The young village chief is trusted and loved by the people.

“Whatever is beneficial to the people, I must do” - that is the motto of life and work of Mr. Hoang Xuan Khoa, born in 1986, Party Cell Secretary and Head of Lang Lam Hamlet, Hoa Trung Commune (Dong Hy). Although he has only been in office since 2023, he has quickly built trust with the people through his sense of responsibility, closeness, dedication and is one of the typical examples of studying and following Ho Chi Minh's ideology, morality and style at the grassroots level.

Currently, 100% of the main roads, inter-hamlet roads, and alleys in Lang Lam, Hoa Trung commune (Dong Hy) have been concreted cleanly and neatly.

At the time Mr. Khoa took over the task, Lang Lam hamlet had completed the construction of a new rural area and was entering the "quality improvement" phase to meet the model criteria. Based on the achievements built by the collective of cadres, party members and people, he and the Party Cell, the Front Working Committee and mass organizations focused on reviewing, developing plans, clearly defining each task and each responsible focal point.

The top priority is to upgrade infrastructure, landscape, install lighting systems, security cameras, build community fire stations... with the motto of maximizing internal resources, promoting socialization and mobilizing people's consensus.

Mr. Khoa determined: To create a clear change, we must start with specific, practical actions. From organizing meetings, conducting field surveys, mobilizing households to donate land and contribute working days, to directly supervising the construction, he has always been a pioneer.

“If officials do not roll up their sleeves and do it first, they cannot motivate people to follow suit. Words must go hand in hand with actions for people to believe and join in,” he shared.

Despite the large workload and many practical issues, he always persevered in implementing the motto of openness, transparency, and promoting democracy at the grassroots level. All policies were discussed and widely consulted. The key was to build solidarity within the Party Cell, promote the core role of the political system, and create consensus among the people. When people trust and contribute, even the most difficult tasks can be solved.

Not only is he an energetic cadre, Mr. Hoang Xuan Khoa, Lang Lam hamlet, Hoa Trung commune (Dong Hy) is also an example of family economic development.

Just over a year later, the appearance of Lang Lam has changed positively. Many infrastructure projects have been completed thanks to the joint efforts and consensus of officials and people. Notably, the construction of a new 140m² cultural house with a total cost of nearly 600 million VND; the expansion of the concrete road from 2.5m to 5m, 1,600m long; the installation of lighting systems, security cameras and community fire stations. All projects ensure progress and quality, demonstrating the responsible and close working spirit of the leaders.

Not only is he an exemplary cadre in his work, Mr. Hoang Xuan Khoa is also a typical example in developing the household economy. Currently, he provides livestock transportation services for farms in and outside the commune, bringing in a stable income of 400-500 million VND per year. Thanks to that, his family not only has the conditions to become well-off but also has more resources to contribute to the common movements of the hamlet.

"Being a grassroots cadre without economic stability makes it difficult to devote oneself wholeheartedly to public affairs. Learning from Uncle Ho means learning from concrete, practical things, from work to lifestyle" - he confided.

From the example of the leader, the patriotic emulation movements in Lang Lam are increasingly developing. Currently, the whole hamlet has over 80% of well-off and rich households; there are no more poor households, only 1 near-poor household. The average income per capita reaches 56.2 million VND/year, an increase of more than 7 million VND compared to the previous year. Activities to encourage learning, care for children, support the disadvantaged, care for policy families, maintain environmental sanitation, develop culture - sports ... are all effectively implemented. In 2024, 116/117 households achieved the title of "Cultural Family", Lang Lam continued to be recognized as "Cultural Village" for the 9th consecutive year.

Lang Lam Hamlet, Hoa Trung Commune (Dong Hy) has mobilized contributions from local people, units and businesses to build a cotton road.

In particular, he always focuses on promoting democracy at the grassroots level. Major policies are publicly discussed, democratically discussed and communicated through online channels such as Zalo, creating convenience in accessing and responding to information. Public works are supervised and commented by the people, increasing transparency, efficiency and strengthening trust in local Party committees and authorities.

Ms. Ly Thi Sen, Vice Chairman of Hoa Trung Commune People's Committee, assessed: Mr. Khoa is a young, dynamic and enthusiastic cadre. Thanks to his flexibility and closeness to work, many projects and tasks in Lang Lam were implemented quickly, ensuring quality and receiving high consensus from the people. This is a typical model in building a team of "both red and professional" grassroots cadres that the locality is aiming for.

Although his tenure in the position has not been long, Mr. Hoang Xuan Khoa has left a clear mark with specific and effective actions. That is how this young cadre learns and follows Uncle Ho - from being close to the people, respecting the people and devoting himself to the community.
