Faced with the complicated developments and potential for major impacts from storm No. 3, major network operators in Vietnam such as Viettel, VNPT and MobiFone have urgently deployed many response plans, ready to ensure uninterrupted communication to serve the direction and operation work and support the people.
Viettel proactively uses multiple layers of protection and deploys rescue forces on a large scale.
Since the beginning of 2025, Viettel has developed detailed disaster prevention plans, ensuring that 100% of the management boards at Viettel provincial buildings have two independent cable lines, and 100% of key stations in the transmission line are equipped with fixed generators. Experienced staff are mobilized to work at priority station locations.
In addition, 66 transmission channels, concentrated in the provinces of Lang Son, Tuyen Quang, Thai Nguyen, Cao Bang, are guaranteed to connect to the headquarters of the People's Committees at the ward/commune level. In Quang Ninh province, the cable systems to the command headquarters have been buried underground, ensuring stable transmission and smooth communication.

To prepare for storm No. 3, Viettel has prepared 4 on-site forces: on-site command, on-site forces, on-site means and supplies, and on-site logistics.
In addition to the provincial forces, Viettel has mobilized 100 BTS station and cable line information response teams; 150 fixed broadband subscriber incident handling teams; 30 generator repair teams to support provinces affected by storms and circulation. Information response materials (optical cables, transmission welding equipment, satellite phones, etc.) in the provinces all have a high reserve rate.
Viettel representative also said that mobile broadcasting vehicles have been deployed in Quang Ninh, Hung Yen and Ninh Binh, 9 vehicles are ready to be dispatched to affected areas.
All cable lines connecting the Northeast and Northwest regions have at least 3 backup connection directions, and cable lines in ward/commune clusters have 1-3 backup connection directions. Most of these are reinforced cable lines that can withstand the effects of natural disasters.

Viettel stores are equipped with generators and gasoline to maintain operations and support people in charging their phones. On July 21, Viettel sent warning messages to 2.5 million customers in the storm-affected areas and will continue to implement customer care programs and support communication services before and after the storm.
VNPT and MobiFone increase human resources, monitor infrastructure 24/7, and closely coordinate with regulatory agencies.
VNPT Group recently also sent a telegram to units in the area affected by storm No. 3 to organize and deploy storm response plans.
Accordingly, VNPT requires units to regularly update information, closely monitor weather developments through the media; organize and deploy storm response plans; proactively inspect and review telecommunications network infrastructure; fully prepare materials, fuel, backup equipment, etc. to be ready to respond when situations arise, minimize damage to information and assets, etc. during the implementation process to ensure safety for staff.
Units proactively grasp and promptly deploy information requests for public networks and specialized networks to serve the direction and operation of government agencies at all levels; be ready to coordinate and support the Central Post Office to deploy information assurance to serve the direction and operation of disaster response for working delegations of the Government and ministries and branches; be ready with a plan for roaming mobile services between network operators; be ready to operate and ensure VSAT-IP network communications (satellite connection) belonging to the specialized information network for disaster prevention; be ready to deploy VSAT transmission lines for mobile broadcasting vehicles when requested.

VNPT has also arranged 24/7 staff to ensure information on the main routes; is ready to deploy mobile broadcasting vehicles; strengthens the assurance of disaster prevention information for authorities at all levels; and promptly handles arising incidents.
Meanwhile, MobiFone is also ready, on duty 24/7 to ensure preparation, response and rescue work before the storm's impact.
MobiFone's technical and network units have urgently developed scenarios and information response plans, closely monitored and synchronized messages with the Hydrometeorological Center and local authorities.
Units expected to be affected by the storm have mobilized 100% of their human resources, strictly implementing the "4 on-site" principles (on-site command - on-site forces - on-site means and materials - on-site logistics) and "3 readiness" (proactive prevention - timely response - urgent and effective recovery).
MobiFone has conducted system, network, infrastructure inspections, and a comprehensive review of the network status in areas at risk of being affected by natural disasters, especially coastal provinces and mountainous areas prone to landslides. Checking signal quality, traffic, important transmission points, independent BTS stations, solar-powered stations, and areas with complex terrain.
Along with that is the assessment of the operating status of the internal network, data center (Data Center), network monitoring system (NOC), ensuring smooth access, operation and incident handling during the disaster.

At the same time, MobiFone units also deployed on-site response, on-site inspection, urgently installed backup generator systems, performed maintenance and renovation to solidify and ensure safety for the broadcasting station while promoting the provision of labor protection equipment such as helmets, safety ropes, flashlights, life jackets, raincoats and other materials for storm and flood prevention, natural disasters... ready to operate in all situations.
According to MobiFone representative, in the face of the risks and impacts of storm No. 3, all staff members are ready with the highest level of concentration. Each position and each individual are seriously and urgently following each signal column, checking each connection, not letting a single second be interrupted./.
