union coordinated with local authorities to carry out a number of basic administrative tasks, suitable to the capacity of youth volunteers, such as: editing and digitizing population data; Entering, arranging and managing administrative records; Reviewing data catalogs serving digital government...
In addition, union members and youth also guide people to carry out administrative procedures, use public equipment, install and use VNeID applications, electronic identification accounts; Support businesses, educational institutions, and public service units in declaring and submitting periodic reports on specialized digital platforms (tax, education, insurance, health, etc.). At the same time, coordinate to propagate the policy of digitalizing public administration at the grassroots level.
As a result, in the past 10 days, the teams have supported the reception of 4,740 applications at commune-level public service centers. According to Mr. Truong Minh Quang - Secretary of Lam Dong Provincial Youth Union: “Participating in supporting the operation of the 2-level local government model is identified as a key task of the 2025 Summer Youth Volunteer Campaign. The reorganization of the apparatus will create many new requirements, requiring the timely participation of the youth force.
We pay special attention to supporting the elderly, ethnic minorities and localities with large areas, large populations, borders and islands, where a small act of support can create a big change in people's awareness and access to public services.
More than 10,000 documents sent via the national communication axis
Since July 1, the Administrative Procedure Information System (Igate) and the Executive Document Management System (Ioffice) of VNPT Lam Dong have officially come into stable operation and have achieved many positive results in a short time.
To date, the Igate system has 5,400 accounts granted, while the Ioffice system has 18,418 accounts granted. In 10 days of operation, the total number of documents sent and received on the system has reached more than 65,000 documents; of which, more than 10,000 documents have been sent via the national interconnection axis. This shows the effectiveness and feasibility of the system in improving work efficiency.
However, according to VNPT Lam Dong's assessment, currently, the information technology infrastructure at the People's Committees of communes and the Public Administration Service Centers is not yet synchronized; the LAN network does not have a firewall; the equipment to support people and businesses in submitting documents online is limited; the automatic queuing system (numbering, calling) is mostly not equipped. In addition, the computers of officials, civil servants and public employees have expired anti-virus software, which does not ensure information safety and security.
These are issues that need to be resolved soon. VNPT Lam Dong commits to continue accompanying Lam Dong province in digital transformation, ensuring stable system operation, information security and synchronous connectivity after the merger.
