
The house of Mr. Pham Van Ly's family, Tien Thang village, Cam Hung commune, is located near the North-South expressway, Ham Nghi - Vung Ang section. The blasting process of the units to construct the project caused tremors, caused many walls and beams of the house to crack, and many items to be severely damaged. After the project was completed, the related units determined the level of impact and supported his family with nearly 10 million VND.
Mr. Pham Van Ly said: “Some of our family's constructions were cracked, affecting our lives and activities. But after the relevant units calculated and proposed a support plan, as cadres and party members, we agreed to receive the money, although we still had certain doubts about the compensation assessment.”

In addition to the household that has received compensation and support like Mr. Ly's family, there are currently 150 households in Ha Tinh whose houses were damaged due to the construction of the North-South Expressway but have not received the money or have not agreed to receive the money. During the process of calculating and reviewing the damage, many people have not agreed to receive the money because they do not agree with the calculation plan of the relevant units.
Mr. Tran Dinh Quoc, Thuong Son village, Cam Lac commune shared: “My house was quite damaged, but according to calculations, I only received nearly 7 million VND. This amount is not enough to buy materials to repair the house, not to mention other expenses. We hope that the relevant units will calculate and review it.”

According to the Thang Long Project Management Board ( Ministry of Construction ), the process of blasting and compacting to construct the North-South Expressway Project, Ham Nghi - Vung Ang section, caused cracks in the houses and ancillary structures of more than 300 household items. These cracks were mainly concentrated in 6 communes in Cam Xuyen district and the old Ky Anh district, now Cam Hung commune, Cam Lac commune, Ky Van commune, Ky Xuan commune...
Mr. Nguyen Khac Trung - Director of the North - South Expressway Project Management Board, Ham Nghi - Vung Ang section (Thang Long Project Management Board) - said: "The support and compensation payment for affected household is divided into 2 phases. Phase 1 has paid to 158 households, with a budget of nearly 1.6 billion VND. Phase 2, relevant units are urgently implementing the evaluation, finalizing the list, agreeing on the compensation level for about 150 affected households and the number of household that may arise".




“Regarding the reflections and wishes of some people, we are reviewing. After calculating, if the people agree and agree with the insurance company's calculations, compensation will be paid around mid-July 2025,” said Mr. Nguyen Khac Trung.
The North-South Eastern Expressway Project, phase 2021 - 2025, through Ha Tinh province, with a length of 102.38km, includes 3 component projects: Bai Vot - Ham Nghi (35.28km), Ham Nghi - Vung Ang (54.2km) and Vung Ang - Bung (12.9km). Of which, the 2 sections of Bai Vot - Ham Nghi and Ham Nghi - Vung Ang have been completed and put into operation since April 28, 2025.
The Vung Ang – Bung section (connecting Nghe An and Ha Tinh provinces) is now about 95% complete. The remaining work is being urgently carried out by the units, striving to put the project into operation soon in accordance with the instructions of the Prime Minister.
