In Ngan Vang Duoi village, Dong Tam commune, Binh Lieu district, due to unclear land and forest allocation many years ago, and difficult to define border areas, there have been many cases of disputes and encroachment on forest land by local households.
Whenever a dispute arises in the village, Mr. Be Sinh Nghiep is the first person to step in to resolve it. Ngan Vang Duoi village has 44 households, mainly Tay and San Chi ethnic people. Over the past 10 years, Mr. Be Sinh Nghiep has participated in mediation and successfully handled many complicated cases. He has regularly coordinated with the government to disseminate regulations on forest management, protection, exploitation and production of forest land in many different forms to raise awareness among local people.
Mr. Nong Van Son - Vice Chairman of Dong Tam Commune People's Committee said: "Mr. Be Sinh Nghiep is a pioneer, mobilizing his family and people in the work of planting and developing forests. He also established a star anise cooperative with a number of households to build an operating fund for the village. He is a prestigious person in participating in resolving small disputes among the people, from calling, meeting, learning, mobilizing people to reconcile together, building solidarity within the family and village".
With the thought of protecting the border and landmarks is also protecting the land of his ancestors, for over 40 years, Mr. Dang Ngoc Phu (67 years old, Dao Thanh Y ethnic group, Pec Na village, Bac Son commune) has diligently planted bamboo along the border river. As a prestigious person, Mr. Phu is more aware than anyone else of protecting sovereignty and border security. For Mr. Phu, planting bamboo is a practical thing he can do.
From the border riverbank to the land area in his home garden, wherever possible, Mr. Phu plants or encourages his children and neighbors to plant bamboo.
Not only planting bamboo to protect the land, over the years, Mr. Phu has always participated in eliminating bad customs, eliminating backward customs and practices, and building a civilized lifestyle. With his experience, Mr. Phu has become a bridge, actively propagating and building a great national unity bloc to protect the strong border area. "It is these backward customs that have made people's lives more difficult. Our villagers have now gradually understood and resolutely eliminated those backward things" - Mr. Phu said.

In order to build a team of prestigious people in ethnic minority areas in the area, the Provincial Ethnic Minorities Committee proactively coordinates with relevant agencies, sectors, and local People's Committees to promptly implement policies and regimes for this team. At the same time, the Provincial Ethnic Minorities Committee also advised the Provincial People's Committee to recognize the list of 7 prestigious people to be honored at the 2nd "Village Support" Program in 2024.
In 2024 alone, prestigious people in Quang Ninh participated in over 200 rounds of comments and recommendations to local Party committees and authorities to overcome shortcomings and shortcomings in the policy implementation process, especially policies on compensation for site clearance, land recovery, land allocation, forest allocation, support for crops and livestock, etc.
